New "Adda" of retired bureaucrats
In the national capital, Vivekananda International Centre has become
the new and bussiest "Adda" of retired bureaucrats. Interesting
thing is that retired officers who were known for a particular line
of thinking, are also seen regularly. Present NSA and PS to PM were
used to sit here regularly and they got the reward. Perhaps this could
be the reason that retired bureaucrats have started sitting regularly
so that they may get some post retirement job. It is said that the BJP
lead NDA government is very choosy in selecting personal staff.
Are Whistleblowers a disgruntled lot in NDA govt ?
Whistleblowers are not welcomed in the NDA government also. It is a
fact that not a single such officer has got fair posting and they are
still sidelined. Though 10 months have passed since NDA came to power,
honest and whistleblower officers are facing same challenges which they
were facing in the previous governments.
No sting operation during NDA govt ?
Rumours are that there won't be any sting operation during NDA government
at the Centre. Reason, best known to media and other related agencies.

Madras Fertilisers signs MoU with Department
of Fertilisers for 2015-16 (UPDATED)
Madras Fertilisers has signed a MoU with the Department of Fertilisers
for 2015-16 which envisages a significant growth in the operations of
MFL in the fertilizer sector with proposed sales volume of 7.30 lac
MT of chemical fertilizers and 500 MT of Bio-fertilizers. The MoU was
signed by Jugal Kishore Mohapatra, Secretary (F), Department of Fertilizers
and Dr I Vijayakumar, Chairman and Managing Director, MFL. In the MoU,
the sales turnover has been projected as Rs.2295 crore with estimated
net profit of Rs.59.88 Cr. As per the MoU, DoF would facilitate MFL
to achieve its projected growth by extending support to the CPSE to
improve its net-worth and profitability by providing the necessary policy
support, budgetary support for capital schemes and the required financial
corrections as part of Revival Scheme. MFL has been consistently making
profits since 2009-10 through efficient running of its vintage plants.

Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

The bickering in AAP only shows that they are no different from any
other political party and power has gone into their heads. Kejriwal
is power hungry and has befooled the people of Delhi

When the Railway Employees retire they still get Railway Passes &
PTOs in respect of himself and his dependent family members, and they
deserve that. Why other Central Govt. Employees after retirement do
not get any facility to avail LTC, do the Government think that they
don't deserve it ?

I am working in the Sardar Patel Bhawan right across the Janta Mantar
from where through an Ann Hazare Fast, Arvind Kejriwal tried to catapult
his career. At that time also he was quite selfish. He use to set aside
everybody on many a occasion and came forward the TV Cameras to speak.
Udit Raj, MP has already sad that Kejriwal was junior to him in IRS
and that he had reputation of being a shirker and always being away
from the office. Although he might have won the Maggassay Award, there
is a need to examine as to how much he would have fleeced the NGO. Further,
we now see him sitting in Toyota Innova with police jeep in the front
and four at the back. AAP had opposition in the Delhi Assembly election.
But there is phrase that 'when there is no opposition outside, an opposition
is definitely like to develop from within'. The AAP will very soon fall
apart.

A tale of two IT Acts !
The first one is the Income Tax Act. Before the epoch-making parliament
election in 2014 which saw the Congress lose after a ten-year tenure
and the BJP storm to power on an unprecedented popular mandate, one
of the many election promises put forth then was one of reducing the
rigours of the income tax like reducing the tax rates, thoroughly reforming
the adversarial tax regime and ending tax terrorism on the part of the
department officials. But though the BJP leader Arun Jaitley who made
these pledges in his pre-election speeches has become the finance minister
of India, little has been done by way of keeping his promises except
to raise the non-taxable limit by a measly Rs 50,000 from Rs 2,50,000
to Rs 3,00,000 last year and nothing this year. There has been no reduction
of the tax rates for the individual whereas for the corporate there
is a promised reduction of the maximum rate from 30% to 25%.There has
been no thorough overhaul of the tax system as required and no efforts
to install a citizen-friendly and non-oppressive tax regime. This has
been a rather disappointing aspect of the performance of the new government.
Is this due to the stranglehold of the income tax bureaucracy on the
political executive or the tendency of the political executive often
to out-bureaucratise the bureaucracy in preserving the establishment!
The second IT Act is the Information Technology Act in respect of which
too the BJP government failed its electors. Though the BJP had vehemently
opposed the dictatorial section 66A of the IT Act introduced by the
previous Congress government, the BJP government too supported this
draconian provision in its arguments before the supreme court. It took
the Supreme Court's sense of justice to annul this unconstitutional
provision. By its act in justifying and defending this law in the court,
the BJP went against its own stand while in the opposition and lost
a great opportunity to strike a blow for democracy and freedom of speech
and expression. Is this the result of the post-election amnesia which
often afflicts the political parties in regard to their pre-poll promises
once they assume power. Thus the BJP has failed to live up to its promises
and the expectations of the people of India in respect of these two
IT Acts.

Copies of correspondence regarding bank
loan
The Appellant and her husband availed a housing loan and a case
was filed by them in the Consumer Court regarding charging of
excessive interest on the loan account. The Appellant sought copies
of two letters exchanged between the zonal office and a branch
of the bank. Respondents submitted that housing loan was granted
to the Appellant for purchase of land and construction of house
thereon, but construction was not carried out and the account
has become NPA. The Respondents further submitted that copies
of the letters sought by the Appellant were not provided as it
is their internal correspondence and held in a fiduciary capacity.
The CIC held that the correspondence pertains to the loan account
of the Appellant and is not held by the Respondents in a fiduciary
capacity. Disagreeing with the denial of information under section
8(1)(e) of the RTI Act, the CIC directed the PIO to provide the
copies of the two letters sought by the appellant free of cost.
Comments
If there was any part of the correspondence
which was of commercial interest to the bank, perhaps a claim
could have been made for exemption from disclosure for that particular
part of letter under section 8 (1) (d) of the RTI Act.
