Latest information says that H S Brahma will take over from V S Sampath
as Chief Election Commissioner on Thursday. The 1975 batch IAS officer

The search committee headed by Cabinet Secretary Ajit Seth for the selection

Who will replace DRDO chief ?
Who will be the next Chief of the Defence Research and Development Organisation
(DRDO) after the forced expiry of the contract of incumbent Avinash
Chander? Chander, 64, retired on Nov 30, 2014 was given a contract for
18 months till May 31, 2016 as head of DRDO but later terminated by
the Appointments Committee of the Cabinet (ACC) with effect from Jan
31, 15 months ahead of schedule. Chander is widely known as the man
behind the Agni series of missiles.

Nuclear scientist Sekhar Basu was likely to be named the new DRDO chief.
Basu, who heads the Bhabha Atomic Research Centre, was behind the nuclear
system that is driving the Arihant-class submarines of the Indian Navy.

DEBATE (1) Retirement Age
This item should be commented only by those who were or are not
in Govt service as all those working would never like lowering the age
limit and those retired would always like more in their flock, and thus
reduction in age limit. It could be rare that one associated with Govt
for 37 years has an objective and clear VIBGYOR of the scenario.

DEBATE (2) Retirement Age
Respected sir,
I wish to humbly submit that the matter to increase the retirement age
of central government employees from 60 years to 65 years may be considered
seriously by the central government .
Now a days, when government employees are being retired at the age of
60 years, they remain in very good health. However, in some government
departments these retired employees are being re-employed on consultancy
basis in central government service. Due to their long experience in
government service, these officials become experts in their field of
work. The central government should take their help for some more years
by increasing their retirement age from 60 years to 65 years.
further, the life expectancy of an average government employee has also
gone up from 70 years to 80 years. Retiring a government employee at
the age of 60 years, with many more years of good health left in him
would be an advantage for the central government to keep the government
and his servants healthy, wealthy and wise.
I hope the government would seriously consider the request. Even our
central government school teachers have already been given this benefit
by raising their retirement age up to 62 years and they are doing a
wonderful job with their useful wisdom ,knowledge and hard work. In
the same way the central government employees would also prove to be
an asset up to the age of 65 years.
Below are some of the previous published references for the kind consideration
of the central government in raising the retirement age of central government
employees from 60 years to 65 years..
One of the recent examples of a retired person being re-appointed in
the pmo as the principal secretary to the prime minister at the age
of 69 yrs is a good example of how a retired person can be valuable
to the government after retirement. His details are as follows:-
Nripendra Misra, is an Indian retired civil servant now appointed as
the Prinicipal Secretary to the prime minister of India through an ordinance
issued by the government of India. He assumed office on 25 may 2014.
He was born on 8 march 1945.now his age is age 69 years. He was the
former chairman of the telecom regulatory authority of India] and is
a 1967 batch Indian administrative service officer from Uttar Pradesh
cadre.
In the interest of good governance, i hope, a suitable positive decision
would be taken by the central government in the matter very seriously
by raising the retirement age of all central government employees up
to the age of 65 years.

Revamp Indian Bureaucracy:
There is urgent need for fresh thinking and expertise in the government
especially in the infrastructure, transport and energy sector. Likewise,
in health and education sector. Lateral entry at Special Secretary/Additional
Secretary level will enable government to challenge the thinking process
( aka IAS) and in turn improve IAS officers performance ( once they
feel threatened)

It is time to strengthen the National Statistical System
This has reference to your caption "Outsource data collection job"
in Forum dated 12.01.2015 wherein it has been suggested that MOS&PI
should be wind up and data collection should be outsourced. In general,
we fail to appreciate the work of others and offer casual comments.
Late Prof. P C Mahalanobis has established that the Sample Survey method
is better than Census method because the former is handled by experts.
Unfortunately, we fail to understand the data need and the intricacies
involved in the data collection. In fact, the success of the NITI AAYOG
depends on the sound statistical base which enables one for informed
decision making. It is time, we say good bye to adhoc arrangements and
strengthen the National Statistical Sustem.

will increase subjectivity which if goes beyond a point is not good.

Quick justice to tax payers is needed
In Mumbai if you file appeal before income tax tribunal, it would take
minimum 18 months to get first date of hearing because number of judges
are very less. Final disposal may take years. Then HC and SC also take
long time. It is well known fact that proper justice cannot be expected
from departmental appellate authority because they work under executive
and not under judiciary. The interest of executive is to ensure more
collection.
Mumbai possibly has highest number of nonresident tax payers and it
contributes about 1/3rd revenue of country. Despite this, the tax payers
are not provided with basic service of early appeal disposal.
Will government prove its promise of good governance by giving quick
justice to tax payers ; or NDA govt. would prove itself as good as UPA
govt.? Will government like to improve its image before foreign entities
for improving investment climate.

It is the time to restructure the PESB, so that qualified sincere and
honest and efficient candidates can apply directly without interference

Records alleged
to be destroyed in the floods
The appellant sought to know whether flood inundated the respondent's
office premises in the year 2009 & 2010, if so date and location
and the details of the documents destroyed during the flood inundating.
The Public Authority responded that the relevant records were
destroyed by floods to which the CIC expressed unhappiness observing
that the office is not near to any river for this kind of natural
calamity. The CIC asked to find out what records were destroyed
in the flood (if there is any flood) and inform when it occurred.
The CIC further directed to examine whether it is possible to
reconstruct those files by collecting the information from different
sources. The CIC held that it an inquiry is required, the Public
Authority may set up such Inquiry Committee immediately. The Commission
directed to issue a show cause to the PIO why maximum penalty
cannot be imposed against him for making casual, unfounded claim
of 'floods' without any reasonable data, which amounts to denial
of records.
Comments
The order is an indicator of the poor record maintenance practice
and the fact that the PIOs are poorly equipped to deal with the
implementation of the RTI Act.
