Imbroglio over CBEC Members selection continues
The imbroglio over the CBEC Members selection continues. Even though
the CVC clearance has come and the file is on way to ACC for approval;
the selection or rather non selection of 2 senior Chief Commissioners
is causing considerable heart burn. Even though the FM wrote to the
Cabinet Secretary, urging review of COS decision, the latter has instead
proposed to flag FM's letter along with the proposal to be submitted
to the ACC, thereby leaving decision to the ACC for finality. Old timers
however see this a ruse since ACC will not overturn COS decision when
the PMO was involved in the COS.

With barely five weeks remaining for the superannuation of BHEL's Bhopal
unit ED, SR Prasad, all eyes are set on who his successor will be. One
thing is certain, whosoever succeeds Prasad will have tough task of
maintaining the benchmark created by Prasad - be it honesty or running
the factory systematically - the key factors which has put the BHEL's

CEO of Year Award to HAL Chairman (UPDATED)
HAL Chairman, Dr R K Tyagi has been conferred with "JGBS-Top Rankers'
Excellence Award for CEO of the year" at a function in New Delhi.
He received the award from S M Khan, Director General (Press Registrar
and Head of Department), Registrar of Newspapers for India and Dr. Pritam
Singh (Padma Shri). The Top Rankers' Management Consultants is a Delhi
based executive search company which provides recruitment and HR solutions
to various organizations. Jindal Global Business School (JGBS) is part
of O P Jindal Global University, Delhi. Dr Tyagi has played a key role
in 2014 being a successful year for HAL through series of initiatives.
The year was dedicated for Integrity, Customer Focus and Quality (ICQ).
HAL was rated as "Excellent" with a score of 1.08 for the
year 2013-14 which is the best among all Defence Public Sector Undertakings
(DPSUs). The company emerged in top six public sector companies out
of over 180 PSEs assessed by Department of Public Enterprises (DPE).
On projects front, major milestones were achieved in LCA, LCH, LUH and
Su-30. The first series production of the Light Combat Aircraft-Tejas
took to the skies recently and is scheduled to be delivered to IAF soon.
HAL designed and developed Light Combat Helicopter (LCH) Technology
Demonstrator TD-3 made a maiden flight signifying a paradigm shift in
the Company's approach for design and development by building more prototypes
to increase the number of flights needed for Initial Operational Clearance
(IOC) reducing the lead-time. The Ground Test Vehicle (GTV) run of Light
Utility Helicopter was yet another important milestone. The first ROH
Su-30 aircraft was recently handed over to the Indian Air Force at a
function in Nashik. On R&D front, HAL did extremely well during
2014 by focusing on patents and Intellectual Property Rights. Over the
last three years, HAL has transformed itself into a technology company
from being just a manufacturing company. The number of patents filed
by HAL increased from 71 in 2012-13 to 209 in 2013-14 and to 773 in
2014-15. HAL also contributed to the success of Mars Orbiter Mission
and GSLV Mk III launch during the year. Steps have been initiated with
the inauguration of Integrated Cryogenic Engine Manufacturing (ICEM)
facility at Bangalore Complex to manufacture, integrate and test the
Cryogenic Engine CE20 and Semi Cryogenic Engine SE2000 for launch of
GSLV MKII and GSLV MKIII launch vehicles. The facility will make HAL
one among the technologically prudent companies across the globe. During
2014, HAL senior executives visited various customer bases as part of
confidence building measure to apprise its customers on the initiatives
taken by HAL.

DEBATE (1) Retirement Age
I fully disagree with Rajiv Pathak that the experience gained should
be used to extend the retirement age to 65 years in Government Service.
What sort of experience he is talking about.? A Stenographer is a Stenographer
and so long as there is job opportunity in this field, he or she will
definitely get a job even outside Government even after 60 years. So
is the case with Assistant and Section Officer. Let those who clamor
for 65 honestly admit whether they are serious or interested in retaining
Govt accommodation up to 65 years in Lutyens Delhi and enjoy other perks.

