As many as 24 officers belonging to Indian Police Service (IPS) of 1994 batch have been empanelled for the Inspector General level posts in Government of India. The officers are: Hemonlang Nongpluh of Assam-Meghalaya cadre; Amit Kuamr of Bihar cadre; Manoj Shashidhar of Gujarat cadre; Rakesh Aggarwal of Himachal Pradesh; Navdeep Singh Virk, Shrikant Jadhav and Anil Kumar of Haryana cadre; Syed Javaid Mujtaba Gilani and Muneer Ahmad Khan of Jammu and Kashmir cadre; Vineet Agarwal and Ramanand Sunil Bharma of Maharashtra cadre; Yoshwant Kumar Jethwa of Odisha; Praveen Kuamr Sinha, B Chandra Sekhar, Amardeep Singh Rai, Ms Neeraja Voruvuru of Punjab cadre; Anand Kumaar Srivastava, malini Agarwal of Rajasthan cadre; N Sridhar Rao of Sikkim; Mahesh Kumar Aggarwal of Tamil Nadu cadre; L V Antony Dev Kumar of Uttarakhand cadre; Akhil Kumar and Asim Kumar Arun of Uttar Pradesh cadre and Man Singh of West Bengal cadre.

One dozen Secretary-level posts in GoI to be filled up

It is now official that at present six secretary rank posts are vacant in GoI. They are- Secretary (Official Language), Secretary (Fertilizers), Secretary (National Commission for Scheduled Tribes), General, Council of Scientific and Industrial Research-cum-Secretary (Department of Scientific and Industrial Research), Director General, Defence Research & Development Organisation-cum-Secretary (Department of Defence Research and Development), Director General, Indian Council of Medical Research-cum-Secretary (Department of Health Research). Five secretaries of 1979 batch and 1978 IAS batch are retiring in April, 2015. They are Mssrs Saurabh Chandra, Petroleum, Ravindra Singh, Culture, Ms Sneh Lata Kumar, Border Management, Hrusikesh Panda, Tribal Affairs and H K Dash, Inter-State Secreteriat Council. Secretary General of NHRC, a Secretary rank statutory position, is also getting vacant on 30.4.2015 on account of superannuation of current incumbent.

Digital media best tool to raise school education issues, says Trevor, MP UNICEF Chief
The use of social media has become inevitable in the age of Information Technology. The users of Facebook and Twitter have considerably increased not only in India but also entire world. I believe that the digital (social and web) media can play a major role in educating the people and bring the school related issues to the notice of decision makers and government, said Trevor Clark, Chief, UNICEF, Madhya Pradesh while delivering his introductory speech at a workshop held titled "Using Social/Web media to raise discourse on the issue of school education" at Pachmarhi on April 24, 2015. Throwing lights on UNICEF and social media, Communication Specialist, UNICEF India, Ms Maria Fernandez has informed that India ranks in second position after USA as far as use of social media is concerned. She said that people and decision makers can be influenced by digital media for social change in terms of quality education in India. Ms Maria said that there are various social media tools through which people can get easy access to reach out to individuals in the world. She also informed that entire rural social strata would get accustomed to social media by 2018. Besides, F A Jami, Education Specialist, UNICEF, MP presented data current status of Madhya Pradesh's schools while Girish Upadhaya Senior Journalist, shared and sought suggestions on improvement of school education through social media. Anil Gulati, Communication Specialist, UNICEF, Madhya Pradesh proposed a vote of thanks. A large number of digital media luminaries of the state attended the workshop.

Narendra Modi still has the aura. The plenary hall in Vigyan Bhawan was jam packed on April 21, 2015 with civil servants of the country during Civil Services Day. All were 'mantrmugdh'. Modi had inquired 'kya baat hai aap log itna dukhi kyon ho'. He said sometime you should forget files and spend some time with your families. He was allotted 30 minutes for making speech but he spoke for 70 minutes. To say his body language has lost its lustre is wrong.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
