DEBATE (1) Retirement Age

Lot of debates and romours are going on about lowering the retirement age from 60 to 58. (1) thousands of officers who have planned their retirement at 60 will retire in one go, what will happen to their planning for peaceful retired life. (2) Lot of people are supporting on the ground that youngsters will get a change, I would like ask them how many youngsters will be really benefitted by the mass retirement? Numbers will be much less than the affected!!. (3) Retirement age was increased by Shri AB Bajpai Ji during earlier NDA regime, will the new NDA regime reverse their earlier decision? (4) Huge %age of retired officials are working as consultants etc. why to retire energetic willing workers and keep old unwilling workers? Govt. forget about young generation at that time!!

Instead of retiring every one at58 Government may exercise it's power under from 56 to remove deadwoods it is as good as giving extension to efficient. Those who are working as consultants soon after retirement are indicating their net worth in terms of consultancy remuneration proving that while in service they were substantially overpaid.

On a decision of fixing Retirement Age at 60 years, BJP led NDA Government have successfully secured its Vote Bank intact in coming Delhi Assembly Elections, but, at the same time Government should not forget the condition of educated unemployed youth who are unable to repay the installments of their education loan and still feeling ignored. Its high time for the Government to fill up the vacant positions in Government Departments. by removing the ban.

Delay in histopathological examination due to non availability of pathologist

The Appellant filed an RTI application with the PIO, Health & Family Welfare (H&FW) Department, The Appellant stated that his wife died in Metro Hospital & Cancer Institute, Preeti Vihar, New Delhi and her post mortem report was conducted by a Board comprising of three doctors. He alleged that till date, the histopathological examination (the examination of biopsy or surgical specimen by a pathologist through a microscope) of the deceased could not be completed due to the negligence of H&FW Department. The Respondent informed that the SDN Hospital has already mentioned that it is not having sufficient infrastructure & pathologist for such technical exams. The Appellant sought to know what action is taken by H&FW Department in coordination with MCD East for providing infrastructure & qualified pathologist in SDN Hospital. The Appellant alleged that as the officers upto the level of Principal Secretary are involved in delaying the process of conduct of histopath exams of his late wife so the H&FW Department is trying to escape from their responsibilities. The Central Information Commission (CIC) observed that the Department has a responsibility as a regulator to look into the question of not conducting the histopath exam and help the Appellant to seek remedy from the concerned hospital for medical negligence. The CIC held that not acting upon this issue on the pretext of absence of specific complaint is dereliction of duty on the part of the regulator and there appears to be a deliberate attempt to delay and suppress the action to cover up medical negligence. The CIC directed the PIOs to explain the points raised by the appellant in his first appeal and show cause why maximum penalty cannot be imposed against each of them for giving misleading information to cover up and delay.
