post of secretary. Presently Shailesh Nayak, Secretary, Ministry of
Earth Sciences, has been given the additional charge of the Secretary
of Department of Space (DoS).
Who will be new CEC ?
Who will succeed V S Sampat as Chief Election Commissioner (CEC) on
January 15 ? Logically H S Brahma being the senior most Member should
be appointed the CEC. He also retires on April 19. Will the 1975 batch
IAS officer Brahma be appointed or an outsider will make way in the
Commission ? One can wait and watch about the notification of his appointment
early next week.

MRPL ships 16500MT of Sulphur to China (UPDATED)
MRPL today moved its very first international solid cargo of Sulphur
aboard MV Dusita Naree from NMPT Jetty #3. The loading of the 16500MT
of 'solid Sulphur' headed to ZHENJIANG Port in China, commenced on 2nd
Jan 2015 and was completed by 6th January 2015. The customer, M/s Mitsui&
Co had bid online for the 16500MT of 'solid Sulphur' generated from
the Phase I, II &III Sulphur Recovery Units of MRPL. Solid Sulphur
is the by-product of the process by which desulphurization of auto-fuels
is carried out to make these fuels into environment-friendly EURO grade
products. MRPL today manufactures EURO IV grade of petrol and diesel
and is equipped for commercial production of EURO V. The historical
occasion was witnessed by H Kumar, Managing Director of MRPL, Krishnamoorthy,
Deputy Secretary, Ministry of Shipping, Parida, Chairman NMPT, and other
Senior Officials of MRPL& NMPT.

DEBATE (1) Retirement Age
Your portal is inundated by letters for and against extending retirement
age of civil servants.Age acn not be a yardstick for efficiency, at
the same time one's performance depends on his attittude and commitment
to nation building. Political corruption(it starts with elections) has
polluted the entire atmosphere in the country and many of the civil
servants are not immune to this.Many have shamelessly hinged their wagons
to political masters.The ideals taught in the academy and shown by the
earlier generations of civil servants have been thrown to winds by many
civil servants. The steel frame has become a corroded iron pipe. This
can only be corrected if the inefficient,corrupt,physically unfit and
noncommitted are all ejected and packed off at different stages starting
from the age of 50.The present system of "as long as one is not
caught,he is honest" must go. Also should go is the job security
the civil servant enjoys after getting into the service solely on the
basis of an examination. There should be a board consisting of eminent
jurists and senior civil servants to analyse the officer's performance
at the age of 50 and 55.Retirement age of only those who are found eminently
suitable should be extended up to 65.

DEBATE (2) Retirement Age
In order to bring about efficiency and speed in decision making, the
age must be brought down to 58 yrs. Let the new thinking and fresh blood
be introduced for the same. there is nothing great in government working
which cannot be learnt within a few months. Moreover new generation
is much smarter and intelligent then the present incumbent. Issue is
the the old ones never ever leave the power and they have not much contributed
but have been burden on the exchequer of public money. you cannot infuse
new life in the secured, inefficient, corrupt biased and spent force
bureaucracy unless fresh blood totally professional one is brought in
their place. it is a must to be competitive in the ever changing world.

DEBATE (3) Retirement Age
Retirement age should be 58 yrs for all. By doing so govt. can reduce
its expenses. If anybody wants to work after 58, there are so many avenues
including contractual appointment in in govt.

DEBATE (4) Retirement Age
Not fair at all. Some would be losing in terms of long awaited promotions
besides investment plans going haywire specially those deductions related
to various loans which are tied up till the superannuation. If at all,
those left with 3-5 years should be compensated to the extent of pay+DA
for the balance number of years (2 years in this case) in order to make
good the financial losses. Also if politicians who are as old as 80
are considered efficient for profit jobs why not Govt. officials.

Another menace in the Govt.
Apart from the wrong entry of date of birth one more menace exists
in the Government. Some of the employees have indicated their Spouses
or parents as dependent upon them in spite of the fact that the latter
is an Income Tax Payer or doing private job or business. As a result
these a lot of tax payers money is going down the drain in the form
of Medical Expenses and Leave Travel Concessions. The most interesting
part is that women employees make their husbands as dependent upon them.
As a result what happens the parent-in laws of that women employees
also becomes dependent. They take both Medical re-reimbursement and
LTC. If somebody is paying Income Tax he can never become dependent
on the Government employee. The Government needs to curb this practice
in order reduce its expenditure.

