Pawan Hans Soaring at Unreached Heights

Audited figures for the year 2013-14 have shown a highest ever turnover of Rs. 530 crores for Pawan Hans during the financial year of 2013-14. This growth is around 15% above the previous year's figures of Rs. 465 crores. The profit from operations has increased to Rs. 73 crores from Rs. 39 crores in 2012-13 showing an increase of 87% and profit net of tax depreciation and all other liabilities has also been more than doubled to Rs. 38.57 crores during 2013-14 from Rs. 11.70 crores of the year 2012-13. It is noteworthy that the Company had incurred a loss of Rs. 10.35 crores during the financial year 2011-12. Pawan Hans has started paying dividend after a gap of four years and for the year 2013-14 has declared Rs. 7.71 crores keeping in view the improved financial results. Because of incident free flying years, the insurance premium has come down to less than half of what it was two years back, which has led to a saving of Rs. 12 crores.Productivity per employee has also increased from Rs. 44.35 lacs in 2011-12 to Rs. 58.91 in 2013-14. The Company also recruited 10 fresh pilots under its new recruitment policy which has brought down the cockpit cost and it is expected to save Rs. 7.30 crores in two years time for the Company. Anil Srivastava CMD of Pawan Hansstated that this turnaround has been achieved due to various strategic steps taken to make an aviation company efficient and minimizing the overheads. Along with this, safety aspect has not at all been compromised and last three years have been without any incident for Pawan Hans. Fleet serviceability of its fleet of 53 helicopters has also been at its highest ever level and was around 83%. Year 2013-14 also saw the Credit Rating of Pawan Hans being improved to A+ from A. With deployment of 11 helicopters in the North East, Pawan Hans has started a new Region to cater to the demands from NE States with its Headquarters at Guwahati. Overall performance and its turnaround has also been recognized by various external agencies and the Company has been bestowed with five awards during last one year including the prestigious "Golden Peacock" recognition at London for overall business sustainability. This is noteworthy that Pawan Hans gets most of its business through an open competitive bidding and does not take any assistance from Government Budget. With excellent results, it will be much easier for Pawan Hans to offer part of its equity in the market and it is expected that with excellent evaluation of its books the proposed public offer would be a great success.



Appointment of Dhesi means elimination of five batches !

The new Chief Secretary of Haryana D S Dhesi will have the longest tenures ,of four and a half years beginning January 1. It means five batches of IAS will have no chance to become Chief Secretary though most of the officers are on central deputation. They are Sanjay Kothari of 1978 batch , Ajit Sharan of 1979 batch, Ashok Lavasa of 1980 batch, Madhusudan Prasad, Anuradha Gupta and P K Jain of 1981 batch and K K Jalan and Dr Dalip Singh of 1982 batch.

BEML Limited, a Public Sector undertaking under the Ministry of Defence, has won the Star Performer Award in the Export category for the year 2012-13. ITDC chairman gives Rs 3.73 cr dividend cheque to Union Tourism Minister (UPDATED)
New Delhi. India Tourism Development Corporation (ITDC) Chairman & Managing Director Girish Shankar, handed over a cheque for Rs 3.73 crore to Union Tourism Minister Mahesh Sharma on behalf of India Tourism Development Corporation (ITDC), The decision for the payment of Dividend was taken during ITDC 49th Annual General Meeting held at the Group's flagship hotel, The Ashok, New Delhi. The Corporation has closed the year with an all round increase in the performance as compared to the previous financial years. While the turnover of the corporation has increased by 6.57 per cent to Rs. 470 crore approximately, the net profit before tax has increased by 118 per cent to Rs.11.93 crore while profit after tax increased by 214 per cent to Rs 9.42 crore. The corporation has also declared a dividend of 5 per cent amounting to Rs. 4.29 crore approximately 45.5 per cent of net profit which is as recommended by the Board in the meeting held earlier last year. The Corporation, besides showing improvement in turnover and profitability, has also shown a significant improvement in the operational efficiency. Further, the turnover of almost all the operational verticals have increased during the year.

DEBATE (1) Retirement Age

This is a good move of Modi government. Even I will be impacted but I think this is the good way of improving efficiency of government departments and public sectors as this will give chance to fresh people who have more energy and ideas. But government must ensure that no extension is given to any body after age of retirement. Also, there are different news coming from different places. There is news that some public sector organizations are increasing retirement age from 58 to 60 years. There is lot of confusion about this. Whispers is in best position to clear this confusion.

