Delhi Elections
Central leadership of BJP has played masterstroke in fielding Mrs Bedi
as CM face as there was no consensus on any name and it came on the
head of PM to lead Delhi Elections,some thing too little for him Delhi
being just a UT .
In case of victory party wins and for the loss she losses and that
she was too novice for Delhi polity. If she wins the leader is to be
elected by MLAs and other six ministers to be selected not by her but
by the party. Continued support of MLAs is needed to run govt and in
the Assembly and there would be nothing to stop for alternative if she
continues to be self centered and politically immature and unable to
win loyalty of some MLAs,this being more so as she was no where in distribution
of party tickets.

seem to be unaware of the voters' choice of today. However, any one
can predict as he wish.Let us see the outcome in a few days.

This refers to the comments - Kiran BedI - A masterstroke.
That BJP is desperate is a no brainer.
Infighting in the BJP is only being accentuated by a visibly hostile
central government employees' vote bank, whigh is aggrieved on account
of pay revision muddle / obstinacy. Even if BJP manages to muster a
simple majority, it would be tainted by the hostility of CHE vote bank.
BJP can still do it, by taking steps about interim relief, killing
the retirement age reduction propaganda, acting on one rank one pension
promise and, finally, coming clean on the Seventh Pay Commission implementation.
Let us all remember. MP's salary is tax free! The Government may do
the same for the Government employees' salaries too!
Mr. Prime Minister, it is time to take a reality check! Foreign dignitaries
do not vote in Indian elections, nor do they cast any influence on the
same.

Corruption and State Funding of Elections-
Hon prime minister has been championing the cause of Corruption free
India, due to his simple life and high values even senior ministers
are afraid of doing any hanky-panky.
However need of the hour is to strengthen weaknesses in the system so
that corruption could be minimised. One of the reasons observed in the
past in cases of political corruption has been that "the party
needs money to fund elections". It has been observed that the treasurers
and ministers in earlier regimes have accepted money from business houses
on the pretext that money is needed to fund election campaign. But the
fact is that 90% of fund collected in the name of party goes to the
coffers of individuals. Therefore to minimise this kind of corruption,
it is important that Government starts political funding of elections.
The rules could be on following lines
1. Every recognised political party may get money @ Rs. 50 lakhs , per
candidate based on number of MPs in last lok Sabha. (50% of this amount
could be for party purpose and balance for expenditure of candidate).
2. The expenditure will be auditable.
3. The political party must get all donations above Rs. 2,000 by cheque.
Further no donations above Rs.5,000 amount is allowed.
For donations below Rs.2,000 name and address of the doner must be obtained.
4. Expenses of political parties needs to be capped on similar lines
as that of candidates.
These monetary limits can be different but the need for such a legislation
cant be denied.
I hope if Hon PM is serious about tackling corruption then he will do
something about it.

Railway functioning effected by political interference
Railways functioning is not effected by corruption so much as it gets
effected by the political interests/interference. Some of the reasons
are as under:-
(i) The decision to open new Zonal Railways (Ram Vilas Paswan opened
a Zonal Headquarter at his constituency Hajipur). In the era of e-Governance
there was no need to create new Zonal Railways at Bhubhneshwar, Bilaspur,
Jabalpur, Allahabad and Hubli, Jaipur and Hajipur. After all the the
Railways was being managed by lesser number Railway Zones in the past.
(ii) The decision of Lalu Yadav to overload Railway Wagons in the era
when the growth of the country was 8-9%. During this period a lot of
old locomotives were faded out and the decision taken in Shri Nitish
Kumar's regime to acquire more wagons and engines fructified. Not bothering
to take care about the safety. Fudging accounts. Taking over a loss
making public sector undertaking of Bihar, BWEL.

Property details in relation to a court
case
The Applicant sought information regarding the details of the
properties of her estranged husband as per records of the bank.
The PIO denied the information under Section 8 (1) (d) of the
RTI Act on the ground that it pertained to a third party. The
applicant submitted that she needs the details of the properties
of her estranged husband to get a share in the same for herself
and her child. The CIC referred to the Supreme Court judgment
in Girish Ramchandra Deshpande vs. Central Information Commissioner
and Ors. [Special Leave Petition (Civil) No. 27734 of 2012] and
held that the information sought by the Applicant is exempted
from disclosure under Section 8 (1) (j) of the RTI Act.
Comments
Just because a public servant is in litigation with someone in
the course of a private dispute, the personal information cannot
be provided to establish the truth of allegations. Such disclosure
cannot be said to be in "public interest" as the litigation
is a private one.
