MP cadre IAS officer, Rakesh Agarwal's paintings on exhibition
A 1982 batch IAS officer of Madhya Pradesh cadre, Rakesh Agarwal is of the view that 'Nature is the art of God'. He proved this through his paintings, which are being exhibited at Bharat Bhawan, Bhopal from April 14 to April 19, 2015. Agarwal appears to be very close to nature. His paintings titled: 'Nature-Scrapes, Its All Nature Outside and Inside' are awesome. He picked up water colour paintings as a hobby more than 20 years back. He has not undergone any training in painting. The subjects of his pieces of workmanship are derived from nature, landscapes, seascapes, mountains, trees, rivers etc. He also takes photographs which are largely on the theme of nature, landscapes, flora and fauna and travel related. An exhibition of his photographs was put up at Indira Gandhi Manav Sangrahalaya, Bhopal. They are also on permanent display at the RCVP Academy of Administration, Bhopal.

Debate - Future of AAP after internal bickerings ?

Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence. The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickerings among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

An IAS officer, Shailesh Kumar Singh, has taken over as the Chief Vigilance Officer of Steel Authority of India Ltd (SAIL). w.e.f 16.04.2015. Singh, a graduate in Electrical Engineering from IIT, Kanpur, joined the Indian Administrative Service in 1991.He has rich and varied experience in handling of various key assignments in the district and state administration of Jharkhand. During his tenure at the Centre, Singh has held important positions in the Ministry of Urban Development and the Ministry of Transport. Before taking over as CVO, SAIL, he was holding the post of Joint Secretary in the Ministry of Coal and was also on the Board of Mahanadi Coal Fields Limited and Central Coal Fields Limited - both subsidiaries of Coal India Limited.

AAP will flourish and Arvind Kejriwal will try his luck again for PM from Varanasi (with similar results as in the past unless Modi does not perform in which case the results might be just like Delhi elections).

Agreed that the PMO has a new crop of officials. But one thing to be noticed is that all of them are IAS, which is wrong. Other services have also got brilliant officials, who could do good work in the Prime Minister's Office. Just because one has become IAS through a little bit of extra cramming, does not mean that the other who has appeared utilising some of his intelligence gets selected in the Civil Services. An officer of the Railways could have given better advice on Railway matters. An officer of the Indian Power Engineering Service would have explained things relating to power sector in a better matter. A number of \new incumbents may not be aware of the basics of infrastructure sector. Indian Water Engineering Service Official would have advised in a better manner relating to irrigation. There was a need to choose brilliant people from these services. IAS people are good in talking at macro level and concluding the matters.

India no tax haven

Recently Finance Minister has stated that India no tax haven; legitimate tax must be paid. CBDT is not able to find out the numbers whose taxable income is more than 1 crore. It is tax haven for these people. All energy of income tax department is wasted in chasing small tax payers whose income is less than 20 lakhs. This is due to large numbers of tax payers in this category. No efforts is made how to find out the number of people having income more than Rs 1 crore. This number is found from IT returns, which is not the correct figure. Can FM tell the road map for finding out the exact numbers?

Reason for the rejection by Cabinet Committee

The reason for the rejection by the Cabinet Committee of appointment of Directors and CMD of the PSU was biased by someone lobbying against that gentleman. Please review the case and do not create a precedent for future or everybody will be in panic till the order issued after the recommendation of PESB for such posts. PESB was provided full opportunity for all eligible candidates and Atul Srivastava was found best one of them. Then why such a thing happens. There is no debar for the plant experience people. Kindly provide justice to Srivastava to save the PSU future in India.

True for most of the states

Yes. But is dependent on factors like the officer concerned, juncture of time, the chief political executive involved, usefulness to the political executive, indebtedness to the political executive for the assistance provided to him during the time of loss of power in the state. It is true of most of the states only the degree matters.

Copies of correspondence regarding bank loan

The Appellant and her husband availed a housing loan and a case was filed by them in the Consumer Court regarding charging of excessive interest on the loan account. The Appellant sought copies of two letters exchanged between the zonal office and a branch of the bank. Respondents submitted that housing loan was granted to the Appellant for purchase of land and construction of house thereon, but construction was not carried out and the account has become NPA. The Respondents further submitted that copies of the letters sought by the Appellant were not provided as it is their internal correspondence and held in a fiduciary capacity. The CIC held that the correspondence pertains to the loan account of the Appellant and is not held by the Respondents in a fiduciary capacity. Disagreeing with the denial of information under section 8(1)(e) of the RTI Act, the CIC directed the PIO to provide the copies of the two letters sought by the appellant free of cost.

Comments

If there was any part of the correspondence which was of commercial interest to the bank, perhaps a claim could have been made for exemption from disclosure for that particular part of letter under section 8 (1) (d) of the RTI Act.
