Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

Imaginary meeting with Rahul
Back in Singapore for some work and now taking flight back home. At
Changi I am looking around for chocolates when I run into Rahul with
two boxes of Mackintosh Chocolates and a unwrapped half eaten Hershey
chocolate ... he sees me...
Rahul: You still here...have you been following me ????
Me: No way .... just came back for work ... and am going back....
are you returning to India too???
Rahul: None of your damn business .....
Me: Which means...no.... last time we met you told me you were
attending improvement courses and meeting consultants

DEBATE (1): Future of AAP after internal bickering ?
Discontentment had been simmering in AAP for quite a while. The situation
reached the flash point after oath-taking by the party's supremo as
Delhi's CM. He stood exposed as a hardcore, self-seeking politician.
The tone and tenor of his speeches prove it beyond reasonable doubt.
Belligerence, aggression, arrogance and over-ambition of the AAP supremo
negates democratic functioning. Assured of a 5 year tenure with brute
majority, Kejriwal, it seems. has put his anti-corruption agenda and
promise of Good governance on the backburner. AAP's euphoria over landslide
victory is over. Ouster of senior members, considered saner and mature
voices has taken the sheen out of AAP. They will be expelled before
they could assume the role of conscientious dissenters within the party.
They would not take their insults lying down. Support for the rebels
is gaining momentum and the slanging match will continue.
Against this backdrop, AAP's political stability would depend on its
delivery mechanism. The public will not be carried away by its dharna
approach. It would seek fulfillment of poll promises : Water/ power
at subsidized rates and a corruption-free administration. Un-achievable
in the given situation. Confrontation with the Centre is inescapable.
The fledgling AAP acquiring national status ? No way. It will remain
a regional uni-centric party. A vertical split seems imminent.
Sadly, the future looks so bleak for the Aam Aadmi.

Functioning of CGHS can be improved
Some innovative mechanism can surely improve functioning of CGHS. There
have also been isolated good examples of CGHS functioning. More monitoring
and surprise checks should help in its overall functioning. Ministry
should provide additional resources and more autonomy to CMOs as a beginning.

No policy on extensions
Funny are the ways of the present Government in giving extensions to
the favoured lot. There is no strict and definite policy. Those who
kowtow to the Ministers are given extension and those who criticise
are given marching orders. No Government is impartial and No Minister
is neutral.

Information related to validity of HSC
certificate
The appellant sought information regarding steps taken by DGCA
to verify the HSC certificate of Capt Ajay Khadtale, the status
of investigation to confirm its validity along with photocopies
of relevant record. The PIO and FAA denied information taking
shelter under section 8(1)(d) of the RTI Act. The respondent stated
that the department was in constant touch with Secretary, Bihar
School Education Board on this matter, however, the Board on more
than one occasion have submitted contradictory replies due to
which they could not take any action against Capt Khadtale. The
Central Information Commission (CIC) directed the Public Information
Officer (PIO) to provide a detailed reply to the appellant as
to at what stage is the investigation pending, along with the
communication with the Secretary, Bihar School Education Board,
within two weeks from date of receipt of this order, under intimation
to the Commission.
Comments
It is often seen that Public authorities avoid or delay investigation
on complaints against their officers. This case law shows how
RTI Act can be used to keep a check on the investigation carried
out by the organisation.
