Parrikar hands-over HAL made Tejas to IAF
Defence Minister Manohar Parrikar handed over the first series production
Light Combat Aircraft, Tejas made by HAL to the Indian Air Force at
a ceremony at HAL Bangalore Complex today. The Air Chief Marshal Arup
Raha, Chief of the Air Staff received the aircraft documents from the
Minister in presence of HAL Chairman, Dr R K Tyagi. Parrikar and others
also viewed the flying display of HAL's main products: Tejas, Dhruv
(Rudra), LCH and Hawk. He also visited design and flight hangars of
Advanced Light Helicopter (ALH), Dhruv and production facilities of
LCA Tejas. Speaking at the ceremony, Defence Minister congratulated
HAL and everyone involved in the project and called upon to think "out
of the box" to meet the time-line challenges by applying the right
management tools. "Thrust should be given on research and technology
by exploiting the existing knowledge base which companies like HAL have",
he said. "Although one does not achieve everything over-nigh. However
by modifying our work culture and by adopting better technology and
tools we can achieve the results better", he added. The CAS outlined
that LCA is the need of the hour, given the operational needs of IAF.
"We are happy to receive the documents of the first series production
of LCA", he said. He complimented HAL for handing over this aircraft,
which would allow its induction and subsequent formation of first Tejas
squadron. Dr Tyagi described the event as one of the major milestones
in the history of the Company. "We have achieved 60% indigenisation
in this LCA project so far. We will produce six aircraft next year (2015-16)
and subsequently scale it up to eight and 16 aircraft per year."
he added. He complimented ADA, IAF, CEMILAC, DGAQA, NAL and other participating
institutions for the successful delivery of first Series Production
aircraft. Tejas is a 4.5th Generation Aircraft. It is significant for
its lighter weight and greater agility and manoeuvrability. The lighter
weight is achieved by use of higher percentage of Carbon Fibre Composites.
Other significant features of this indigenous aircraft are the Digital
Fly-By-Wire System, Flight Control Systems, Open Architecture Computer
etc. The Naval variant of LCA is also under development and had last
month did its first flight from the shore based test facility (STBF)
at Goa. In the design and development program, HAL has produced 15 aircraft
including the 7 in Limited Series Production (LSP), 2 Technology Demonstrators,
3 Fighter Prototype, 2 Trainer Prototype and 1 Naval Prototype. These
aircraft have completed more than 2800 flights. With the coming up of
new hi-tech manufacturing complex for the capacity augmentation of LCA,
HAL is confident of sharing its responsibility in ensuring the national
security. HAL is the principal partner for the development of LCA along
with the Aeronautical Development Agency (ADA) which is the nodal design
agency and responsible for program management of the project.

Setting up of Judicial Appointments Commission (JAC) is the landmark
achievement of Modi. The Constitution empowers the President to appoint
judges in higher judiciary in consultation with CJI and other judges
of the Supreme court and High Courts. The existing collegium system
( not a creature of the Constitution) created through SC's judgements,
is mired in controversies due to appointment of several "inappropriate"
judges in higher judiciary.
JAC is the remedy to overcome the deficiencies of Collegium system.
Headed by CJI with two senior-most judges of Supreme Court, Union Law
Minister, two eminent persons nominated jointly by PM, CJI and LOP (
Lok Sabha) and another from SC/ST/OBC or woman category as members ,
the JAC will ensure collective participation of Judiciary, the Executive
and legal luminaries besides infusing greater transparency, accountability
and objectivity into selection process. The JAC Bill, passed by the
Parliament in August 2014,is to be ratified by at least half the State
legislatures before it gets the Constitutional status. As many as 15
States' legislatures have reportedly ratified the Bill. Formalities
over, the Rajya Sabha will soon recommend the Bill to the President
for enactment.
Another point. Selections by JAC, will, no doubt, be largely insulated
from subjectivity and extraneous influences, there is a lobby opposing
its formation, terming the same as being "Unconstitutional. Though,
the SC had rejected the PILs ( filed by the lobby )due to absence of
concrete cause of action, there is every possibility of someone again
approaching the highest court for seeking cancellation of Gazette notification
or praying for a stay on its operation. This will have to be defended
stoutly and legally by the Modi sarkar.

I regularly read news on whisper about PSU employees posted in government
departments on loan basis. I think concerned ministries are not taking
right step to remove them and send back to their parent cadre.

It was a burden on national resources and also continued British legacy.
They were doing more menial things than listed. But there should be
a campaign to make public to bring such incidents to a nodal point in
Home Ministry. otherwise it will be one of the great ideas not implemented.

Property details in relation to a court
case
The Applicant sought information regarding the details of the
properties of her estranged husband as per records of the bank.
The PIO denied the information under Section 8 (1) (d) of the
RTI Act on the ground that it pertained to a third party. The
applicant submitted that she needs the details of the properties
of her estranged husband to get a share in the same for herself
and her child. The CIC referred to the Supreme Court judgment
in Girish Ramchandra Deshpande vs. Central Information Commissioner
and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and
held that the information sought by the Applicant is exempted
from disclosure under Section 8 (1) (j) of the RTI Act.
Comments
Just because a public servant is in litigation with someone in
the course of a private dispute, the personal information cannot
be provided to establish the truth of allegations. Such disclosure
cannot be said to be in "public interest" as the litigation
is a private one.
