CPWD's Vigilance Division launches vigilance news letter (UPDATED)
The Vigilance Division of CPWD under the Ministry of Urban Development has launched a vigilance news letter to serve as an effective medium to connect the different stakeholders with the objective to develop and implement impartial, rational and transparent working processes in the organisation. The inaugural issue of this News Letter aptly named 'Satarkta Nirman Prakash' is released today on April 29, 2015 by the DG, CPWD Diwakar Garg in a simple but graceful function held at the Nirman Bhavan, New Delhi.He praised the efforts of the Vigilance Division for starting many public outreach programs. The Chief Vigilance Officer of CPWD M R Krishna, IPS explained in detail the various innovative activities undertaken by the Vigilance Divison and also emphasised the importance of active participation of all senior officers in the vigilance activities to make participative vigilance really effective. All Special DGs, Additional DGs and Chief Engineers attended this inaugural function.

HAL Dhruv in rescue mission in Nepal (UPDATED)
HAL's Advanced Light Helicopter (Dhruv) operated by the Indian Army Aviation has been playing an important role in the on-going rescue and relief measures being undertaken in the earthquake devastated regions of Nepal. "HAL's Dhruvs so far cumulatively completed nearly 40 sorties clocking around 70 hours of flying. They are helping in movement of equipment, other logistics management in addition to evacuating people from the earthquake affected areas", says T Suvarna Raju, CMD, HAL. The tiny Himalayan country suffered the worst when the earthquake struck on April 25, 2015. Prime Minister, Narendra Modi had recently handed over an indigenous Advanced Light Helicopter (ALH) - Dhruv - built by Hindustan Aeronautics Limited to the Prime Minister of Nepal Sushil Koirala at Kathmandu. The copter is being used by the Nepalese Army. Dhruv helicopter has a proven track record in both military and civil operations. It is designed to meet the requirement of both military and civil operators. Dhruv has also been exported to Ecuador, Mauritius and Maldives. Dhruv is particularly useful in meeting the arduous tasks in difficult terrains. Dhruv helicopters played a key role in search and rescue operations during the 2004 tsunami, the 2010 flash floods at Leh, the 2011 earthquake in Sikkim, the biggest ever rescue operation by helicopters undertaken by IAF in flood and rain-hit areas of Uttarakhand in June-2013 and Jammu & Kashmir flood relief operation in September-2014. Dhruv is being operated by Indian Air Force, Indian Army, Indian Navy, Coast Guard, BSF and State governments since 2002. More than 140 Dhruv helicopters are in operation logging close to 1, 30,000 flight hours. Dhruv is a multi-role, multi-mission new generation helicopter in 5.5 tonne weight class and meets Federal Aviation Regulations (FAR) specifications. It has demonstrated its capability in long distance flights, vertical climb and manoeuvring. Dhruv is an all-weather helicopter which can carry 10-16 people at heights of 10,000 feet.

ONGC notifies 22 discoveries in 2014-15 (UPDATED)
Oil and Natural Gas Corporation Ltd (ONGC) has notified four more hydrocarbon discoveries in the fourth quarter of 2014-15 taking the total number of discoveries in the fiscal year 2014-15 to 22. In addition, ONGC began FY 2015-16 with two more significant discoveries. Details are given below: Four more discoveries of FY'15: Vadtal #11 (VDAI), NELP Block CB-ONN-2004/2, Gujarat; South Pasarlapudi # 1, Tatipaka Pasarlapudi PML, Andhra Pradesh; Khoraghat # 35, Nambar PML, Golaghat District, Assam; Khoraghat-37 (KHBA) was drilled in Golaghat Dist. PEL to explore basement. Two new discoveries of FY'16: KG-DWN-98/2-M-4 in NELP-I Block KG-DWN-98/2. ONGC has made another significant Oil and Gas discovery in deep water NELP-I block KG-DWN-98/2, KG-PG Basin in the East coast of Andhra Pradesh at the well KG-DWN-98/2-M-4. The well located about 25 km off nearest coastline at 458m bathymetry was drilled down to a depth of 3246m. Based on the subsurface geological, MDT / Mini DST and electro-log data, six hydrocarbon bearing zones with net pay of 78m have been established in this well. Object in the interval 2900-2908m tested conventionally flowed oil at a rate of about 3,160 BOPD and gas at a rate of about 3,19,483 m3/day. KG-OSN-2004/1, in NELP VI block in KG Offshore. ONGC has made another significant Gas discovery in shallow water NELP-VI block KG-OSN-2004/1, KG-PG Basin in the East coast of Andhra Pradesh at the well KG-OSN-04/1-NASG-1. The well located about 19 km south of nearest coastal temple town of Antarvedi in Andhra Pradesh, was drilled down to a depth of 2555m in water depth of 69m. ONGC has executed more discoveries in other parts of the country.

