DEBATE (1) Retirement Age
It is a good move to reduce the retirement age to 58. It has twin benefits. 1. Dead woods would be cleared in one go. 2. Young blood will be injected in the system.
Raj Kumar

DEBATE (2) Retirement Age

It is better to understand the relevance of the change. Government first should take initiative to churn out the deadwoods, like physically handicapped, mentally handicapped and outdated in all sense, after giving them a chance to improve. There are several functionaries who just pass the time in government office. Find out their output during a specific period and weed them out instead of giving them promotion in a time bound manner. At least after completing 35 years of service, one should get rid of these elements.
Jyothi Kailash

DEBATE (3) Retirement Age

Retirement age for all non-technical govt servants must be immediately reduced to 58 years including for the post retirement job holders as this will bring in the necessary enthusiasm in governance and prevent from 58 age plus officers from making cushy retirement nests for themselves and their children.
Rita

DEBATE (4) Retirement Age

Lowering retirement age to 58 has dual advantage. One, dead woods will be eliminated. Two, new blood will be enthused in the system.
Raj Kumar

Raghuram Rajan government's true ally

Raghuram Rajan, the Governor of the RBI. The friendly, wise and resolute voice of caution. He is the Government's true ally. To our admiration for his intellectual capacity is now added our admiration for his sterling qualities of wisdom, prescience and good will towards all.

IFS needs a separate identity

I agree, Indian diplomatic service popularly known as IFS needs a separate identity, a separate exam. Also after recruitment people must specialize in specific areas like political analysis, economic and commercial, cultural etc. Before going on posting to any country, the diplomat must grasp fully knowledge of that country. This is the age of professionalization. India must make a start fast in this direction before it is too late.
Harish Kumar

No change even after change of govt.

With the change of government at the centre it was expected that a large number of Group A officers of CSS/CSSS who have been in critical Ministries like Home, Finance. Environment and other key departments, since joining or a large part of their life in one department, would be shifted. DoPT Secretary is very enthusiastic about RTP but these officers are shock proof and are able to survive in all choppy waters. They have vitiated the atmosphere and all postings transfers & appointments are at their mercy. Despite having all rules & regulations why few are immune to it. DoPT officers know them fully well but dare not to touch. Instead of asking department about these person why not DoPT opens a grievance portal where these issues should be highlighted fear and corrective steps taken.
R Ravi

IAS officers create cozy post retirement jobs

Many retiring IAS officers create cozy post retirement jobs which take them till 65. All appointments with retirement age as 62 or 65 should also be reduced to 58.

Providing certified copies of documents inspected by a citizen

The appellant sought copies of file opening register for different sections of Central Information Commission (CIC), along with list of files for computerization in CIC and details of further improvement of the computer network in office and CIC website. PIO replied that File Opening Register of some of the divisions of the Commission have indicated that files are opened on yearly basis and requested the appellant to specify the year for which information is desired. The Legal Cell of CIC denied information u/s 8(1)(j). On appeal, the First Appellate Authority (FAA) directed the legal cell to provide an inspection of file opening register; but copies of the same were denied as it would indeed be an invasion of privacy. The appellant argued that denial of information was wrong as the name of parties and their addresses available in the file opening register were already in public domain and available on the Commission's website. When the matter came up before the CIC in second appeal against the order of its own FAA, the CIC directed the PIO to provide copies of file opening register from the Accounts Section. Further, the FAA was cautioned to pass orders after taking due cognizance of the provisions of the RTI Act.

Comments

The Section 76 of the Indian Evidence Act, 1872 provides that every public officer having custody of a public document, of which any person has a right to inspect, shall give that person on demand of a copy of it, on payment of legal fees together with his certificate with date, name and his official title, affixing his official seal, to be called as a certified copy. Therefore, certified copies of documents inspected by a citizen should not be denied after permitting inspection.
