DEBATE (1) Retirement Age
Not only the retirement age, but the entire service conditions ought to be revised. Instead of recruiting officers for life, they should be taken on renewable contract for five years. If their performance is up to the mark their contract can be renewed further for five years. In this way the govt will always have efficient personnel and the problem of retirement age will be solved for good.

DEBATE (2) Retirement Age

Retirement age should not be routine for all government employees. In order to induct youth into the system, Group C, D level should be retired at the age of 58 years. The Group B officers should retire at 60 and Group A at 65 years keeping in view the numbers involved and decision making in the Government.

What AKS proposes, in a way is that all the Central Services are to be renamed as IAS since the existing number of Group A posts cannot be abolished.

Posts not being filled up through exams

More than 35 per cent posts in GoI vacated due to retirement during the last many years are not being filled up through exams instead on contract & by consultants. The comments on anti or pro do not hold good as if GOI had intention to help youngsters it would have filled up all these vacant posts. Its intention seems to be to reduce the pension bill by removing employees who are elegible for pension. Views expressed on the issue is only for pass time.

" Bulging Indian bureaucracy needs immediate surgery "

WIC's news item on Sushma Swaraj's shock ( Dec 22,2014) read with two posts that appeared in Forum (Dec 31,2014 ) on "Excess of Statistical officers in government" and "Scrap All Services except IAS ", respectively, must catch Modi's attention. To make Indian bureaucracy slim and trim should be the New Year's resolution of Modi sarkar especially as the mythical provision relating to " chopping-off of the dead wood" and compulsory retirement under FR56 (j), is out-of-use. It is a fashion in central ministries to re-employ retired officers as 'Consultants'. All at tax payers' cost.The unethical practice was introduced by UPA govt. to benefit its retired bureaucrats as reward for being co-sinners during service ,little realizing that the fat Indian bureaucracy (inverted pyramid) needed surgery .Orders must be withdrawn and all contractual appointments cancelled forthwith. Second, in the race for inter-Services rivalry, extra posts are being created at higher echelons to benefit a coteries of top officers. This is sinful and almost criminal as "budget neutrality" is sought to be achieved through "matching savings" by abolishing posts at lower rungs.This deprives juniors of promotional avenues. The day light robbery is going on surreptitiously in all Services. Who are responsible for the scam? Here, they are : Cadre-controlling authorities, Min of Finance ( Cadre Review division), Financial Advisors and the Cabinet. The exercise is a number game. Merit becomes the casualty." Yahaan Bandon ko Ginaa jaata hai, Tolaa nahi jaata ".We expect Modi sarkaar to look and act different from the UPA.

Providing certified copies of documents inspected by a citizen

The appellant sought copies of file opening register for different sections of Central Information Commission (CIC), along with list of files for computerization in CIC and details of further improvement of the computer network in office and CIC website. PIO replied that File Opening Register of some of the divisions of the Commission have indicated that files are opened on yearly basis and requested the appellant to specify the year for which information is desired. The Legal Cell of CIC denied information u/s 8(1)(j). On appeal, the First Appellate Authority (FAA) directed the legal cell to provide an inspection of file opening register; but copies of the same were denied as it would indeed be an invasion of privacy. The appellant argued that denial of information was wrong as the name of parties and their addresses available in the file opening register were already in public domain and available on the Commission's website. When the matter came up before the CIC in second appeal against the order of its own FAA, the CIC directed the PIO to provide copies of file opening register from the Accounts Section. Further, the FAA was cautioned to pass orders after taking due cognizance of the provisions of the RTI Act.

Comments

The Section 76 of the Indian Evidence Act, 1872 provides that every public officer having custody of a public document, of which any person has a right to inspect, shall give that person on demand of a copy of it, on payment of legal fees together with his certificate with date, name and his official title, affixing his official seal, to be called as a certified copy. Therefore, certified copies of documents inspected by a citizen should not be denied after permitting inspection.
