S Jaishankar appointed new Foreign Secretary
S Jaishankar, India's Ambassador to the US, has been appointed Foreign
Secretary, replacing Sujata Singh, whose tenure has been abruptly "curtailed"
by nearly eight months. Dr Jaishankar's new posting was announced after
a meeting of the Appointments Committee of the Cabinet chaired by Prime
Minister Narendra Modi late Wednesday evening. He is 1977 batch officer
of the Indian Foreign Service.
Four Secretary level vacancies in GoI
There will be four Secretary level vacancies in the Government of India
on January 31. These vacancies would arise in Social Justice, Official
Languages, Disability and Coordination.
Dutta to be Special Director, CBI ?
R K Dutta is likely to be promoted as Special Director in the CBI next
month. He is a 1981 batch IPS officer of Karnataka cadre.

S C Mathur unlikely to join GoI
The 1981 batch IPS officer of Maharashtra cadre S C Mathur who is empanelled
to the rank of DG in the GoI is unlikely to move to the centre.
Maha officers are least interested for central deputation
Maharashtra cadre all India services officials are least interested
for central deputation. They are very less in numbers always. It is
said that they prefer to remain in their cadre. Home sickness could
be one of the reasons.
ITBP may not get regular DG ?
Whisper is that ITBP may not get regular DG and CRPF DG will continue
to hold additional charge of the force for some more time.
UP DGP to get three months extension ?
UP DGP A K Gupta is expected to get three months extension in service
beginning February1.He is 1977 batch IPS officer.

Jharkhand is one state where Chief Secretary and DGP both are Rajiv.

Bedi - not a masterstroke !
Kiran Bedi is not a masterstroke, it's a desperate stroke and prove
to be fatal stroke for the BJP in Delhi. This is the feeling of all
the civil servants in the AGMUT cadre who know the style! personality
and functioning of the CM aspirant who is already claiming her to be
CM designate.

Rlys. key to Industrial development
Efficient Railway network is key to Industrial development. Transportaion
of goods across the country & evacution from Ports is the priority.
On passenger services where we loose 24 paisa per KM should only seen
as transporter of large number of poorer class who have no alternative
but to use Railway as means of transportation. Instead of BULLET Trains
& World class Railway Stations, Railway should concentrate on cleaner
Stations & Tran services. This can come about by better education
of travelling class. Railway should also review the pending projects,
many of them were sanctioned not on the basis of requirements but on
Political considerations.What happened to Wheel Plant at Chapra/It was
not needed & after compile77ion few yrs back is languising. There
are at least 400 projects of this nature which need to be dropped. High
HP Diesel & Electric loco plants proposed at Marora & Madhupura
are similar projects & need to be scrapped. Another important area
is Procurement, where Railways are not allowed to use the expertise
they have.
Procurement covers in the entire gamut of activities from Important
Purchase, Warehousing ,Distribution & Inventory management. In this
age of Information let there be fewer warehouse & Supply even if
needs Airfreighting.
This will ensure efficient use of Money. All materials should be
accounted for.

Railways - worst management system
Railways is the best example of worst management system. Ticketless
travellers are enjoying as usual. I find at many a station no checking
of platform tickets. Cleanliness is far from reality. Too many people
to handle a man's job. Most of the class iv employees might be more
than 60 years and still working. No tangible development and moving
at a snail's pace

Property details in relation to a court
case
The Applicant sought information regarding the details of the
properties of her estranged husband as per records of the bank.
The PIO denied the information under Section 8 (1) (d) of the
RTI Act on the ground that it pertained to a third party. The
applicant submitted that she needs the details of the properties
of her estranged husband to get a share in the same for herself
and her child. The CIC referred to the Supreme Court judgment
in Girish Ramchandra Deshpande vs. Central Information Commissioner
and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and
held that the information sought by the Applicant is exempted
from disclosure under Section 8 (1) (j) of the RTI Act.
Comments
Just because a public servant is in litigation with someone in
the course of a private dispute, the personal information cannot
be provided to establish the truth of allegations. Such disclosure
cannot be said to be in "public interest" as the litigation
is a private one.
