Who will be new CEC ?
In case H S Brahma is not appointed CEC on January 15 either of his two batch mates may find place in the Election Commission. And both are senior to Brahma in the gradation list. They are Jyoti Achal Kumar and D K Sikri - both from the Gujarat cadre. While Jyoti Kumar retired as Chief Secretary, Sikri retired from the Government of India as Secretary Justice.

Differences between EAM and FS over Ambassadorial posting ?

If insiders are to be believed there are serious differences between Minister External Affairs Sushma Swaraj and Foreign Secretary Sujata Singh over Ambassadorial postings. No Ambassadorial posting has been decided since March 2014.

With the life expectancy going up, it may be wrong decision to reduce retirement age. Emphasis should be on to create more opportunities for youngsters by industrial growth rather than dumping existing experience/talent.

There are number of articles appearing on reduction of retirement age. But one thing I fail to under stand as to why Government servant is being treated like pariah and unwanted. For very few rotten eggs, all government servants have been branded as lazy, uncouth and deadwoods. It pains a lot. For all those who toil and work hard, it pains a lot to hear such things. Be it attendance, work or any compensation, did anyone raised his voice. It is simply followed. When you talk about pay, will those in private jobs would ever disclose their real income. But same is not in case of Government servant. His very penny is counted. And moreover, what impression does his children would have if all bad things are published against him. I think we bring the merit in promotions rather than giving reservations at every step. Will anybody will have courage to oppose that especially our friends in media or political class. Getting promotion after getting job entry on same reservation criteria is biggest negative factor in output of any person. If working hard and sincerity is not rewarded and government servant keeps on waiting for years for promotion whereas others getting benefits of reservation without bothering their ratings is biggest de-motivating factor. Better think about setting the things right as basic level than maligning anyone just for sake of it

If the authorities are serious about job creation, let there be an effort to match manpower and workforce, post extensive automation, that has rendered several, much more than 60/58 etc grossly unemployed . What is more, promotions continue to be showered on those.

What happened to Indian Diplomacy?

There was a time when Indian diplomats were considered the most competent by their peers. Unfortunately, these officers have retired. They were few in number but In international negotiations, what matters is not the size of the delegation but eloquence of its members.The younger generation cannot speak English. Under the new dispensation in India, not being able to speak good English is a badge of honour but an exception needs to be made in case of the Indian Diplomatic Service as English now dominates all other languages of the world (with Spanish coming a distant Second). It is unlikely that UPSC will revert to the old system where (1) only English medium was allowed; (2) General English and English Essay counted for a lot; (3) age limit was low (higher levels of idealism); and (4) there were 2 additional 'higher' papers for IFS (to assess depth of knowledge, rather than rote) . Under the circumstances, there seems to be a need for a separate examination for recruitment. Moreover, to compensate for absence of a feeding cadre, lateral recruitment at Director/Chancellor level could help.

Finance Minister: Do not need subsidy

Finance Minister had a discussion in parliament that Rich do not need subsidy for LPG. It is to be remembered that charity begins at home. Let it should start from Parliament Canteen where highly subsidized food items are provided, then sprawling bungalow in LBZ and NDMC area occupied by MPs, Ministers, Political Parties at nominal license fee, free electricity, water, telephone being used by MPs and Ministers, free lap top being used by MPs and Ministers: all these to be withdrawn immediately and they should pay market rates and of actual usage as they can pay and have capability to pay. They do not need any subsidy or concession as it is being provide from tax payers money. It is easier to tell others, rich can pay LPG charges at market rates and do not need subsidy. If it is to be withdrawn then uniformly to be withdrawn without any discrimination of rich and poor. Who enjoys maximum perks and subsidy in their daily life? It is known to everybody. It is not understood why LPG subsidy to be withdrawn for rich which is undefined why not uniformly from all? Create uniform society where every body is treated equally.

How the IDAS cadres are deputed in various unrelated ministries ?


It is not very clear how the IDAS (Indian Defence Accounts Services) cadres are deputed in various unrelated ministries with functions which have nothing to do with their basic academic training or specialised IDAS training. For example, one IDAS cadre officer has been posted in ministry like Ministry of Sports, Ministry of Culture. In the latter ministry, he has been appointed with a tenure for five years that too by creating a new post ! Can any reader please enlighten on the rules and why specialised cadres are being sent to other ministries for long periods in senior positions where their specialised knowledge goes to waste?

Delay in histopathological examination due to non availability of pathologist

The Appellant filed an RTI application with the PIO, Health & Family Welfare (H&FW) Department, The Appellant stated that his wife died in Metro Hospital & Cancer Institute, Preeti Vihar, New Delhi and her post mortem report was conducted by a Board comprising of three doctors. He alleged that till date, the histopathological examination (the examination of biopsy or surgical specimen by a pathologist through a microscope) of the deceased could not be completed due to the negligence of H&FW Department. The Respondent informed that the SDN Hospital has already mentioned that it is not having sufficient infrastructure & pathologist for such technical exams. The Appellant sought to know what action is taken by H&FW Department in coordination with MCD East for providing infrastructure & qualified pathologist in SDN Hospital. The Appellant alleged that as the officers upto the level of Principal Secretary are involved in delaying the process of conduct of histopath exams of his late wife so the H&FW Department is trying to escape from their responsibilities. The Central Information Commission (CIC) observed that the Department has a responsibility as a regulator to look into the question of not conducting the histopath exam and help the Appellant to seek remedy from the concerned hospital for medical negligence. The CIC held that not acting upon this issue on the pretext of absence of specific complaint is dereliction of duty on the part of the regulator and there appears to be a deliberate attempt to delay and suppress the action to cover up medical negligence. The CIC directed the PIOs to explain the points raised by the appellant in his first appeal and show cause why maximum penalty cannot be imposed against each of them for giving misleading information to cover up and delay.
