HUDCO registers excellent performance (UPDATED)
Housing & Urban Development Corporation Ltd. (HUDCO), the premier techno-financing CPSE under the Ministry of Housing and Urban Poverty Alleviation has completed yet another successful year in the service of the nation. CMD, Dr M Ravi Kanth informed that for the financial year 2014-15, HUDCO has posted an impressive Profit After Tax (PAT) of Rs. 777 crores (provisional) as against Rs. 726.34 crores during FY2013-14 with 6.97% increase over last year. The total Sanctions for the year have also been 31% higher with total sanction of Rs. 21094 crore against the MoU target of Rs.16100 crores. In respect of disbursements, a total amount of Rs 8100 crore has been disbursed against the target of Rs 7300 crore registering 111%. With this, the cumulative disbursement has crossed One lakh crore rupees and it is a major mile stone. A total of 4.86 lakh residential units have been sanctioned for various sections of the society, against the annual target of 4.23 lakh units for the year 2014-15. The major schemes sanctioned for housing cover the Lohia Awas Yojana in Uttar Pradesh for 60,000 houses, Atal Aashray Awas Yojana in Madhya Pradesh for 1 lakh houses, additional loan assistance for IAY beneficiaries in Kerala for 1,49,700 families and rehabilitation and resettlement of project affected/displaced families of Upper Krishna project in Karnataka for 50,832 families. A housing scheme for weaker sections in Vadodara for 6096 houses has also been sanctioned. Further, 9 housing projects for a total of 20,158 units in 9 district panchayats of Rajasthan have also been sanctioned. In the field of urban infrastructure projects, HUDCO has sanctioned a total of 121 projects for a total loan amount of 14,426 crore covering utility, social and commercial infrastructure. Some of the major infrastructure projects sanctioned, include state water grid for Telangana State (Rs 2500 crore), land acquisition and development for information technology investment region in Karnataka (Rs 1000 crore), land acquisition and infrastructure development for the Naya Raipur (Rs 750 crore), and improvement of State Highways in Uttar Pradesh (Rs 1090 crore). During 2014-15, HUDCO moblized total resources aggregating to Rs. 5074.37 crore at a weighted average borrowing cost of 8.18% (i.e. 38 bps above 10 yr. G.Sec. as on 31.03.2015). In the financial year 2014-15, HUDCO has sanctioned two schemes in the State of Uttarakhand for HUDCO KfW grant of Rs. 138.00 lacs and Rs. 17.50 lacs has been released under Model Village / Basti Scheme. With a view to mobilise a culture of Innovation and continued focus in rolling out innovative products, there is an effort to sensitize the employees at all levels, with the organization and the employee training forums are converged towards reaching this objective. For the MoU signed by HUDCO with MoHUPA for the year 2014-15, HUDCO's internal assessment shows that HUDCO is expected to achieve 'Excellent' rating in 27 of the total 28 MoU parameters in 2014-15. Thus, overall HUDCO is expected to achieve 'Excellent' MoU rating for the year 2014-15.

India elected Vice-President of Bureau of Governing Council of UN-Habitat (UPDATED)
India has been elected unanimously as a Vice President of the Bureau of UN-Habitat Governing Council today at Nairobi during the 25th Session of Governing Council of UN-Habitat. Dr Nandita Chatterjee, Secretary, Ministry of Housing and Urban Poverty Alleviation would represent India as Vice President in Governing Council. She would also chair the Drafting Committee to finalize resolutions to be adopted by the 25th Governing Council. The 25th Session of Governing Council of UN-Habitat is being held at Nairobi during 17th to 23rd April, 2015 and 58 countries are participating in it. India is being represented by the Ministry of Housing & Urban Poverty Alleviation and the High Commission of India in Kenya at Nairobi. India has also put up an impressive exhibition through Housing & Urban Development Corporation Limited (HUDCO) with 14 panels as one of the longer pavilion showcasing initiatives in the field of housing, infrastructure development, livelihood mission, smart cities, make in India progress and investment opportunities in the housing and infrastructure development sector in India. The exhibition is being viewed by a large number of delegates from various countries. UN-Habitat is the global agency in the UN system for urban affairs. In the context of rapid urbanization in India, with India's active association in UN-Habitat, there is a significant potential for information sharing and learning for achieving sustainable development of human settlements in India.

