Vice President Hamid Ansari visits HAL facilities
(UPDATED)
The Vice President of India, M Hamid Ansari visited HAL facilities.
HAL Chairman, Dr R K Tyagi, Director (HR) V M Chamola, Director (D&D),
T Suvarna Raju, Managing Director of Bangalore Complex, K Naresh Babu,
and other senior officials accompanied him. Ansari evinced keen interest
in flight hangars of LCA-Tejas and ALH. He also viewed different aircraft
positioned in the HAL premises. With the Initial Operation Clearance
(IOC) having been achieved for LCA-Tejas in December 2013, HAL is focused
on the expeditious production and supply of the aircraft against the
first order. The aircraft is expected to be delivered soon. The ALH-Dhruv
helicopter has a proven track record in both military and civil operations.
Dhruv has also been exported to Ecuador, Mauritius and Maldives. Dhruv
is particularly useful in meeting the arduous tasks in difficult terrains.
Dhruv is being operated by Indian defence forces and State governments
since 2002. More than 140 Dhruv helicopters are in operation logging
more than 1, 20,900 flight hours.

DEBATE (1) Retirement Age
60 or 58 - that is the question. I would suggest it should be merit,
calibre and utility all rolled into one. You cannot have deadwood continuing
just to satisfy his family needs. If he is unfit, he should go at 58.
Let there be a special evaluation of the official and if his continuing
in beneficial then let him continue till 60. This can be done at the
age of 57 so that he gets sufficient notice. Utility should be the criterion
and not entry to Govt service. Public and other stakeholders have to
be benefit by his service for another 2 years.

There is lot of roumers about reducing retirement age of CG employees
from 60 to 58. If it is correct, then it will be blunder on the part
of NDA. No way it is going to help the new generation. Government should
clarify their stand on this issue at least on Shri AB Bajpai's Birthday
since it was given by him to the CG Employees. Will it happen?

PM's Popularity Abroad?
Whatever the Media or Government say, fact remains that present Government
has been rebuffed by foreign nations repeatedly in the last 6 months.
There was lot of hullagulla about PM's red carpet welcome and personal
friendly relations with Japanese counterpart during his visit to Japan
last year. The day he came back to India, the Japanese Government chose
to award former PM Dr. Manmohan Singh as the best friend of Japan. Then,
it was PM's stop-over in Germany during visit to Brazil for BRICS summit,
and his desire to meet German Chancellor. Initially there was lot of
noise in media and Government about the wish of German Chancellor to
meet the Indian PM during stop-over in Germany but she preferred to
watch Football World Cup in Brazil than to meet Indian PM. Now, even
before the visit to US President to India as a Chief Guest in the Republic
Day Parade, and his special treatment to India and new Government, as
reported in the Press, the US Government has decided to release $ 532
million aid to Pakistan as a reward for doing everything possible to
fight terrorism.

Is Health Minister listening?
It is surprising that the hospitals like Apollo,Fortis Okhla and other
well known hospitals are not empanelled in Delhi under CGHS in-spite
of providing them subsidized land and other facilities. It shows the
weakness of the government who is unable to persuade the hospitals to
become part of providing services to CGHS beneficiaries. Is government
is so weak that hospitals are taking their own decisions? Second issue
of CGHS Sr. Citizens trouble and pain for not permitting them for direct
consultation in empanelled CGHS hospitals whereas general public Sr.
citizens can visit CGHS wellness centres for consultation. These are
long pending requests with Health Minister but Minister is sleeping
over the issue without moving forward to look into the problems of CGHS
beneficiaries specially pensioners. May I request to Health Minister
to ask Ministry to start process of empanellment of good hospitals in
Delhi and permitting CGHS beneficiaries pensioners category for direct
consultation in empanelled hospitals but the medicines will continued
to be issued by respective wellness centers.

Superiority of IAS over IPS be stopped
Appointment of IAS officer as ACS Home is a British legacy and attempts
to establish superiority of IAS over IPS needs to be stopped immediately.
The Home Department should have only an IPS officer as its head. Sooner
the better.

Delay in histopathological examination due to non availability
of pathologist
The Appellant filed an RTI application with the PIO, Health &
Family Welfare (H&FW) Department, The Appellant stated that
his wife died in Metro Hospital & Cancer Institute, Preeti
Vihar, New Delhi and her post mortem report was conducted by a
Board comprising of three doctors. He alleged that till date,
the histopathological examination (the examination of biopsy or
surgical specimen by a pathologist through a microscope) of the
deceased could not be completed due to the negligence of H&FW
Department. The Respondent informed that the SDN Hospital has
already mentioned that it is not having sufficient infrastructure
& pathologist for such technical exams. The Appellant sought
to know what action is taken by H&FW Department in coordination
with MCD East for providing infrastructure & qualified pathologist
in SDN Hospital. The Appellant alleged that as the officers upto
the level of Principal Secretary are involved in delaying the
process of conduct of histopath exams of his late wife so the
H&FW Department is trying to escape from their responsibilities.
The Central Information Commission (CIC) observed that the Department
has a responsibility as a regulator to look into the question
of not conducting the histopath exam and help the Appellant to
seek remedy from the concerned hospital for medical negligence.
The CIC held that not acting upon this issue on the pretext of
absence of specific complaint is dereliction of duty on the part
of the regulator and there appears to be a deliberate attempt
to delay and suppress the action to cover up medical negligence.
The CIC directed the PIOs to explain the points raised by the
appellant in his first appeal and show cause why maximum penalty
cannot be imposed against each of them for giving misleading information
to cover up and delay.
Comments
Though the RTI Act is principally about seeking information, it
is also emerging as a tool for seeking remedy in certain cases.
