Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

HUDCO registers excellent performance
Housing & Urban Development Corporation Ltd. (HUDCO), the premier
techno-financing CPSE under the Ministry of Housing and Urban Poverty
Alleviation, has completed yet another successful year in the service
of the nation. CMD, Dr M Ravi Kanth informed that for the financial
year 2014-15, HUDCO has posted an impressive Profit After Tax (PAT)
of Rs. 777 crores (provisional) as against Rs. 726.34 crores during
FY2013-14 with 6.97% increase over last year. The total Sanctions for
the year have also been 31% higher with total sanction of Rs. 21094
crore against the MoU target of Rs.16100 crores. In respect of disbursements,
a total amount of Rs 8100 crore has been disbursed against the target
of Rs 7300 crore registering 111%. With this, the cumulative disbursement
has crossed One lakh crore rupees and it is a major mile stone. A total
of 4.86 lakh residential units have been sanctioned for various sections
of the society, against the annual target of 4.23 lakh units for the
year 2014-15. The major schemes sanctioned for housing cover the Lohia
Awas Yojana in Uttar Pradesh for 60,000 houses, Atal Aashray Awas Yojana
in Madhya Pradesh for 1 lakh houses, additional loan assistance for
IAY beneficiaries in Kerala for 1,49,700 families and rehabilitation
and resettlement of project affected/displaced families of Upper Krishna
project in Karnataka for 50,832 families. A housing scheme for weaker
sections in Vadodara for 6096 houses has also been sanctioned. Further,
9 housing projects for a total of 20,158 units in 9 district panchayats
of Rajasthan have also been sanctioned. In the field of urban infrastructure
projects, HUDCO has sanctioned a total of 121 projects for a total loan
amount of 14,426 crore covering utility, social and commercial infrastructure.
Some of the major infrastructure projects sanctioned, include state
water grid for Telangana State (Rs 2500 crore), land acquisition and
development for information technology investment region in Karnataka
(Rs 1000 crore), land acquisition and infrastructure development for
the Naya Raipur (Rs 750 crore), and improvement of State Highways in
Uttar Pradesh (Rs 1090 crore). During 2014-15, HUDCO moblized total
resources aggregating to Rs. 5074.37 crore at a weighted average borrowing
cost of 8.18% (i.e. 38 bps above 10 yr. G.Sec. as on 31.03.2015). In
the financial year 2014-15, HUDCO has sanctioned two schemes in the
State of Uttarakhand for HUDCO KfW grant of Rs. 138.00 lacs and Rs.
17.50 lacs has been released under Model Village / Basti Scheme. With
a view to mobilise a culture of Innovation and continued focus in rolling
out innovative products, there is an effort to sensitize the employees
at all levels, with the organization and the employee training forums
are converged towards reaching this objective. For the MoU signed by
HUDCO with MoHUPA for the year 2014-15, HUDCO's internal assessment
shows that HUDCO is expected to achieve 'Excellent' rating in 27 of
the total 28 MoU parameters in 2014-15. Thus, overall HUDCO is expected
to achieve 'Excellent' MoU rating for the year 2014-15.

Population policy
I am glad to see the concern, but no political party, ruling, opposition
or so called coalitions will ever touch or tackle this important and
sensitive topic for fear of losing their respective vote banks, but
until a coherent population policy is in place, even the big achievements
expected of Modi government will evaporate in thin area because of ongoing

Good governance
The reckless introduction of changes in IT return forms and Govt's hasty
retreat after huge protests, is proof that the bureaucracy is still
going about its job in an indifferent manner without much thought. It
demonstrates that it is oblivious to the need for making sensible changes
to existing procedures to make them simpler and not more complex. Unless
the bureaucrats at topmost levels who are responsible for the unforgivable
lapse are shown the door - to set an example, things will never change
and Good Governance will just be a dream.

for Advisor Cost Grade Pay of 10,000 almost late by two years.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
