Interesting facts about Padma awards
In 2012 Amitabh Bachchan and Dilip Kumar, both were shortlisted for
Padma Vibhushan Awards. But names were dropped at last minute by MHA
after being cleared by PM. The allegation was that Saira Banu and Bachchan
are close to Advani and Modi and anti 10 Janpath. This time, however,
both names were added at last minute on Prime Ministers recommendation
and Modi was also gracious enough to inform both of them personally.
Advani was also recommended by Modi to pay his respects for former's
contribution.
Republic Day reflected PM Modi's vision?

Code of conduct has deferred the changes in Delhi Police at the top
level. Elections for Delhi Assembly are going to held on Feb7. Now changes
are expected to take place in the middle of February.

NLC CMD Surender Mohan extends accolades to
NLC Engineers (UPDATED)
A one day workshop on "Success Experience of SME in Neyveli Mines"
is being organized at Institution of Engineers (India) ( Neyveli Local
centre), on August 27, 2015. In his Chief Guest Address, B Surender
Mohan, CMD, NLC extended this word of appreciation. He substantiated
his stand by further deliberating on this issue. When this Specialised
Mining Equipments technology which is a German based mining technology
was introduced in Neyveli, it was not that successful as it was in Germany.
Whereas, our efficient engineers worked day and night and brought in
modifications in the design, to suit our working conditions like encountering
hard band strata, clay patches, upward thrust of aquifer etc. In this
full credit goes to our Engineers. He further appealed to one and all
that as NLC is diversifying its mining activity from Lignite, to Coal,
any possibility of using this SME technology in coal may be explored.
He further added that if Lignite Mines is the strength of NLC, SME is
its backbone. To share these experiences, some of the stalwarts of this
technology who had rendered untiring service to NLC had been invited
for this workshop. All these invitees were felicitated during the inaugural
function. N Ilamparuthi, Executive Director/ SME/Conveyor/Mechanical
Services / Mines and Chariman of Neyveli Centre of IE welcomed the gathering.
Sarath Kumar Acharya, Director (Human Resources) and S Rajagopal, Director
(Power) graced the occasion. A K Subramanium, Former Director (Mines),
NLC was the Guest of Honour for today's workshop.

1. Both Kejariwal and Bedi are ambitious. The former has shown that
he can sacrifice power for principles.
2. Vinod Rai has got nothing as compared to his service. He has brought
even policies made by the elected government under the purview of audit
and has done a great disservice to the country. And as regards auction
of 2G and coal, the auction money will be recovered from the public
in terms of higher call rates and power tariff. A policy intended to
spare the public from charging higher rates cannot be dishonest. Its
implementation could have some element of arbitrariness and that could
have been corrected.

Rail Department is technical
The generalist cadre in the department also get coaching on technical
matters during their induction. The Railway Officers are themselves
quite efficient. Indian Railways has the largest network of rail line
in terms of kilometer. Two crore passengers travel every day, unparalleled
in the world. The trains are running with political interference, financial
constraints, infrastructure constraints and a stream of poor & uneducated
people. That too without much of an accident. These officials when they
go abroad are told that why you have come here for training. In fact
there is case for our officers to get training in the Indian Railways.
Vino Rai in his capacity as Ex-CAG can advise only on Financial matters.
In other matters he may be at sea. What actually is required is that
the Advisor should have some renowned past Railway man like Sridharan,
Gujral etc., who are well versed with the nuances of Railway Functioning.
For improvement in the image of the Railways there has to be some 'give'
from the side of the Citizens. They make the trains & platforms
dirty and travel without tickets. In spite of all the buzz of Swacch
Bharat, the Platform No.16 of the New Delhi was in precarious position
late in the night of January 22, 2015.

Challenges faced by Railways today are different
Appointment of ex- CAG as honorary advisor to the Railway minister
is rather surprising. Vinood Rai is an exceptional human being and was
a great CAG but how he will he be able to help the Railways better than
their own Finance Department which has very strong credentials and is
manned by a cadre of officers from Indian Railway Accounts Service who
excel wherever they go. We have great expectations from the current
Railway Minister and i am sure he is a man of ideas. But the way he
is gathering his advisors and staff (I believe he even got Lalu Yadav's
OSD on Board) is posing confidence deficit. The challenges faced by
the Railways today are different than what these were during Lalu's
era.

Property details in relation to a court
case
The Applicant sought information regarding the details of the
properties of her estranged husband as per records of the bank.
The PIO denied the information under Section 8 (1) (d) of the
RTI Act on the ground that it pertained to a third party. The
applicant submitted that she needs the details of the properties
of her estranged husband to get a share in the same for herself
and her child. The CIC referred to the Supreme Court judgment
in Girish Ramchandra Deshpande vs. Central Information Commissioner
and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and
held that the information sought by the Applicant is exempted
from disclosure under Section 8 (1) (j) of the RTI Act.
Comments
Just because a public servant is in litigation with someone in
the course of a private dispute, the personal information cannot
be provided to establish the truth of allegations. Such disclosure
cannot be said to be in "public interest" as the litigation
is a private one.
