CBEC in a daze
The agony of promotions in CBEC knows no end. Firstly, the file relating
to promotions to Commissioner was delayed by 1 year. Members' elevation
to CBEC is still in limbo and to adding to it, the recent promotions
to Principal Commissioner have put in another nail in the proverbial
coffin. The proforma accompanying the proposal for ACC was filled up
incorrectly in CBEC, with the result that names of 28 or so senior commissioners
were overlooked and thus denied promotion. Considering that it was a
NFSG promotion, where one is fit or fit, it was amazing that elementary
precaution was not taken in the proposal sent to ACC. Insiders however
are not surprised considering the slew of recent mishaps in the revenue
department.
Online filing of PAR by IAS officers is now mandatory
The government has decided that Performance Appraisal Report (PARs)
for the year 2014-15 would be recorded only online and the PARs recorded
manually would not be allowed on record. This would, however, not apply
to part PARs for the year 2014-15 which have been written manually and
are already taken on record. DoPT has requested all ministries/ departments
and state govts to issue appropriate directions to officer(s), dealing
with this subject as well as to IAS officers posted in the cadre/ministry
to ensure strict compliance of the above.

TRIFED wins DoPT's National Award for Excellence
in Training
The Inter-State Cooperative entity TRIFED, under the Ministry of Tribal
Affairs, has bagged DoPT's National Award for Excellence in Training
for the year 2015. TRIFED's entry captioned "Improving efficiency
and effectiveness of skill development and capacity building of minor
forest produce gatherers training programme" was adjudged second,
behind the high-tech ISRO, among the 50 contenders from all over the
country by an independent jury. TRIFED is currently headed by K B S
Sidhu, a Punjab cadre IAS officer of 1984 batch, in the rank and status
of an Additional Secretary to Government of India, currently on central
deputation. TRIFED exhibited a five-fold increase in the number of trainees
under Sidhu's stewardship. The outcomes were also found to be sustainable

Is DoPT listening ?

No reason for increasing duration
I agree with the comments. The reason for enhancing the duration of
reservation to four months is ill-conceived and I guess, to fill the
empty coffers of the railways which is starving for funds. Otherwise
there is no reason for increasing the duration. If at all the motive
was public good, the railways should have decreased the time to 15 days
or at the most to one month. To avoid frivolous bookings, it should
hike cancellation charges drastically, particularly by agents. In that
way, only genuine ticket-mongers would book advance tickets. Touts and
agents would hold back for fear of huge loss in the form of cancellation
charges. Hope good sense prevails.

SSS transfer order
Recently, Ministry of Statistics and Programme Implementation has issued
transfer order on promotion from Junior Statistical Officer to Senior
Statistical Officer. As per the order, all these incumbents have to
join their duties in place of new posting by stipulated date mentioned
in the order. Some will join while some may not due to some family compulsion.
I have noticed that there are many SSOs posted in various divisions
of MoSPI (since joining their service at Patel Bhavan) who have never
been transferred from there, hence have become power of centre. Will
Joint Secretary (Admn.), MoSPI take note of this and also transfer all
these SSOs, who have been there for more than 10 years and more ?

Income tax department plays with taxpayer!
Finance Minister, Arun Jaitley said in Washington that the government
is committed to a "transparent and predictable tax regime".
On the same day, the income tax department announces tax return forms
for the last financial year newly incorporating columns for declaring
details of all foreign trips undertaken and all bank accounts held including
closed last year with the balance in the accounts on March 31.
First of all, this continuing practice of the Indian income tax department
prescribing altered annual return forms for each year only after the
close of the year to which it is applicable, and tinkering with it year
after year is against the very grain of a "transparent and predictable"
tax regime. A transparent and predictable tax regime actually entails
that there is constancy in the return forms and that the prescribing
of altered return forms, if essential, should be done before the commencement
of the financial year and taxation year for which it is supposed to
take effect, so that the taxpayer knows what is in store for him for
the coming year and can keep his papers and records as per those requirements,
and he is not forced to scamper about collecting or restoring the data
which he would have discarded as not required in future as they were
irrelevant for tax purposes last year.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