DEBATE (2) Retirement Age
What is the fault of a person who join Govt. Job. It is on the mercy
of the government to increase the age from 58 to 60 and to 62 and again
reduced to 58. No one can plan any thing. Why not age restrictions on
advisors who were appointed at a age of even 70 years. No talk on the
age of elected representatives . When govt. Was not having funds to
pay they increased the age at that time no body thought about unemployment
issue. This is a sensitive issue pl. don't make a fun of this.

The best criteria for deciding the retirement age should be based on
the past and current performance of the Government employee. An employee
who is a shirker and speaks about his work & does little should
first be identified & chucked out at the age of 58. The employees
who work hard (to be judged only on bsed the amount of noting, drafting
and manual labour he does) should be allowed to continue upto the age
of 60 years.

Retirement or superannuation is directly related to Life expectancy
in a country. It is well known that health standards have improved in
India and so has the longevity both of men and women. There is thus
every logic to raise the age limit for superannuation of government
employees as happens to be in most other developed or developing countries.

Are we going behind the trend? When the developed nations are increasing
the age of retirement due to rise in longevity, should our nation take
a backward step like backward nations. Should the government will again
reduce the retirement age from 58 to 55 or so on after few years, to
create more employment. Where it will lead to can we imagine? Just to
make a hot debate, i think this debate should be stopped and put to
rest. Reducing retirement age is not the solution of any problem, people
who are arguing in favour of this are living in fools paradise.

What Modi should do is to reduce the retirement age of bureaucratic
babus and file pushers/blockers and let them get their piles cured.
To lose brilliant scientists on the advice of these babus is stupid,
and shows utter lack of a scientific temperament or knowledge. It is
all very well to compare Mangalyan to the auto rickshaw, but the fact
is that the national interest is in the continuance of basic research.

Restructure eligibility criteria for PSEB's Board level positions
I would like to request for restructuring of the eligibility criteria
for PSEB's Board level positions. Presently, it is based on scale of
pay only while in my opinion, number of years of experience and nature
of exposure should also come into the picture. After graduation (most
of the time it is engineering degree), when one joins any PSU, it hardly
matters to him whether he has joined schedule A, B C or D PSU. However,
20-30 years down the line, it makes a lot of difference when it comes
to the eligibility criteria for Board level positions. Person serving
in schedule 'A' PSU becomes eligible for board level position in the
scale of Rs 80,000-125000 after only 20 odd years while his counterpart
serving in schedule 'B' or 'C' PSU does not become eligible for position
of even Rs 65000-75000 scale after 30 years of service. Person with
experience of 30 years in schedule 'B' or 'C' PSU will always have more
experience and exposure than a person with 20 years experience in schedule
'A' PSU. In my opinion eligibility criteria may be formulated like --
Person with 25 or 30 years experience serving in the scale of ABCD if
working in schedule 'A' PSU or EFGH if working in schedule 'B' PSU or
WXYZ if working in schedule 'C' PSU and so on.

Records alleged
to be destroyed in the floods
The appellant sought to know whether flood inundated the respondent's
office premises in the year 2009 & 2010, if so date and location
and the details of the documents destroyed during the flood inundating.
The Public Authority responded that the relevant records were
destroyed by floods to which the CIC expressed unhappiness observing
that the office is not near to any river for this kind of natural
calamity. The CIC asked to find out what records were destroyed
in the flood (if there is any flood) and inform when it occurred.
The CIC further directed to examine whether it is possible to
reconstruct those files by collecting the information from different
sources. The CIC held that it an inquiry is required, the Public
Authority may set up such Inquiry Committee immediately. The Commission
directed to issue a show cause to the PIO why maximum penalty
cannot be imposed against him for making casual, unfounded claim
of 'floods' without any reasonable data, which amounts to denial
of records.
Comments
The order is an indicator of the poor record maintenance practice
and the fact that the PIOs are poorly equipped to deal with the
implementation of the RTI Act.
