DEBATE (1) Retirement Age

I don't know why people think that Government job is the only job and reducing of retirement age will provide jobs to youngsters. Government job is only one percent job of the country. Majority of persons are either self-employed or are working in private sector. People want to take up Government jobs and then then start exercising their negative powers, indulge in malpractices and waste a lot of government money by not working.

BBS

DEBATE (2) Retirement Age

Decision to lower the retirment age to 58 should be taken fast as was done by New Haryana Govt.

T S Mouli

DEBATE (3) Retirement Age

Retirement Age - It is, in all respect good to reduce the retirement age for not only to give opportunities to youngsters but also to rid of officials who is reluctant to go for hard work just on a plea that he is likely to retire and cannot afford to do!!!!

Ramesh Chandra

DEBATE (4) Retirement Age

I fully agree with the views of Sh. V.P. Sharma on the retirement age issue. Life span of the people has increased and people are more energetic now. Just by reducing the retirement age to 58 years, is not going to solve the unemployment problem. Proper strategy has to be made for creating more jobs. This issue should be handled maturely and not in a haste manner. It is going to be a set back for government employees.

The term "NITI Aayog" is a redundancy!

"NITI Aayog" is the official appellation put out by government of india for the new body to replace the Planning Commission (Yojana Aayog). "Niti" being the hindi term for "policy", the first impression was that Niti Aayog was the hindi equivalent of Policy Commission. But that was not the case because NITI turns out to be the acronym for National Institution for Transforming India, which itself contains the word Institution and hence there is no need to duplicate it by suffixing the word "Commission" to it.Calling it "NITI Commission" is like saying "IIT Institute",because IIT itself means Indian "Institute" of Technology. Such an amateurish and unsightly redundancy error is not expected from a high body like the government of india!

Dr Vijayanunni

Namo Govt would take steps in time

Thousands of govt. servants retire every year. Govt. generally fails to complete inquiry against the govt. servant during his service period and finally issues charge sheet at the time of retirement. This is common practice, particularly in income tax department.

While, no action is taken against erring officials who delayed taking vigilance action, the poor retiring govt. servant starts suffering and his retirement benefits are withheld causing serious harassment to the official as he wants to settle after retirement but for want of funds he cannot settle.

This is an ingenious way of punishing the govt. servant without any necessity to prove his guilt and this is being practiced widely. If ultimately govt servant proves himself innocent, still he has already suffered; more so his family in the old age. Harassment continues because there is no time limit to complete the enquiry and years go on without retirement benefits.

Delhi elections are coming. Govt. is interested in the votes of govt. servants. There is a big challenge to BJP from AAP. In the circumstances, the BJP govt. should take initiative to solve this grievance so as to win votes of govt. servants.

Vigilance actions must be completed within one year of retirement. Further retirement benefits should be released immediately if the govt. servants furnishes adequate security.

It is hoped Namo Govt. would take steps in time. If few seats extra are won with such non-monetary measures, it would be good for ruling govt. as well as for justice to retd. Govt. servants.

Delay in histopathological examination due to non availability of pathologist

The Appellant filed an RTI application with the PIO, Health & Family Welfare (H&FW) Department, The Appellant stated that his wife died in Metro Hospital & Cancer Institute, Preeti Vihar, New Delhi and her post mortem report was conducted by a Board comprising of three doctors. He alleged that till date, the histopathological examination (the examination of biopsy or surgical specimen by a pathologist through a microscope) of the deceased could not be completed due to the negligence of H&FW Department. The Respondent informed that the SDN Hospital has already mentioned that it is not having sufficient infrastructure & pathologist for such technical exams. The Appellant sought to know what action is taken by H&FW Department in coordination with MCD East for providing infrastructure & qualified pathologist in SDN Hospital. The Appellant alleged that as the officers upto the level of Principal Secretary are involved in delaying the process of conduct of histopath exams of his late wife so the H&FW Department is trying to escape from their responsibilities. The Central Information Commission (CIC) observed that the Department has a responsibility as a regulator to look into the question of not conducting the histopath exam and help the Appellant to seek remedy from the concerned hospital for medical negligence. The CIC held that not acting upon this issue on the pretext of absence of specific complaint is dereliction of duty on the part of the regulator and there appears to be a deliberate attempt to delay and suppress the action to cover up medical negligence. The CIC directed the PIOs to explain the points raised by the appellant in his first appeal and show cause why maximum penalty cannot be imposed against each of them for giving misleading information to cover up and delay.

Comments

Though the RTI Act is principally about seeking information, it is also emerging as a tool for seeking remedy in certain cases.
