DEBATE (1 ) Judicial appointments
Both systems not good. In the collegium system only Judges do this
work by personal choices and new system judges and political persons
will do the same work with adjustment.
As per constitution provision and fundamental right Art. 16 why not
advertise vacant post and after applications decide the panel for appointment
and every procedure should be transparent and under RIT Act.

Kiran Bedi vs Arvind Kejriwal. Or is it Arvind Kejriwal vs Kiran Bedi
?
Arvind Kejriwal is older in party politics, has a party of his own
and is the undisputed leader of that party. He has won seats for his
party in the assembly, been Chief Minister of Delhi and has nurtured
Prime Ministerial ambition (which, by the way, is also the root cause
of this election). He has also been challenging Narendra Modi, though
with little success till now. Kiran Bedi is the more cautious type,
who has been looking at an established party to launch her in politics
rather than join a fledgling outfit with an uncertain future. She is
also older (though maybe fitter) and certainly has more experience in
the Services. She is not alone though, she has a massive party machine
(though not all of it is backing her) and the blessings of the three
master strategists of the BJP (Modi, Shah and Jaitley). Kejriwal is
the more ambitious of the two, the real winner out of the Anna agitation
which left Anna high and dry, his reputation in tatters; and propelled
Kejriwal to political superstardom. Kejriwal is also the more savvy
and the cannier of the two without doubt. But Kiran Bedi also knows
how to carve out a career for herself, just as Kejriwal. Old friends
turned foes, the story has a parallel, Shankarsingh Vaghela and Narendra
Modi. Who won then is well known, but this race is not so clear. An
interesting aside is the Congress party led by Ajay Maken, which has
fielded some candidates who were swept by the Modi wave in the general
elections, but who are quite popular and might give a tough fight to
others in the post Swachch Bharat Abhiyan scenario. One thing is for
sure, these elections have again forced the mainstream political parties
to take a relook at the candidates selected by them and take public
opinion into account to have better, cleaner candidates.

Raise DCRG limit
Considering 16 months total revised apex level pay of about Rs 220,000,
the gratuity limit after 7th pay commission might go up to likes of
Rs 30 lakhs. An officer retiring in January 16 will get Rs 20 lacs more
than an officer retiring now. There is an immediate need to raise DCRG
limit from present Rs 10 lacs to atleast Rs 25 lacs.

are posted at the houses of public servants at the cost of government
without in violation of not only rules of the government but which also
amounts to harassment and human rights violation of those staff. regard.
Besides, a study should also be conducted as to how much exchequer is
being burdened with these illegally self-proclaimed novelties.

Property details in relation to a court
case
The Applicant sought information regarding the details of the
properties of her estranged husband as per records of the bank.
The PIO denied the information under Section 8 (1) (d) of the
RTI Act on the ground that it pertained to a third party. The
applicant submitted that she needs the details of the properties
of her estranged husband to get a share in the same for herself
and her child. The CIC referred to the Supreme Court judgment
in Girish Ramchandra Deshpande vs. Central Information Commissioner
and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and
held that the information sought by the Applicant is exempted
from disclosure under Section 8 (1) (j) of the RTI Act.
Comments
Just because a public servant is in litigation with someone in
the course of a private dispute, the personal information cannot
be provided to establish the truth of allegations. Such disclosure
cannot be said to be in "public interest" as the litigation
is a private one.
