RSS Chief Mohan Bhagwat and a Union Minister are these days considered
to be two-in-one. Guess, who the Minister could be.
Many deptts in GoI headless
Its a matter of concern that half a dozen senior level posts are vacant
for the last many months in GoI. At present CVC, CIC, EC, Direct, ED,
DG,RPF, DG, BPR&D, DG Civil Defence, Commissioner Bureau of Civil
Aviation posts have been lying vacant for the last 4-10 months. Apart
from this 10 are such states where Governors to be appointed. In PSUs
many CMD,ED and Director posts are to be filled. Many central universities
are running without a regular VC. Official sources argue that in some
cases without court judgement government's hands are tied up. No body
has convincing answer that why so much posts are vacant?

Chief Election Commissioner. And he would be senior to present Election
Commissioner Dr S N A Zaidi. Either 1974 batch or 1975 batch IAS may

COS has cleared 5 Chief Commissioners/DGs for Members in CBEC, Najib
Shah, Neerja Shah, AK Kaushal, VS Krishnan and Vanaja Sarna. Ram Tirath
and Ananya Ray will be promoted in May and June when 2 more posts fall

Procedure for appointment of non-Official Directors
on PSU Banks' Boards amended
The Government of India has amended the procedure for appointment of
Non Official Directors (NoDs) on the Boards of Public Sector Banks (PSBs),
Insurance Companies and Financial Institutions with a view to professionalise
the Boards of these banks and further provide required skill sets to
improve the quality of deliberations on the Boards of these banks leading
to efficient management of these banks and further leading to better
profitability ratios.

Saurabh Vijay has been appointed as Adviser to Executive Director, World
Bank, Washington DC for a period of three years. He is a 1998 batch

Airports Authority of India signs MoU with Ministry of Civil Aviation
Airports Authority of India (AAI) signed a Memorandum of Understanding
(MoU) with Ministry of Civil Aviation for the financial year 2015-16.
The MoU was signed by V Somasundaran, Secretary, Civil Aviation with
R K Srivastava, Chairman, AAI. All the Board Members of AAI were also
present on the occasion. This Memorandum spells the targets to be achieved
by AAI on key performance areas during 2015-16.
ESIC seeks option to employees to choose ESI
or Health Insurance Product services
The Employees' State Insurance Corporation today discussed for providing
option to employees to choose either ESI Benefits or Health Insurance
product recognized by IRDA, in its 165th Meeting; in reference to the
Budget Speech- 2015-16 (Para 62) of Finance Minister. Bandaru Dattatreya,
Minister of State for Labour & Employment (Independent Charge),
Govt. of India chaired this meeting. The Minister stated that Ministry
of Labour & Employment will further examine the proposed amendment
of ESI Act, 1948 after taking into account the views expressed during
the meeting by the members as well as other stakeholders of ESIC. It
was felt that if workers have an option; it is likely to bring in competition,
leading to improvement in the services by ESIC. The Minister further
stressed that the interest of worker is important and their well being
is the top most priority of the Govt. Consensus for the requisite amendments
will be arrived amongst all the stakeholders. The Labour Minister emphasized
that the Govt. is committed to provide social security to the workers
in both organized as well as unorganized sector. As a result, issue
of introduction of a scheme for unorganized workers within the EPF &
MP Act, 1952 is under consideration and was discussed during an earlier
tripartite consultation. On the subject of medical education, the Meeting
of the ESI Corporation reiterated that medical education is not the
core activity of theESIC and that ESIC should exit medical education.
However, within this broad approach, each medical college project may
require specific decision. The Corporation has already decided to continue
to run three medical colleges in Joka, Kolkata, K K Nagar, Chennai and
Rajajinagar, Bangaluru. The State Governments have been requested to
convey their decision regarding taking over of other medical college
projects.

Debate - Future of AAP after internal bickerings
?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence. The rise of the Aam
Aadmi Party indicated that people once again saw politics as an act
of faith and hope but given the bickerings among its leaders in too
a short span, the question that now arises is that What is the future
of AAP ?

It is really very shameful action on the part of Kejriwal, who has used
such a cheap language against such senior persons. Further it smells
some sort of arrogancy and egos which is not good for any social human
being as well as Party and society.

Raising the ceiling of Gratuity is a big step of say three times on
every pay commission seems irrational. As a better method, a graded
increase over a period of time with smaller intervals could be considered
based on say 50% increase in DA.

Government have number of private hospitals on panel but one cannot
go there for treatment without permission even after retirement. What

IAS transfer and postings
Every month the left out Senior IAS officers hope of getting the posting
as Secretary, GoI, but every time they get disappointment from BJP government.
They are just puzzled why they are not getting Secretary posts. Why
still Congress loyals are there on key posts ? Who is controlling the
postings ? Is there any one to take care of dynamic officers who did
not get chance in Congress government. Why many posts of Secretaries
are running in dual charge when many are waiting for postings ? Will
the PM instruct DoPT and PMO to take cognizance to post the waiting
IAS officers as Secretaries.

An exercise in hypocrisy. The unpliable and incorruptible, Khemka transferred
46 times in 25 years. His fault : Zero tolerance to corruption. The
moot point is : Should civil servants learn to make "minor adjustments"
?
If so, to what extent ? Only two options are available : Compromise
with the political class OR perish. The political class has vested interests
in keeping the civil servants disunited. The civil servants should not
expect protection from their seniors.
Why should the seniors annoy the political masters.
Message to Civil Servants is loud and clear : Protect thyselves. Go
by the dictates of your conscience.

Copies of correspondence regarding bank
loan
The Appellant and her husband availed a housing loan and a case
was filed by them in the Consumer Court regarding charging of
excessive interest on the loan account. The Appellant sought copies
of two letters exchanged between the zonal office and a branch
of the bank. Respondents submitted that housing loan was granted
to the Appellant for purchase of land and construction of house
thereon, but construction was not carried out and the account
has become NPA. The Respondents further submitted that copies
of the letters sought by the Appellant were not provided as it
is their internal correspondence and held in a fiduciary capacity.
The CIC held that the correspondence pertains to the loan account
of the Appellant and is not held by the Respondents in a fiduciary
capacity. Disagreeing with the denial of information under section
8(1)(e) of the RTI Act, the CIC directed the PIO to provide the
copies of the two letters sought by the appellant free of cost.
Comments
If there was any part of the correspondence
which was of commercial interest to the bank, perhaps a claim
could have been made for exemption from disclosure for that particular
part of letter under section 8 (1) (d) of the RTI Act.
