The issue of changing retirement age cannot be settled without putting
it for intense discussion. There has been no inkling for it except in
Rumour Mills of Babudom which during UPA regime kept on enhancing it
to 62.

First letter from my desk.
The probable retirement age proposal by the Government of India would
affect the functioning of the systematic governance which has evolved
over a period of time. The age relaxation at the entry point, provisioning
of Reservation, spread of all caste class people in the governance mechanism
was an carefully thought process . such measures were implemented to
bring an greater understanding of the ethos, culture, way of thinking
, vision and views of various sections of Indian society to enrich the
sensitiveness in Governance. Thus to Provide more acceptable solutions
to the multidimensional issues of the country.
Experience counts. The highly aged expert professor would give better
insight to the subject than an 20 years experienced lecturer. Similarly
an Dean old Doctor would give an better diagnostic solution to an disease
than an mid aged doctor. And so on in any field the higher age and expertise
counts a lot. I m sure if an given choice to an PM 's or President's
Ailments, They would look around for an dean doctor around 65 years
rather than an new doctor. Any bureaucrat would look around an old professor
to train their children in mathematics rather than a new Maths teacher
and so on.
Then why the country should be deprived of getting a better solution
and administration in this Great Country's governance .

I do agree with reduction in retirement age of public servants to
58yrs for the country like India not only to reduce unemployment problem
but also to use young brains/ energy in the country.

However the government should allow its employees to prepare in advance

Records alleged
to be destroyed in the floods
The appellant sought to know whether flood inundated the respondent's
office premises in the year 2009 & 2010, if so date and location
and the details of the documents destroyed during the flood inundating.
The Public Authority responded that the relevant records were
destroyed by floods to which the CIC expressed unhappiness observing
that the office is not near to any river for this kind of natural
calamity. The CIC asked to find out what records were destroyed
in the flood (if there is any flood) and inform when it occurred.
The CIC further directed to examine whether it is possible to
reconstruct those files by collecting the information from different
sources. The CIC held that it an inquiry is required, the Public
Authority may set up such Inquiry Committee immediately. The Commission
directed to issue a show cause to the PIO why maximum penalty
cannot be imposed against him for making casual, unfounded claim
of 'floods' without any reasonable data, which amounts to denial
of records.
Comments
The order is an indicator of the poor record maintenance practice
and the fact that the PIOs are poorly equipped to deal with the
implementation of the RTI Act.
