CBEC in a daze (UPDATED)
The Agony of Promotions in CBEC knows no end. Firstly, file of promotions to Commissioner was delayed by 1 year. Members' elevation to CBEC are still in limbo and to add further insult to injury, the recent promotions to Principal Commissioner have put in another nail in the proverbial Coffin. The proforma accompanying the proposal for ACC was filled up incorrectly in CBEC, with the result, names of 28 or so senior Commissioners were overlooked and thus denied promotion. Considering that it was a NFSG promotion, where one is fit or fit, it was amazing that elementary precaution was not taken in the proposal sent to ACC. Insiders however are not surprised considering the slew of recent mishaps in the Revenue Department.

TRIFED wins DoPT's National Award for Excellence in Training (UPDATED)
The Inter-State Cooperative entity TRIFED, under the Ministry of Tribal Affairs, has bagged DoPT's National Award for Excellence in Training for the Year 2015. TRIFED's entry captioned "Improving Efficiency and Effectiveness of Skill Development and Capacity Building of Minor Forest Produce Gatherers Training Programmes" was adjudged second, behind the high-tech ISRO, among the 50 contenders from all over the country by an independent jury. TRIFED is currently headed by K B S Sidhu, a Punjab cadre IAS officer of 1984 batch, in the rank and status of an Additional Secretary to Government of India, currently on Central Deputation. TRIFED exhibited a five-fold increase in the number of trainees under Sidhu's stewardship. MP Police traditions praiseworthy

Madhya Pradesh Police has several commendable traditions worthy of emulation by other States Police Organisations. Amongst them, the most salient is the one relating to taking care of retired officers and showing them proper regard and courtesy on all occasions. Whenever any retired officer rings up a serving officer and meets one at any Mess Party or in any official or social gathering, he is invariably shown due courtesies and full regard is given to his last rank on which he hung up his boots.
I would like to make a particular mention of honouring the DG level officers when they leave for their heavenly abode. On such solemn occasions, all help is given by the department in making the arrangements for the final journey, like pandit, transport, necessary material for the final rites and arrangements at the funeral ground.
Recently, Shri G.K. Sinha, IPS of 1967 batch passed away after a prolonged illness. As per practice, the police department not only made all the arrangements, but at the funeral ceremony, DGP Surendra Singh along with several serving officers himself remained present all through the rites. An armed Guard of the Special Armed Force was mounted to pay compliments to the departed soul with the set drill of reverse arms, sounding the last post etc. This gesture was seen by all those present and the relatives of the bereaved family felt so reassured that Madhya Pradesh Police is always with them.
Such healthy traditions make me feel proud that I belong to such a distinguished force.

TAX Terrorism


The phrase is not acceptable to anyone but after seeing income tax return for AY 2015-16, the perception is pointing towards this as per the media report and criticism. Every one looking for simpler tax regime and their laws so it can be followed by general small tax payers. It should not happen that the tax professionals become the boss for all these activities. Small tax payer is always the sufferer as he cannot afford to hire CAs or tax consultants to do his IT return jobs. For higher group it does not matter as they can always afford to spend the money to hire such consultants. Instead of making tax rules simpler,more complexity being added to hide the weakness to curb the generation of black money. Tax net has to be widened only in the category of higher income group where income is more than 1 crore. Apply the rules for the people whose income is more than 1 crore. In this process why to involve small tax payers. Otherwise whole energy and time of income tax department is wasted in chasing small tax payers. FM should find a innovative solution to track generation of black money not by simply following the BABUs rule (1+1=2). It is not as simple to track but do not punish and harass the small tax payers in the process.

Modi's model of governance


Mr. Modi's model of Governance has a new and interesting feature. Normally, to improve the quality of governance, decentralisation is suggested. This is so that routine things are delegated, so are issues with "local" ramifications or things which are best handled locally/ at lower levels; to avoid "one size fits all" solutions and to enable faster and well considered decisions in Policy matters. Mr Modi's model of governance is one of centralisation. Now, centralisation slows down decisions. This is because in all decisions, there is a process of examination and consultation. But Mr Modi also wants quick decisions. There is some kind of a conundrum here. Mr Modi's solution is to take all decisions himself so that decisions are taken faster. This is a workable model for a state government. With a man of Mr Modi's genius, it might work at the centre too. But to run such a system, it takes a Mr Modi. For a sustainable system, these changes would have to be institutionalised. That is also a challenge before Mr Modi.

National Judicial Accountability Commission Act has been passed, based on the recommendations of the second administrative reforms commission in its 4th report titled "Ethics for Governance". The recommendations had been considered by the Committee of Secretaries thereafter by the Group of Ministers, then the Cabinet and thereafter by the Parliament. One cannot say that it has come out of the blue. It has been seen that the new judges appointed are close kin of former judges.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
