Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

The Board of Directors of HAL has been reconstituted with effect from
April 1, 2015. The Chairman, T Suvarna Raju is now re-designated as
Chairman & Managing Director (CMD). The revised structure consists
of five whole time directors, including CMD, two government nominee
directors and seven independent directors. The current position of Director
Human Resources is held by V M Chamola and that of Director (Finance)
by Dr A K Mishra. S Subrahmanyan who was Managing Director (MiG Complex)
is now Director (Operations). The position of Director Engineering and
R&D will be filled-up soon. "The re-constitution is done considering
the growth of the Company in the next two decades. This will also ensure
extensive delegation and strengthen our management system", says
Raju, CMD. The posts of Managing Directors have been discontinued. The
Company now has four Chief Executive Officers (below the board level).

NEC meeting and their passionate appeal to AAP leaders was categorical
that they want united AAP. This bottom up phenomena is unique in Indian
politics. Let us not forget that after 16 the Lok Sabha election, BJP,
considered to be a cadre based party and party with a difference also
undertook a similar exercise and had totally sidelined its senior leaders
and rejiged its decision making body to suite its leader. More than
the composition of PAC or NE the bigger challenge before AAP and Mr.Arvind
Kejriwal is how they are going to implement its poll promises finalized
through the Delhi dialogue initiative and the entire Nation is eagerly
watching on how AAP is going to perform from the governance angle. If
they fail then even if the leaders are united the volunteers will disperse.

Prime Minister's foreign trips.
He is creating a very bad impression amongst the people because there
are so many urgent problems facing the country. Even if he is having
ministers to attend, the very fact that so any trips are being made
without any urgent need puts him in bad light. If it is absolutely necessary,
the External Affairs Minister or Minister of State for MEA can always
visit. We did not expect this.

Functioning of CGHS
Functioning of CGHS has further deteriorated after the advent of J P
Naddha. He seems not at all concerned about the problems of pensioners.
A pensioner takes six hours of the day to collect his medicine. Two
hours to reach CMO to get permission for issuing medicines for two-three
months as the case may be and another two hours to reach the doctor
who would prescribe the medicines and further an hour or so to collect
medicines from the pharmacy counter. An hour is required to come and
go for CGHS dispensary. No body listens to the plight of the pensioners.
Particularly Dwarka dispensary of New Delhi is in complete mess. We
need to invite the attention of the Prime Minister. A dynamic Health
Minister is required. Visiting RML or Safdargunj hospital is double
punishment. First punishment is given by god that we fall sick after
retirement and second punishment by the doctors of the hospital whose
orientation is to ill treat. If the condition of high ups as mentioned
in these columns is so pathetic, think of lesser souls.

CGHS working
Let the Minister of Health & FW be aware of the problems of CGHS
beneficiaries specially pensioners category when they have to visit
place to place for the treatment. A simple procedure to be introduced
that is allowing beneficiaries more than 65 yrs to have direct OPD consultation
in CGHS empanelled hospitals without any reference from dispensary.
This is very reasonable demand and should immediately be met and order
issued for compliance. Medicines will continued to be issued by the
dispensary/ wellness centre.

CGHS and private hospitals
People are ready to wait in private hospitals and not in government
hospitals. They are ready to take costlier treatment even if the private
hospitals are fleecing them. A lot of General Insurance companies have
gone into losses only on account of the connivance of the unscrupulous
employees of the Insurance companies and the hospitals. One should talk
about the improving and increasing the number of CGHS hospitals. About
20 years back the Batra Hospital had advised mother immediate admission
and putting of stent in her Kidney. The Doctor at AIIMS advised that
there was no need and just give iron tablets. Till date my mother's
kidney is allright. The Doctors at Government hospitals are also required
to take classes and hence they are well versed with the latest developments.
They may prescribe the latest medicines as they read journals regularly.

I agree that Income Tax Department has reliable data that can be of
use to the government. It is important to make best use of data as it
may have information relevant to economy. seventh pay commission should
use this data to make its recommendations more scientific

Information related to validity of HSC
certificate
The appellant sought information regarding steps taken by DGCA
to verify the HSC certificate of Capt Ajay Khadtale, the status
of investigation to confirm its validity along with photocopies
of relevant record. The PIO and FAA denied information taking
shelter under section 8(1)(d) of the RTI Act. The respondent stated
that the department was in constant touch with Secretary, Bihar
School Education Board on this matter, however, the Board on more
than one occasion have submitted contradictory replies due to
which they could not take any action against Capt Khadtale. The
Central Information Commission (CIC) directed the Public Information
Officer (PIO) to provide a detailed reply to the appellant as
to at what stage is the investigation pending, along with the
communication with the Secretary, Bihar School Education Board,
within two weeks from date of receipt of this order, under intimation
to the Commission.
Comments
It is often seen that Public authorities avoid or delay investigation
on complaints against their officers. This case law shows how
RTI Act can be used to keep a check on the investigation carried
out by the organisation.
