Hunting for 'honest' bureaucrats to help
it fulfill the challenging promises made to Delhi residents, Aam Aadmi
Party (AAP) is finding it hard to get such officials. Only two are learnt
to have been spotted so far.
Retaining states with it is first priority of Congress
With the election defeats rankling in memory, the party is keen to retain
the states where it is in power at present as there seems little possibility
of it doing very well in the states already ruled by BJP as the Assembly
elections showed.
PESB to hold 14 selection meetings in January
As against the average of 08-09 selection meetings a month the Public
Enterprises Selection Board (PESB) would, reportedly, hold as many as

Fighters' stream of the IAF in June 1975. A Qualified Flying Instructor,

Role in filling up vacancies inconsistent
The GoI and its top bureaucracy's role in filling up vacancies are
rather inconsistent, unjustified and appalling to say the least. While,
GoI has given extension ( BHEL chief ) -may be a very deserving case.
On the flip side on some very good functioning CEOs, have been issued
memos on the concluding day of their long and engaging career, quoting
frivolous reasons (witch-hunt). The bureaucracy's inconsistency and
eccentricity is visible with putting such high filters, while seeking
applications for top post of PSUs i.e.; like minimum five years residual
service, making very competent ones with-in the organization ineligible.
Do they expect a Harvard Grad joining, with peanut (butter) salary of
CEOs ?. Further, such stance is making senior officers with lesser residual
service (2-4 years) to sulk, demoralizing and entire functioning unit
and twisting the organisational culture to non-performance. Wish and
pray, some good sense prevails and the top bureaucracy, understand the
folly or don't continue with their misendeavors .

Qualifying Civil Service exam not enough
I personally think that just by passing civil services exam and getting
a seat in the foreign service, you do not become any expert in the foreign
affairs of India or diplomacy of world. While I was in Washington DC
years before, the word around US Dept of State and other US federal
offices were that "Indian diplomats were thick headed/skinned,
closed mined and don't do their jobs". The Group A of foreign service
has only 600 members (China, USA, Russia and even Singapore and Japan
has more numbers!). The Group A members in foreign service should be
at least to a minimum of 2000.

Alternative of stereotypes required
People always looked for an alternative of the stereotypes. Asom Gan
Parishad, SP and BSP in UP etc were such phenomena but where they are.
Hope AAP does not meet the same fate. Also hope that AAP goes to other
states also as people are waiting for such an alternative. Last UP election
saw one Dr. Ayub but he started taking like these parties only and you
see where he is. Fingers crossed.

IAS officers have no problems in working with technocrats
IAS officers have no problems in working with technocrats or anybody
else. The IAS is a tool for the country's development and in sync with
sister services like IPS, IRS etc. strives only to serve. There is no
hesitation in the IAS about any elected representative, whether it be
Kejriwal or anybody else and the service wishes him well as it wishes
every elected representative well.

Phenomenal success of AAP
The phenomenal success of AAP, jet speed decisions taken hours after
taking over as CM, transfer of 9 IAS Secretaries and restricting the
use of beacon lights and security - all reminds me of the super hit
Tamil Film Mudhalvan directed by Shankar and later dubbed in Hindi as
Nayak. While everything is possible in a 3 hour masala movie, is it
practical in day to day administration of a State like Delhi known for
corruption and law and order problem to bring about sweeping changes
over-night. Time alone will tell. However, may God bless Arvind Kejriwal
with wisdom and courage.

Nationalist V/S Anti Nationalist
The call for volunteers from IITians by Arvind Kejriwal should not be
given colour of Technocrats v/s Bureaucrats. In the interest of Nation
our IAS fellows should realize that they are not God. In various Non
IAS cadre also many efficient officers are available but they are not
given chance by top IAS bureaucrats just to maintain IAS hegemony. Please
be nationalist and do what is best for nation and not cadre else days
are not far when IAS will also get same treatment what politicians are
getting today. Writing on wall is very clear. Last but not the least
many IAS fellows are very competent and efficient also.

America has not yet apologised
America has not yet apologised to India for the illegal arrest and detention
of our diplomat nor has it dropped all charges against her for alleged
violation of a US domestic law. After India withdrew the special privilege
granted unilaterally to American diplomats alone of special passes at
airports the US ambassador to India arrogantly demanded them back as
she was going to Nepal on holiday. When this was refused by India, she
cancelled her trip because unlike any other diplomat, leave aside an
Aam Aadmi, she refuses to stand in a queue at the ticket check in counters
at airports or allow herself to be frisked by woman constables at the
airport! Such is the level of American arrogance ! This is a far cry
from being arrested for breaking some domestic Indian law , stripped,
handcuffed, chained and have her private parts searched for hidden narcotics
and contraband. After all this was what Devyani Khogbarde was subjected
to by the Americans in New York. Why don't we extend the same courtesy
to the American ambassador? After all Athithi Rakshhas Bhaya in this
Kaliyuga!

Should the 25% account holder be provided the bank account
details?
The appellant's request for the details of a bank account was
denied by the PIO referring to the appellant as the 'third party'.
The appellant claimed that the denial was not correct as he had
sought information regarding an entity in which he is a 25% share
holder and a director. The appellant sought information about
certain balance sheet, insurance charges, cash credit limits and
information about the alleged misappropriation. The respondent
bank stated that the bank had denied the information to the appellant
as it seems that there is a family dispute and that the appellant
is a brother of the person who is running the entity. The respondent
stated that they have no intention to withhold any information,
but are awaiting an authority letter from the company in favour
of the appellant to provide the information. The CIC directed
the respondent to provide the information to the appellant within
30 days on the condition of receipt of the requisite letter of
authority.
Comments
The details of bank account are personal information and are
held by the bank in fiduciary capacity. Even a 25 % account holder
