There is going to be a reshuffle in some para military forces chief soon. At present RPF, BPR&D and NCB are headless. DG, CISF is also going to retire this month. Post of DG NSG will fall vacant in May.

Who is going to be changed ?
In the corridors of power, rumor is that a DG of a large Para Military force is being changed . One can only guess the name.

N R Wasan to be BPR&D Chief ?
N.R.Wasan is being tipped to be new DG of the BPR&D. An AP cadre 1980 batch IPS officer, Wason, is presently posted as Spl DG in NIA.

Tayal to be Chief of NCRB ?
In the event of R R Verma's movement to RPF, RC Tayal may be appointed new chief of NCRB. Tayal is presently Spl DG, CRPF. He is 1980 batch IPS officer of Assam- Meghalaya cadre.

Verma likely to be DG, RPF
If sources are to be believed a very senior IPS officer in GoI R R Verma is likely to be posted as new DG of RPF, which is vacant since February this year. Verma is a 1978 batch Bihar cadre IPS officer and holding the post of DG, NCRB and additional charge of DG, BPR&D.

Who will become DG, CISF?
Hectic lobbying has started for the post of DG, CISF. According to sources DGs of some CPOs are also weighing the option. Now tie is said to be between 1979 batch IPS officer of AP cadre Ashok Prasad and 1980 beatch IPS officer of West Bengal cadre Surender Singh.

Who will be DG, NSG ?
Who will succeed J N Choudhury as NSG Chief in May ?. Here also names of Ashok Prasad and Surender Singh are in circulation.

Tenure of Chandramouli as RG&CCI ends on April 8
The tenure of C Chandramouli as Registrar General & Census Commissioner of India (RG&CCI) is coming to an end on April 8, 2015. He is a 1985 batch IAS officer of Tamil Nadu cadre.

Subrahmanyam to return to Chhattisgarh today
B V R Subrahmanyam is returning to the parent Chhattisgarh cadre on Monday from central deputation. He is 1987 batch IAS officer. He was earlier Joint Secretary in the PMO.

Six member Experts Committee formed
The Central Vigilance Commission ( CVC) has formed a committee of experts for scrutiny of prosecution sanctions. Six retired officers from civil service, PSU/Banks have been included in the committee. The tenure of such committee will be for two years from April 1, 2015.Earlier such panel was formed in June 2012 which expired in December last year.

Sudhir Krishna has been included in the expert committee of CVC. He is a 1977 batch IAS officer who retired as Secretary, Union Urban Development.

Debate - Future of AAP after internal bickerings ?

Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence. The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickerings among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

The future of AAP is bright, the issue of bickering is a creation of media. The media including whispers which we're ignoring AAP are now reporting minute to seconds proceedings of the party affairs at the behest of ruling powers. Cam there media say with impunity there is no bickering in BJP and all cabinet ministers of MPs have no grudge against any office bearer or within the rss Parivar: similar situations exists in SP, BSP, Congress, TMC, DMK and for that matter even every listed corporate of the country. There is a tall and respected individual in every party, in others every party has its own repeated and referred NAMO and a fair share of detractors as well. We gave faith on our NAMO and let them do their job. Even Suresh Mehrotra is a hero in Whispers but may have many detractors in the field. This does that makes Whispers a subject matter of mutiny? The future is bright and we are glad to be part of today.

This is neither good politics nor good economics


There is an unholy and unwarranted race for social spending among governments irrespective of the political party which is running it. The Union government as well as the State governments are spending trillions of rupees from the State Chequer on various schemes for the supposed benefit of the poor where the real purpose behind such frivolity is to endear their party flag amongst those who do not understand the A.B.C. of the manifesto of any political party. They are very happy to receive freebies as largesse without owing permanent loyalty to any party or government. It has been seen after every General elections that there is loyalty to the last Congress government for the scores of schemes over which a considerable amount of the Union Budget was thrown down the drain . Now if the present ruling party also does the same what guarantee is there that the Voter will always remain loyal to it. Even if the voter remains loyal, has anybody ever thought that freebies and such largesse is making a whole generation of beggars who will not earn their bread by the sweat of their brow, but will gloat over ever increasing daily wages accompanied by rations at Re. 1 per kg., free education for their children, free bicycles for the girls, free deliveries in nursing homes and liberal grants on the eve of the marriage of their daughters. This is neither good politics nor good economics. No country in the Western liberal democracies has ever given free lunches and freebies to the populace as in our country, for the political party does it from tax payers" money. Better would have been to teach and impress upon the populace to work hard for a living and provide them free basic education and develop their skills. Is it not better to teach a man fishing rather than give him a fish and forget about his future. First the foremost thing is to impress upon the poor that they must work hard to be useful citizens of the country and earn a living.

Harrassment of honest bureaucrats

It is extremely disturbing to note about the 45th(or 46th) sudden transfer given to a Haryana officer who is known to be honest with high integrity.

Fingers are being pointed at the politicians in power as it is normally they who try to ensure by transfers and other means that inconvenient officers are taken out of the way.

There is another strong reason for such transfers which is not talked about openly often. It is the pressure brought about by corrupt officers working with an honest officer who does not agree to be party to their dishonest ways. In many cases, the subordinate officers or colleagues manipulate the system in such a way that the ministers in charge are unable to resist their pressures and eventually transfer the inconvenient officers.

The entire system is rotten and it is sad that the IAS cadre has become the den of corrupt and self-seeking officers. More sad is the fact that even the Chief Secretaries are either morally weak or conniving in such malpractices and do not protect but in fact hound honest officers.

Will decision making be put on fast track ?


With Suresh Prabhu taking over, it was expected decision making will be put on fast track. Sadly postings of General Managers are getting delayed. It is hoped orders will be issued early.

Why are trains running late ?

It is reported in one of the newspaper that on the basis of complaints received by them the PMO has asked the Railway Board to explain as to why trains are running late when during emergency these moved on time. The Railway Ministry is now dusting the files of emergency era to know the answer. Laughable. It is true that discipline out of fear was the flavor of emergency but that was not a major reason for the punctuality of trains. The number of trains four decades ago were not even one-third of what the Railways operate today. During the last forty years since emergency, successive Railway ministers added to that number without commensurate addition or strengthening of the infrastructure. Today some routes are so saturated that there is hardly any leeway left between the two trains to maintain the track ,signaling or Rolling stock leaving all assets and equipments in a bad shape. Breakdown of one train has a cascading effect on an entire chain on a particular route. The failure to attend to maintenance is one big cause. The whole system is stressed beyond its capability and culpability for this state of affairs does not lie with traffic department alone but every other department of the Railways and most certainly with the political bosses who milked this cow badly without giving it proper fodder and nutrients.

Copies of correspondence regarding bank loan

The Appellant and her husband availed a housing loan and a case was filed by them in the Consumer Court regarding charging of excessive interest on the loan account. The Appellant sought copies of two letters exchanged between the zonal office and a branch of the bank. Respondents submitted that housing loan was granted to the Appellant for purchase of land and construction of house thereon, but construction was not carried out and the account has become NPA. The Respondents further submitted that copies of the letters sought by the Appellant were not provided as it is their internal correspondence and held in a fiduciary capacity. The CIC held that the correspondence pertains to the loan account of the Appellant and is not held by the Respondents in a fiduciary capacity. Disagreeing with the denial of information under section 8(1)(e) of the RTI Act, the CIC directed the PIO to provide the copies of the two letters sought by the appellant free of cost.

Comments

If there was any part of the correspondence which was of commercial interest to the bank, perhaps a claim could have been made for exemption from disclosure for that particular part of letter under section 8 (1) (d) of the RTI Act.
