flag on Republic Day in Bihar this year. Due to political compulsions
JDU & RJD have realized the ground reality that hasty decision against
Majhi could annoy mahadalits , a sizable vote bank in Bihar. And more
so it is Nitish Kumar who created quota within the quota and gave reservation

IRS officer joins Maharashtra Government on deputation
Pallavi Darade, an Indian Revenue Service (IRS) officer of the 1997
batch has joined the Maharashtra Government on deputation as the Additional
Municipal Commissioner. She is the wife Praveen Darade, Secretary to

DEBATE (1) Retirement Age
Debating the retirement age to 62 or 65 is irrelevant. Question there
are several cases where age cerificates/affadivits are forged by reducing
3 to 6 years . Government should concentrate on this , so that genuine
persons will get an opportunity.

DEBATE (2) Retirement Age
Retirement age for the ICS during British times was 55 years of age
or 33 years of service whichever was earlier. This system ensured that
people who had joined at an earlier age and people who joined at a later
age could compete for the top posts together. After independence, age
for retirement continued to be 55, however, the maximum of 33 years
was done away with quietly. In 1962, as an economy measure at the time
of the Indo China conflict, retirement age was increased to 58. Of course,
the cap on serving number of years had been done away with, so the person
who joined earlier had an edge in top level appointments. This is what
has led to lack of competition for top jobs, giving rise to what is
termed as "deadwood" in the language of the press. Only the
residual few who had years left remained for the top jobs. This also
gave an edge to people whose parents had "reduced" their age
while joining school or filed (false) affidavits about age at school
leaving time (this is quite a widespread phenomenon). Of course, during
NDA rule, again as an economy measure, retirement age was increased
to 60. Now, the fact is, longevity and healthier workforce require retirement
age to be increased. In the USA (our mother country for policy making
these days), retirement age (full pension) is 66 which will rise to
67 for those born in 1960 or after. In the UK, default retirement age
(earlier 65) has been phased out. In these countries, the policy is
to make it more lucrative to retire than to continue working. If one
retires, pension benefits are higher than salary and perks if person
chooses to continue working. However, these solutions are beyond India's
current level and hence not advocated. But a reduction in retirement
age would not only be against all trends, international and domestic,
but quite funny. After all, the age of Ministers in this Cabinet has
unofficially been pegged at 75.
A deeper question is, who has started these rumors of reduction in
retirement age? Is it a tactical ploy by opposition parties to gain
electoral advantage? Is it to scotch all rumors of enhancement in retirement
age? Is it to scare the poor government servants of loss of employment?
Whatever it may be, one thing is certain. The Modi Government will
not take hasty decisions. It will also not take unreasonable decisions.
So, believe in the Honble PM to take the right decision at all times.

DEBATE (3) Retirement Age
I agree with Pawan. The retiring or retired government do not have time
in perpetuity for waiting in their case. Any decision in their case
regarding service matters ,re-employment etc. should be taken within
a reasonable time. Let it not be 'too' late to be of only academic importance.
Pl be compassionate with them.

DEBATE (4) Retirement Age
The proposal to change age of retirement from 60 years to 58 years has
no merit and will not lead to any increase in efficiency or productivity
as claimed.
At any rate, it cannot and should not be changed for existing employees
whose terms of employment are 60 years retirement.
What can and should be done is to introduce a provision to make an assessment
of employees upon reaching 58 years to decide objectively, whether they
should be allowed to serve till the age of 60 years. If the employees
are aware of this, they will strive to see that their productivity and
efficiency meets expectations.

Bias against ISS officers
Bias against ISS officers does surface again and again in the FORUM.
Probably, the commenter does not know the history or plight of ISS Officers.
First of all the service was high-jacked by the adhoc promotes wherein
against one posts there were five adhoc promottees. Presently, it is
high-jacked by economists. Fortunately, even the Apex Court has full
faith in the Statistical System and therefore, this was used to settle
the Narmada dispute. All unbiased users including international agencies
do use data of MOS&PI with due appreciation and regard. In fact
we have no alternative to the National Statistical System
(A.K. Verma) Secretary, ISSA(EC), Kolkata
Good decision
It was a burden on national resources and also continued British legacy.
They were doing more menial things than listed. But there should be
a campaign to make public to bring such incidents to a nodal point in
Home Ministry. otherwise it will be one of the great ideas not implemented.

Records alleged
to be destroyed in the floods
The appellant sought to know whether flood inundated the respondent's
office premises in the year 2009 & 2010, if so date and location
and the details of the documents destroyed during the flood inundating.
The Public Authority responded that the relevant records were
destroyed by floods to which the CIC expressed unhappiness observing
that the office is not near to any river for this kind of natural
calamity. The CIC asked to find out what records were destroyed
in the flood (if there is any flood) and inform when it occurred.
The CIC further directed to examine whether it is possible to
reconstruct those files by collecting the information from different
sources. The CIC held that it an inquiry is required, the Public
Authority may set up such Inquiry Committee immediately. The Commission
directed to issue a show cause to the PIO why maximum penalty
cannot be imposed against him for making casual, unfounded claim
of 'floods' without any reasonable data, which amounts to denial
of records.
Comments
The order is an indicator of the poor record maintenance practice
and the fact that the PIOs are poorly equipped to deal with the
implementation of the RTI Act.
