Longest Cabinet Secretary- Will Seth create
history?
Ajit Kumar Seth, who has been given extension for the third time (total
two years), is expected to create history, if he is accorded yet another
extension fourth time in June, 2015. The longest tenure of Cabinet Secretary
is understood to be that of YN Sukthankar, who served from May 14, 1953
to July 31, 1957 (four years, two and a half months). Seth, who is a
1974 batch IAS officer of UP cadre, was given first extension of one
year in May, 2013 then six months in June 2014 and six months in December
2014 respectively. However, the longest tenure was of BD Pandey, who
served between November 2, 1972 and March 31, 1977, but his total five-year
tenure is not counted, due to period of emergency imposition. Seth's
predecessor, KM Chandrasekhar completed his four -year tenure from June
14, 2007 to June 13, 2011. If Seth gets his fourth extension, he can
break the record of Sukthankar.
Secretary-level changes this week
Secretary level appointments in the Government of India are expected
to take place this week only.

Subrata Biswas selected as Director (ER&D), BHEL
Subrata Biswas, ED, BHEL, has been selected for the post of Director
(Engineering Research & Development), Bharat Heavy Electricals Limited
(BHEL) at a Public Enterprises Selection Board (PESB) meeting held on
April 27, 2015. As many as 12 persons were interviewed for the same.
CBI facing acute shortage of field staff
CBI is facing shortage of DIGs. At present the agency has only 25 DIGs.
It requires 14 more to reach its full strength, which is 39. Apart from
this, nine posts of SSP, 21 SPs, 22 Addl SPs, 40 Dy SPs, 256 Inspectors
and 135 Sub Inspector posts are also vacant.
Order for Srivastava's appointment early next month
The order for appointment of Arun Srivastava as CMD of IOB is expected
to be issued early next month. He is presently ED of the Bank of India.

HUDCO celebrates its 45th Foundation Day (UPDATED)
Minister of Urban Development, Housing & Urban Poverty Alleviation&
Parliamentary Affairs, M Venkaiah Naidu inaugurated the function and
addressed the august gathering to commemorate HUDCO's 45th Foundation
Day. M Venkaiah Naidu emphasized on three basic mantra's of the Prime
Minister of India that of 'skill, scale and speed'. Minister, said,
that the Centre and States have to effectively engage the private sector
to achieve the mission of affordable housing for all by 2022. The Minister
complimented HUDCO in its endeavor to provide affordable housing to
the unreached by financing 92% of its housing schemes to the Economically
Weaker Section (EWS) and Low Income Groups (LIGs). The Minister said
that agriculture alone cannot sustain people, and therefore, focus has
to be aimed towards sustainable urbanization for optimum use of space
for housing and providing infrastructure facilities such as metros,
airports, BRTs to the people. The main agenda of the Government of India,
he said, is 'growth, development and governance'. The Minister impressed
that the focus of urbanization should be to create innovative ideas
through proper planning and disaster management preparedness by adapting
and adopting best practices from all over the world. On the occasion,
the Minister released three HUDCO publications namely, HUDCO Darpan,
Shelter and HUDCO Design Awards - 2014. While delivering the Welcome
Address Dr M Ravi Kanth, CMD HUDCO highlighted the key role played by
HUDCO over the years, in channelling investments into housing and urban
infrastructure sectors andat the same time, being the principal arm
of the Government of India, HUDCO has assisted in the implementation
of various housing and urban development programmes of Central and State
governments from time to time. Detailing HUDCOs laudable performance
in terms of sanctions, releases and reduction in NPAs, he mentioned
that this was made possible due to the unflinching support and constant
guidance extended by the Union Minister, the MoS and the Ministry of
HUPA. This was followed by a cultural programme by the members of the
HUDCO family.

Top echelons of bureaucracy use both Ministers (by stooping) and the
subordinates to them by barking.

Politicians are basically of two kinds, one, duty oriented, though very
rare, like Pandit Pant in older days, Mr Jagmohan, Dr Manmohan Singh
and in today's date Mr Suresh Prabhu and the other, so to say, the hardcore
politician, the majority now. Similarly civil servants can be categorized.
Of late, civil servants have acquired great political acumen and give
matching contest to the politicians. It has been only straight civil
servants who have always been at the receiving end.

None uses the other till the latter wants to get used. Both use each
other and lines need to be drawn. While the union of these two sets
should be good governance, the intersection of these two disjoint sets
should again be good governance and welfare of society. Let public,
private, political and defence sectors join hands and show some good
results for the country.

One IFS officer must in PMO:
A retired Indian Forest Service officer, who has experience at federal
government level - as advisor; or a service IFS officer at Joint Secretary
level in the PMO will be a great help to the PM to maintain balance
between forest conservation and development. This advisor or JS level
officer should be made a member of the Forest Advisory Committee or
at least invited to the meetings of the Committee.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