3 IAS officers get additional charges in Gujarat (UPDATED)
Three IAS officers have been given additional charges in Gujarat. Accordingly, G R Aloria has been given an additional charge of Principal Secretary, Law and Order while Ms Mamta Verma will be Managing Director, Gujarat Industrial Investment Corporation and Ajay Bhadoo is also Principal Secretary, Information & Broadcasting in Gujarat.

Debate - Future of AAP after internal bickerings ?

Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence. The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickerings among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

Ethics for governance

National Judicial Accountability Commission Act has been passed based on recommendations of the second administrative reforms commission in its fourth report titled "Ethics for Governance". The recommendations had been considered by the Committee of Secretaries thereafter by the Group of Minister, then the Cabinet and thereafter by the Parliament. One cannot say that it has come out of the blue. It has been seen that the new judges appointed are close kins of the former judges.

Reasons for rejection by cabinet committee.


Being an ex-employee of this PSU, I know that the gentleman introduced a concept of price tag for promotion and transfer, temporary transfer for the benefit of corrupt, kith and kin of UPA politicians to get his benefit. He also introduced concept of regionalism and casteism. There are numerous cases. He introduced concept of 'Show me the man, I will show the rule'. He has turned HRD into Human Destruction Department. PMO should take a note of it.

Open letter to Railway Minister

Dear Rail Minister,

Your decision to open reservation in train four months ahead of the scheduled departure of the train has done more harm to the public than doing anything good. Who would plan four months ahead to go to attend marriage, shraadh, seeing an ailing relative, or any such eventuality. This has given free hand to the agents. Situation is the same. The reservation is full within fifteen minutes of opening day of the reservation. The site does not open for fifteen minutes and by the time it opens the wait list begins. Would you please reverse the order and open the reservation only one month ahead of the scheduled departure of the train. Atleast agents would not have a free day. We can understand that it is really a tough job for the rail authorities to put the rail system on rail as by and large all the lower staff are corrupt but message must go that that they can not go scotfree.

DoPT instructions


Today DoPT has issued instructions reiterating its 2010 guidelines on utilisation of facilities from CPSEs by concerned Ministries/Deptts. In 2010 as well in the latest guidelines there seems to be a willful omission of misuse by Defence & Home Ministry of the personnel, vehicles and other facilites like getting all lunch/dinners at their cost by utilising their paraphernalia spread across the length & breadth of the country. MHA has more than 500 personnel and half of them over 15 years have become domesticated by virtue of their being at static location doing different work than what they have been engaged for. All officers in MHA are enjoying the personnel in office, home & vehices. Is this not a misuse? Then why this has this not come to the notice of DoPT despite a lapse of more than five years of issue of earlier instructions. PM needs to take note otherwise this rotten system will continue.

Pak agents having free run in Kashmir

Paid agents of Pakistan are having a free run in Kashmir once again, thanks to our country being a democratic country. The way Gilani and his lieutenant Masarat Alam dared the Indian state by their vitriolic speeches,waving of Pakistani flags and sloganeering showing their love for Pakistan was quite provocative.Masarat Alam has the guts to invoke that terrorist Hafiz Saiyed to convey the message to the young crowd, some of them school children,that Kashmir will become part of Pakistan. Signs appear to be quite ominous.These mischief-mongers would not allow the Kashmiri Pandits to return to their homes.Kashmiriyat seems to be over in Kashmir and fundamentalist mentality is rearing its head.Having lived in Srinagar, I am alarmed at such provocative gestures from the likes of Yasin Malik,Gilani and Masarat Alam.What has the BJP gained by aligning with PDP who appears to be indulgent towards such anti-national elements.Why could they not stop the rally in its track when IB report to that effect was available.Mufti justified the release of Masarat Alam from jail with an alibi that this was to promote peace and harmony.What a way to do so ? As for Gilani, he comes and lives in Delhi to get the best treatment from our hospitals and gets back to the valley to sing the tune of his masters who have been regularly paying him for his 'services' to Pakistan.People like him are traitors to their own people also.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