DEBATE (2) Retirement Age


1. All around the World life longevity has increased and same is applicable to India also. The retirement age in developed Countries is much higher than 60 (Ranging between 65 to 70). Is there any compelling reason to reduce the retirement age by Indian Government?
2. Normally, in the initial years of service, employees are busy in settling in the jobs and setting up the families. They have to support the education of their children till they get employed and this process takes some 30 to 35 years depending on the age they start their jobs and start up their families. In the later years of their service, they can save some money for their survival in the old age. Even though money saved by them is not inflation proof.
3. Accept for central government employees who get pension after retiring from jobs, There are no old age financial benefits given by Government vide which older generation can survive with dignity and respect. Lowering of retirement age will force older generation to self sustain for 2 more years.
4 If the purpose of reducing the retirement age is to generate employment for younger generation, then I want to say here that in this era of category wise job reservations, the general category youngsters also don't stand very good chances of getting employment in Govt. Moreover, the quantum of job opportunities which will become available by way of Govt jobs is just a very small percentage of 65% youth population-Below 35 years.
5. Further, today's youth have many more job opportunities available in Corporate Sector as compared to this lot of Govt. employees who had joined Govt. jobs some 30 to 35 years ago. Getting an employment at the age of 58 outside may not be possible for these affected employees.
6. If the reason for reducing the retiring age is to lower the financial burden by forcibly retiring the employees before next revision then I would like to mention here that will they further reduce the retirement age at the time of next to next revision. I don't think this is the solution. Rather, we will have to make our economy inflation proof so that cost of living doesn't go on increasing to force such heavy pay revisions forcing a sizable outgo from Govt. kitty.
7. I'll suggest that retirement age of Central PSU employees should not be touched upon. As it is f a PSU employee is at a disadvantageous position after retirement as there is no significant pension. After paying Such high Income Tax to the tune of 50,000-60,000 per month till their last pay, they get nothing back from the Government after retirement.

DEBATE(3) Retirement Age

Reducing the retirement age from 60 to 58 will be a retrograde step. It is not going to generate so much employment as to take care of millions of jobs required for the youth of the country. Prime minister had rightly thought of skill development for the youth to get absorbed in many fields or start their own entrepreneurship. What then is the motive in reducing retirement age. This will only encourage Govt. employees to acquire further skills while in service so that they can take up second profession after retirement. After all you cannot expect a man to live on his pension for more number of years than he lived on his salary. It is also ridiculous to reduce the retirement age but increase the age of entry to service on the other hand. Having increased the number of chances for civil service competitive exam and age relaxation for certain categories a person can join the service at 40 and gets retired at58.Funny. Is it not?

Why are Indian diplomats ineffectual?

The older generation of diplomats (ICS/IFS) were accused of elitism, but respected for their competence and erudition. How things have changed! Favouritism in allotment of Compulsory Foreign Language (CFL) and in initial postings is rampant. In case of Devyani Khobragade, it was pointed out by the Supreme Court in 2010. On the contrary, cadre allotment in All India Services is free from nepotism. If India as an emerging world power desires to have first class diplomats, recruitment system needs to be changed where young aspirants are fluent in English and their depth of knowledge is tested (through higher papers, as in the past) and CFL should be allotted through a fair system. The training should include sensitising to the needs of Indian diaspora. Since Indian diplomats behave with NRI's the way Indian police and tax officials behave with their compatriots in India, the PIOs and NRIs have developed an adversarial relationship with the diplomats of their own country. This became apparent in New York where PIOs and NRIs seemed happy at the treatment of Ms Khobragade there. Foreigners are aware of this disconnect between the Indian diplomats and Indian diaspora and this makes Indian diplomacy ineffectual as well.

Scrutinise appointments made without DoB proof

All appointments made without proof of Date of Birth should be thoroughly scrutinised. For instance, there was one sweeper working in a Central Govt. Office. She already completed 60 years. But, since she joined the service about 40 years back, there was no proof of Date of Birth. But, according to the date of birth of her first daughter, she was born when her mother (the sweeper) was just 9 years. There are so many cases (particularly compassionate appointments) now. We cannot reopen the old cases as most of them have since retired. The Secretaries should call for the details and verify the same. If it is found that the employee has furnished false information, disciplinary action should be initiated. We keep our eyes closed to existing anomalies and talk about reducing the age for retirement. Remove the Culprits and reward the Honest officers. is is also one of the significant features of good governance

I fully agree with the views of N. K. Saha published on Dec 31, 2014 on www.sureshmehrotra.com. Higher level posts are being created under cadre review in ISS cadre after curtailing the promotional posts of lower level officers without consultation with the concerned associations.

Delay in histopathological examination due to non availability of pathologist

The Appellant filed an RTI application with the PIO, Health & Family Welfare (H&FW) Department, The Appellant stated that his wife died in Metro Hospital & Cancer Institute, Preeti Vihar, New Delhi and her post mortem report was conducted by a Board comprising of three doctors. He alleged that till date, the histopathological examination (the examination of biopsy or surgical specimen by a pathologist through a microscope) of the deceased could not be completed due to the negligence of H&FW Department. The Respondent informed that the SDN Hospital has already mentioned that it is not having sufficient infrastructure & pathologist for such technical exams. The Appellant sought to know what action is taken by H&FW Department in coordination with MCD East for providing infrastructure & qualified pathologist in SDN Hospital. The Appellant alleged that as the officers upto the level of Principal Secretary are involved in delaying the process of conduct of histopath exams of his late wife so the H&FW Department is trying to escape from their responsibilities. The Central Information Commission (CIC) observed that the Department has a responsibility as a regulator to look into the question of not conducting the histopath exam and help the Appellant to seek remedy from the concerned hospital for medical negligence. The CIC held that not acting upon this issue on the pretext of absence of specific complaint is dereliction of duty on the part of the regulator and there appears to be a deliberate attempt to delay and suppress the action to cover up medical negligence. The CIC directed the PIOs to explain the points raised by the appellant in his first appeal and show cause why maximum penalty cannot be imposed against each of them for giving misleading information to cover up and delay.