It has become a fashion to deride civil services !
Nowadays, it has become quite fashionable to deride the civil services
in India. Lazy, useless, arrogant, clinging to power, corrupt etc. are
some of the appellations used in this context. Taming the bureaucracy
is the in thing.
In all this, we take a cue from the Americans and our NRI friends in
the USA. The "slow elephantine bureaucracy of India is finally
being tamed" scream the headlines in the morning papers of the
USA. How far is this true? Is the bureaucracy as useless as it is thought
to be? The first thing is that the bureaucracy is not an independent
entity, it has always worked under the political executive and is guided
by it. As a matter of fact, there are plenty of civil servants who have
been vocal in standing up to the political masters, throughout the years.
Even the silent majority, though subject to control by the political
executive, by and large have done a good job. Secondly, American standards
do not apply to India. In the USA, government service is generally abhorred.
Only the useless join the civil service in the USA. Top posts in the
bureaucracy are also manned by people nominated by the political executive
(read friends of the President) in the USA. In India, the best vie for
the top services in what is one of the gruelling examinations in the
country (along with IITs and IIMs entrance). As a matter of fact, many
civil servants are IIT/ IIM products. They reach the top after years
of service. There is no reason to believe that they are as useless as
they are currently being made out to be. Regarding corruption, the political
executive, the judiciary, the media, the armed forces, NGOs, the bureaucracy
(including police), none is free from this malady. Black sheep can be
found anywhere, but the silent majority is still honest. Wherever crony
capitalism flourishes, it is due to an unholy nexus between capital,
government, politics, media, judiciary etc. This nexus needs to be broken,
for which steps have to be taken and are being taken by the current
Government. There is no need to revile the bureaucracy, which has by
and large, served the country well.

Many ISS/SSS officers don't understand the ladder
It is perplexing that many ISS/SSS officers don't understand the ladder.
A person's post-based promotion does not depend on the number of posts
just above the grade of the officer but on the total number of higher
posts. Therefore, the cry has no basis. A cadre structure of 1 JTS,
12 STS, 2 JAG, 2 SAG and 1 HAG is equivalent to 1 JTS, 1 STS, 4 JAG,
4 SAG and 8 HAG are equivalent for an AD (JTS).

MoS&PI is at its lowest ever level
The events of past few months indicates that MOS&PI is at its
lowest ever level. In which ministry you will have the vendetta against
one officer with several warnings, several charge-sheets, several bad
ACRs just because he is not an average submissive person! In which ministry,
Secretary and other senior officers are charged for sexual harassment!
If you hit someone below belt, you cannot charge him for hitting below
the belt. Sadly, it is happening under Modi Government that does not
believe in vendetta politics and is development centric. Surprisingly,
MOS&PI is the rare ministry having NON-IAS secretary (an academician).
Let the good sense prevail over one and all so that MOS&PI plays
a meaningful role in supporting the newly constituted NITI Aayog and
many other issues having direct linkage with the rapid development.

Why extension to scientists ?
Why the government is giving extension to scientists when they are
not working upto the age of retirement, how can they work after the
retirement age. The Directors of CSIR getting extension after completion
of their tenure. One of the CSIR Director completed 12 years of his
directorship. After retirement, again he got extension. Next persons
are not getting the chance.

Delay in histopathological examination due to non availability
of pathologist
The Appellant filed an RTI application with the PIO, Health &
Family Welfare (H&FW) Department, The Appellant stated that
his wife died in Metro Hospital & Cancer Institute, Preeti
Vihar, New Delhi and her post mortem report was conducted by a
Board comprising of three doctors. He alleged that till date,
the histopathological examination (the examination of biopsy or
surgical specimen by a pathologist through a microscope) of the
deceased could not be completed due to the negligence of H&FW
Department. The Respondent informed that the SDN Hospital has
already mentioned that it is not having sufficient infrastructure
& pathologist for such technical exams. The Appellant sought
to know what action is taken by H&FW Department in coordination
with MCD East for providing infrastructure & qualified pathologist
in SDN Hospital. The Appellant alleged that as the officers upto
the level of Principal Secretary are involved in delaying the
process of conduct of histopath exams of his late wife so the
H&FW Department is trying to escape from their responsibilities.
The Central Information Commission (CIC) observed that the Department
has a responsibility as a regulator to look into the question
of not conducting the histopath exam and help the Appellant to
seek remedy from the concerned hospital for medical negligence.
The CIC held that not acting upon this issue on the pretext of
absence of specific complaint is dereliction of duty on the part
of the regulator and there appears to be a deliberate attempt
to delay and suppress the action to cover up medical negligence.
The CIC directed the PIOs to explain the points raised by the
appellant in his first appeal and show cause why maximum penalty
cannot be imposed against each of them for giving misleading information
to cover up and delay.
Comments
Though the RTI Act is principally about seeking information, it
is also emerging as a tool for seeking remedy in certain cases.