Verma asked Director General, SCOPE to continue his all out efforts to develop suitable strategy to achieve the Vision as above. DEBATE : " … Whether politicians use bureaucrats or vice versa "


The umbilical cord between politicians and bureaucrats, was never cut. This led to their criminal bonding. Both are complementary and supplementary to each other. The States' bureaucracy from the top down to Patwari, is spineless or with backbone, meticulously broken. Both enjoy a symbiotic relationship, mutually admiring and dependent. Inputs from investigative and intelligence agencies will expose the nexus between politicians and politicized bureaucrats, who are readily available to be misused and abused. They indulge in all sorts of shenanigans to please political masters for getting plum postings and accelerated promotions. Post retirement- they are rewarded with powerful assignments- Governorship, Ambassadorships, MPs, Advisors, Consultants etc. They earn the sobriquet of "Field Marshals", who serve even after retirement. Sycophancy is key to success. The problem was rampant during UPA and brazenly continues even now. Not all bureaucrats are bad. The honourable exceptions are respected after retirement for their honesty, integrity and non-pliability, while in service.

Finance Minister in dilemma

CBDT committed blunder by releasing ITR forms 2015-16 without proper consultation. The move is being justified on various grounds like SIT recommendations (where SIT is not able to perform its own duty charter), unearth black money etc. The fact is that CBDT has to take effective steps to simplify tax rules so that people can willingly start paying required taxes. This year number of filers has gone up, but next year it will get reduced. Do not create tax terrorism, create friendly environment where people feel comforts in dealing with the taxes. Revenue Secretary is trying to save the move giving different reasons for changing ITR forms. Please start collecting the information from all residents why only from tax payers. It is like the people who do not have regular electricity connection but use it illegally are exempted from paying electricity charges as they do not have regular connection and no meter. Any rise in tariff, they only pay. Similarly in income tax, people who files returns, they have to bear all arrogance of IT authorities. The 96% people who do not pay taxes nor they file returns, they are safe. Please start collecting income details from non filers first then from filers. Though the new ITR forms have been put on hold but they are still in IT website which should immediately be withdrawn so it does not create confusion. Why IFSC code of all bank accounts is needed? One is sufficient. FM is trying to find solution but is in dilemma.

Earthquake in Nepal

I remember in 1976, the Department of Mines, GoI and Geological Survey of India had organized International Seminar of Himalayan Geology in September 1976 at Vigyan Bhavan where international experts had participated and presented papers. I remember the fear of severe earthquakes was expressed. It is time that ministry of mines, GoI and GSI should cull out the papers and study them afresh. Another such seminar is overdue now.

Vigilance units under CVC

Bringing vigilance units of Maharatna and Navratna PSU's under administrative control of CVC can eradicate corruption and frauds. In one of Maharatna PSU, an Executive Director has forged age affidavit. Vigilance could not do anything because of the pressures he has utilised. Similarly, vigilance has given conditional clearance to a corrupt DGM(HRD) for releasing retirement benefits. Vigilance has recommended punishment to DGM(HRD) for lowering the pay scale and debarring from promotion, but the management has not taken any action against this DGM(HRD). almost three months over. This is the state of affairs in PSU's. Govt should look into this very seriously.

DoT uncertain

DoT seems to have created total uncertainty in working since last one year using ad hoc measures despite Modi government's presence. BSNL CMD is on one-year look out. MTNL CMD doesn't know about his tenure. DoT and other government bodies had been delaying their responses to CAT (OA 958 of 2015) even on the appointments of the two secretary level posts of Members which they appear to have messed up in favour of two ineligible candidates.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
