HAL chairman urges steps to bridge skill gap
"The issues related to human resources must be handled with utmost
care, sensitivity and if required with firmness", said Ashwani
Dutt, Member, Public Enterprises Selection Board (PESB) in his keynote
address at the 2nd Aerospace HR Round Table held here today under the
auspices of HAL and University of Petroleum and Energy Studies (UPES).
The theme of the conference attended by aerospace HR professionals was
"Human Capital - A Source of Business and Competitive Advantage".
Speaking on the occasion, Dr R K Tyagi, Chairman HAL, pointed out that
the aerospace sector lacked the much needed skills to meet its current
and future demands. "What we need is around 10 lakh skilled people,
and we must get them as crores of investment would be made in India
in next few years", he said. "HAL on its part is planning
to create an aerospace university with initial investment of Rs. 100
crore. This will ensure academia and industry linkage. Having a degree
is not enough as we need people who are in tune with the industry",
he added. V M Chamola, Director, HR (HAL) in his address stressed on
the need to bring down man-hour rates in PSUs and concentrate on efficiency
of the workforce. "Labour productivity must enhanced with right
planning", he felt. Prof Utpal Ghosh, Pro-Vice Chancellor of UPES,
focused on various issued related to airline industry and HR challenges
of the industry.
ONGC, IITs to collaborate for bolstering 'Make
in India' campaign in energy sector (
Responding emphatically to the Prime Minister Narendra Modi's 'Make
in India' initiative, India's foremost energy major Oil and Natural
Gas Corporation Limited (ONGC) and Pan-IIT entered into a Memorandum
of Collaboration (MoC) on January 19, 2015 at New Delhi to work towards
a collective R&D Programme for developing indigenous technologies
to enhance exploration and exploitation of hydrocarbons and alternate
sources of energy. Pan IIT is a consortium of seven premier Indian Institutes
of Technology namely, IIT-Kharagpur, IIT-Kanpur, IIT-Madras, IIT-Mumbai,
IIT-Delhi, IIT-Guwahati and IIT-Roorkee. The MoC was signed today in
the presence of Union Minister of HRD Mrs Smriti Zubin Irani and Minister
of State (I/C) Petroleum & Natural Gas, Dharmendra Pradhan by CMD,
ONGC Dinesh K Sarraf, and Director, IIT-Kharagpur, Coordinating Director
for the Pan-IIT Forum, Prof Partha P Chakrabarti. Secretary, Petroleum
& Natural Gas Saurabh Chandra, Addl Secretary, MHRD Amarjeet Sinha,
Chairmen, Directors from participating IITs, Senior officials from MoP&NG,
MHRD and ONGC were also present to witness this occasion. Under the
MoC, ONGC's R&D Institutes and the IITs shall jointly undertake
advanced research and development projects for the E&P sector of
the country in general and oilfield specific activities of ONGC in particular.
The MoC also ideates promoting internships, visiting and adjunct faculty
programs, research oriented career programs through an ONGC Scholar
Programme. Within the ambit of this collaboration, while ONGC will make
its high-tech laboratories available to the students and research scholars
of IITs, ONGC geoscientists and engineers will also have the opportunity
of working with IITs. To begin with, seven thematic research areas in
the domain of geoscience, reservoir characterization, enhanced production
of oil and gas, exploiting unconventional sources of hydrocarbons, software
development, engineering solutions and alternate energy resources have
been identified. With this collaboration, while ONGC will use the intellectual
expertise of the IITs, the actual work will be done at the ONGC's in-house
R&D Institutes and oilfields to enable the best talents of the country
to supplement each other by applying their mind on cutting-edge technologies
to boost oil & gas production in the country.

about the performance of PHL. Senior officials from MOCA and Pawan Hans
were also present. Minister of State was apprised about various activities,

Oil Company's like ONGC and GSPC to go deep sea for Oil Exploration
and aerial pipeline surveillance for GAIL, also Connect far flung and
remote locations through Helicopter in North Eastern Region. Minister
also conveyed that there is need to develop a road map and emphasize
to connect Rural India with strategic towns to explore heritage site
to boost tourism sector and create more livelihood to the local people.
During the presentation Minister was told about the usage of Helicopters
in Law and Order and Helicopter Emergency Medical Services in worldwide
and India. Worldwide 30% Helicopter are used for law & Order &
Helicopter Emergency Medical Services whereas in India only 1% Helicopters
are being used for such important activities for a large populated country.
The company is now banking on the worldwide trend of growing demand
for helicopters for law and order and medical services so that the company
maintains its growth story intact.

Kiran Bedi and Kejriwal have common characteristic
Kiran Bedi would be a logical successor to Arvind Kejriwal because
they both share the common characteristic of being 'bhagodiyas', or
runners away who abandon office for selfish reasons. Kejriwal ran away
from the onerous task of governing. Earlier he had run away from the
task of performing his duties as an officer of the Indian Revenue Service.
Kiran Bedi ran away from Goa where she was posted because she wanted
to remain only in Delhi. She is an IPS officer of the Arunachal, Goa,
and Mizoram and Union Territories Cadre (AGMUT) not the (non existent)
NCT of Delhi cadre. Posted to Mizoram she did not serve there at all,
but used the opportunity of having her daughter admitted to the Lady
Hardinge Medical College. After the Mizoram episode and a short interregnum
Kiran was posted as I.G.P. Chandigarh. There she deliberately created
conditions whereby the Governor was furious and threw her out. She returned
to Delhi and lobbied to become the Police Commissioner. Luckily P.M.
Manmohan Singh torpedoed these attempts. Now the lady railed at posting
to the Bureau of Police Research and Development and more or less publicly
made her dissatisfaction known. She drifted towards Anna Hazare, whom
she also abandoned. Now it is the BJP she has joined. God help that
party.

Delhi Election Update: at a discussion wherein two former Chief
Secretaries of Delhi were there in presence of a senior politician:
Fielding former IPS officer in Delhi will prove to be suicidal not only
for elections but for the cadre of the party as well. RSS Shakhas have
already shown little interest in door to door campaign. It's also heard
that a minister from Delhi was given brushing from party president for
seeking ticket for his son.

Regarding retirement age
Serving and retired employees are giving their valuable views regularly
on this issue. However, I am of the view that it is for the 7th CPC
to take cognizance on this since earlier also Cabinet gave its approval
on the recommendation of the 5th CPC. Therefore, we should wait on this.
However, we may raise other issues such as pay parity of the common
categories of the employees working in Secretariat and non-secretariat
within the central government.

Finally the Government of India acted and repatriated Vineet Joshi
to his cadre. Now that the post of Chairman CBSE has been advertised,
he may try to come back as Chairman CBSE by using his contacts by manipulating
the rules. Ministry of HRD should be firm and ensure that he does not
come back.

Property details in relation to a court
case
The Applicant sought information regarding the details of the
properties of her estranged husband as per records of the bank.
The PIO denied the information under Section 8 (1) (d) of the
RTI Act on the ground that it pertained to a third party. The
applicant submitted that she needs the details of the properties
of her estranged husband to get a share in the same for herself
and her child. The CIC referred to the Supreme Court judgment
in Girish Ramchandra Deshpande vs. Central Information Commissioner
and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and
held that the information sought by the Applicant is exempted
from disclosure under Section 8 (1) (j) of the RTI Act.

Just because a public servant is in litigation with someone in
the course of a private dispute, the personal information cannot
