Me: Gupp... he wants to pull their chairs away ..... Chalo why don't you make them Margdarshaks... like Advani in BJP!!!

Diggy: How can that be .... when Sonia ji occupies a post it would be blasphemous in Congress for someone to occupy the same post as hers ....

Me: < loudly> You crafty ....so and so...you want to kick Sonia up ...which in actuality means out. Rahul is zero without her !!!!

11 Secretary level posts to be filled up in GoI
It is now official that at present six secretary rank posts are vacant in GoI. They are- Secretary (Official Language), Secretary (Fertilizers), Secretary (National Commission for Scheduled Tribes), General, Council of Scientific and Industrial Research-cum-Secretary (Department of Scientific and Industrial Research), Director General, Defence Research & Development Organisation-cum-Secretary (Department of Defence Research and Development), Director General, Indian Council of Medical Research-cum-Secretary (Department of Health Research). Five Secretaries of 1979 and 1978 batch are retiring in April, 2015. They are Saurabh Chandra, Petroleum, Ravindra Singh, Culture, Ms Sneh Lata Kumar, Border Management, Hrusikesh Panda, Tribal Affairs and H K Dash, Inter-State Secreteriat Council.


Four SC & two ST Secretaries in GoI

Out of 73 posts of Secretary under Central Staffing Scheme in Government of India, at present only four are held by SC and two by ST officers .


Five Science & Research organisations headless

At present, the posts of Director General/Head of the Council of Scientific and Industrial Research (CSIR); Indian Council of Medical Research (ICMR); Defence Research & Development Organization (DRDO); Jawaharlal Nehru Centre for Advance Scientific Research (JNCASR); and Indian Agricultural Research Institute (IARI) are vacant. JNCASR is without head since Oct, 2013, DG, CSIR post is vacant since Jan 2014 and IARI has no chief since August 2014. From Feb this yesr DRDO is without chief while ICMR DG retires in March this year.

Will an IAS officer head NIC ?

There are strong rumours that an IAS officer may be made head of the NIC. The NIC is headless for the last one year.


Singla to return to Kerala ?

Mahesh Singla, ADG in the BSF, posted in Chandigarh, is expected to return to the parent Kerala cadre soon. He is 1982 batch IPS officer of Kerala cadre.

If sources are to be believed, Kaushik Mukherjee, Chief Secretary of Karnataka, is likely to move to Government of India. He is 1978 batch IAS officer.

Politicians use bureaucrats nowadays. That is because real power is no longer with the bureaucrats. It is either with the politicians or the judges (post 1973 Cr. P.C.).

One IFS officer must in PMO:


In India the exploitation of mineral and forestry resources have picked up pace to achieve development. It is at the cost of one of the finest forests in India. In order to maintain a balance between development and conservation of forests, it is very essential that a sensible decision is taken for providing forest land for development purposes. In addition, the forest officers, being in the midst of simple and illiterate tribal people living in these forests, is well aware of their exploitation by money lenders, private sector people and even Government companies. Therefore, he only can help them from exploitation. A forest officer can help implement the Forest conservation Act, 1980 as well as the Scheduled Tribes and other traditional forest dwellers recognition of rights Act in the most balanced way. Therefore, a forest officer in the PMO is necessary to oversee the implementation of both these Acts.

40% rich do not pay any IT


Atleast 40% of the rich in this country do not pay any IT. It is well known that most of Modi's shopkeeper state brethren are distributed all over the country, almost all of them with rag to rich stories, do not pay any IT. To avoid detection they do not maintain any bank accounts also. Government should widen their IT net and intelligence to include these crooks instead of targetting and chasing sincere IT payers mostly belonging to the salaried and retired class. For those belonging to the middle class, Jaitley's budget was a total disappointment. At least he should have reduced IT and made it easy to file returns for those earning less than 1 crore per annum. Instead by linking with Adhaar, Government is complicating the IT filing further especially for the tax paying middle class who can not afford to hire CAs and who file their return themselves.

Legitimate demand

Being the earliest organised service in Central Government, the officers of CSS are demanding parity in grant of Non Functional Upgradations at par with other Group 'A' Services which is their legitimate demand given the fact that they are backbone of Central Secretariat and stagnating for years in Senior Scales of Group 'A' posts like Under Secretary/Deputy Secretary/Director. They are not seeking any pay parity with IAS Officers. So please correct the facts accordingly.

Scam in Railways


Now that CBI has smelt a rat in the railways in freight charge by manipulating software of weighing the goods and thereby causing a loss of about 4000 crores, it is evident how organised the railway employees are committing the kind of crime in truck with the defaulters. How they have installed a software which weighs much less than the actual weight and thus earn money beneath the table for remaining weights through bargaining or negotiation whatever the arrangement might be ? It is high time for CBI to see how the agents arrange tickets when a genuine passenger can not get. Even Tatkal tickets are arranged in the name of a genuine passengers by the agents. This proves that here too there might be manipulation in software. CBI officials should mix up with the agents and unearth their modus operandi. This racket if broken would give much relief to the passengers. Buying rail train has really become a big problem. This is a big challenge to the rail authorities also. The system has been made more difficult by opening reservation four months ahead of the scheduled departure of the train.

It seems Modi's peak is passed. As any Indian leader, he has started survival the fittest formulas. It is not only withdrawal of ITR form recently but also one of most important scheme, biometric attendance in Government offices has also become ineffective. There is no biometric attendance discipline in government offices after BJP debacle in Delhi assembly. Now he wanted to become more secular like Congress and AB Vajpayee. Only thing left seems Modi is his body language!!!

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
