PM Modi's quick decision to extend all possible help to earthquake affected
Nepal is being appreciated by all. Nitish Kumar, Bihar CM, has openly
appreciated PM's initiatives to help affected places. Nepal government
is also said to have conveyed gratitude to Modi for his quick and whole

CBI registers 74 corruption cases
CBI has registered 74 cases of Prevention of Corruption Act against
IAS, IPS & IRS officers during 2012, 2013, 2014 and 2015 till March.

Appointment process of banks MD begins
GoI has started process of appointment of MD-cum-CEO-of five major public
sector banks. These are -Bank of India, Bank of Baroda, Canada Bank,
Punjab National Bank & IDBI Bank. Department of Financial Services
says that officers of private and public sector banks having Board level
experience of at least one year can apply. This time the Government
has relaxed eligibility criteria with regard to age and experience of
applicants. Age limit has also been increased to 57 years from 55 years
earlier.
Liquor contracts thru tenders fill coffers
in Madhya Pradesh
Provision of Indian Made Foreign liquor (IMFL) shops through tender
system, for the fiscal 2015 - 16, has lead to an increase of Rs. 1603
crores profit to the state exchequer as compared to the last fiscal,
needless to mention that the credit for it goes to Manoj Shrivastava
- Principal Secretary (Commercial Taxes) and Rakesh Shricvastava - Excise
Commissioner, Madhya Pradesh. While the state has earned Rs. 4803 crore
during the financial year 2014-15 when the shops were auctioned, this
time when the shops were provided through tender syatem , after a gap
of about 20 years, the state exchequer got a whopping Rs. 6406 crores.

HAL contributes to revive river Kumudavathi
HAL has joined hands with International Association for Human Values
(IAHV), a sister organization of the Art of Living to rejuvenate Kumudavathi
river, a tributary of river Arkavathi that originates from Shivagange
Hills in Neelamangala Taluk of Bangalore rural district. "We decided
to adopt this Tavarkere mini-water shed and provide the much needed
life-line to the river that catered to 30% of Bengaluru's water needs
in the past", said V M Chamola, Director, Human Resources at a
program held yesterday at village Adihosahalli some 70 km from Bangalore.
Revival of dried up natural water resources is the key objective of
this entire initiative to help the villagers and spruce-up the natural
habitat in the region. There are 18 mini water sheds planned over the
whole river basin declared as "over-exploited" and no "borewell
zone". Chamola symbolically handed over structures to leaders representing
the Gram Panchayats of Dodbella, Tyamgondlu, Kodigihalli and Manne to
mark the occasion. Large number of villagers were present on the occasion.
HAL project covering around 26 km radius has ensured construction of
boulder checks (34), recharging of well (34) and borewells (7), building
of water pools (10) of 20 x 20 meters with five meter depth and planting
of 5000 saplings that include tamrind, ala, arali, neem, torematti,
mahagani etc. These plants help in long term soil restoration and enhance
water absorbing. The river basin is spread over 460 sq. km and has 278
villages in the catchment area. The Kumudavathi river was providing
water to Tippa Gondana Halli reservoir which in turn was supplying water
to 30% of Bengaluru city. At present reservoir is almost dry with scanty
inflow from the river. Natural streams can be revived by reducing the
soil erosion, increasing soil moisture, artificially accelerating the
process of ground water recharge and by increasing the natural vegetation.

2 IRTS officers transferred (UPDATED)
Two IRTS officers have been transferred. Accordingly, K V Rao has been

Politicians use Civil Servants or the other way round !
It is a historical fact that over the years politicians have used bureaucrats
and technocrats to serve their selfish and political objectives/goals.
Final powers of Govt. whether State administration or the Union Govt.
rests with the political bosses i.e the Chief Minister, Minister in
charge of the Department/Prime Minister and Cabinet Ministers. The fate
of the civil servant and the technocrat is in the hands of the politicians
for they decide the; postings, disciplinary action, punishments etc.
in case of all the administration under them. Since the officers are
totally dependent upon the political masters for their postings and
for their career growth, they have to follow their diktats. Top civil
servants can offer their advice but it is for the Minister to accept
it or to spurn it. Once a decision is taken by the CM or the Minister,
the civil servant has to comply and not to reason why, as he is bound
by the oath of secrecy. What happened in the 2G and Coalgate scam is
now public.

Modi - best bet for development
Narendra Modi is the best bet for development in this country. There
is no other leader who even thinks of development. If he remains Prime
Minister for two terms, the face of this country, including the Eastern
part, which is really lagging behind, may change. The fate of billions
of people may change. He might be labeled arrogant, media manipulator,
dictatorial, insensitive, anti- employee etc by his detractors. The
reasons for such name calling are many. His political opponents have
ganged up against him out of fear of his popularity. His style may need
a bit of re-contouring/ sugar coating. But nobody can doubt that he
is the only pro-development politician in India. All others are pro-Hindu,
pro-Muslim, pro-North Indian, pro-South Indian, pro-Dalit, pro-Mahadalit,
pro-OBC, pro- EBC, pro-MBC, pro-Upper caste, pro-aam admi, pro- khaas
admi etc. He is the only leader who is actually pro-all. The only pragmatic
leader with a vision, if he can be compassionate along with his pragmatism,
he will prove to be the Lee Kuan Yew of India (Lee was actually dictatorial,
but in India, probably being seen as tough but compassionate is necessary).

The comment that an Indian Forest Sevice officer must be in PMO, to
guide properly on FC Act 1980 & development is very relevant. It
must be done as early as possible to save our forest, wildlife &
environment.

Change in IT forms
Reckless introduction of changes in IT forms etc. are major changes
and must have been done at least with the tactic understanding of Revenue
Secretary. If it is so, does that mean this is an intentional disrepute
to the Govt of the day in bad light. It could have been avoided. Minister
concerned should take a note of this take and remedial measures so that
govt's image is not tarnished.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
