A question to HRD Minister !
According to Prison Statistics of India 2012, out of 2,54,857 undertrial
inmates, 76,626 were illiterates, 1,10,385 were educated up to Class
X, 49,871 having education of above Class X and below graduation, 12,459
were graduates and 3,471 were post graduates. This reflects the role
of education in keeping people away from crime. If we can improve the
quality of education and its spread, the crime rate and violence from
society can be drastically reduced. Special attention should be placed
to education of children of under-trials and convicts so that they do
not follow the steps of their father/mother. Similarly corrective education
of the convict will reduce repeat of the action leading to conviction.
To a limited scale, this facility is available but needs quality improvement.
This should be made available and accessible to all. Educational quality
reform with special focus on the children of undertrials and convicts
and corrective education for the inmates is the first prison reform
needed. This is one example. What is HRD Ministry doing in this regard?

DoPT's highhandedness
Arguments and counter arguments between two cadres viz stenographers
and clerks. This rift has been intentionally created by DoPT. Keeping
in view the general principle envisaging multi-skilling and de-layering
for the entire government, the 6th Central Pay Commission had recommended
that ".......the Secretariat and Stenographers cadre would stand
merged" and ".......once, merger takes place, a uniform designation
in any case will attach to these posts." The 6th CPC had also recommended
that all future recruitment to CSS/CSSS/non-participating Ministries,
will be made as Executive Assistants. These Executive Assistants will
discharge the functions presently being carried by Assistants as well
as PAs and thus, there will be a single unified cadre. Besides this,
the 6th CPC had also recommended that for the present incumbents of
these cadres, Administrative Ministries concerned may evolve a procedure
for their job enlargement/enrichment, retraining and re-deployment.
The holistic nature of the 6th CPC Report was amply clarified in para
11.10 of its report, which stated "all the recommendations to be
treated as an organic whole and as partial implementation will bring
in several anomalies and inconsistencies." All these recommendations
of the 6th Pay Commission had been accepted by the Cabinet as a package,
notified by Ministry of Finance vide its Resolution No.1/1/2008-IC dated
29th August, 2008.
However, DoPT misled various authorities in GoI including PMO by hiding
these recommendations time and again. DoPT did not even bother to be
honour the Cabinet decision, neither it went back to Cabinet for reconsideration!!!
This has led to several cases in CAT which DoPT is handling/prolonging.
Obviously, if a PSO [equivalent to Director] is made to work of a Steno
D [equivalent to UDC] is clearly a wastage of tax-payers money. Is it
the austerity that GoI is enforcing? Will the PMO listen or act?

Failure of Environment Minister
Minister for Environment has failed to get the notification to redefine
the eco-sensitive zone around bird sanctuary in Noida issued even after
one year . Thousands of buyers are waiting for their dream home but
Ministry is just sleeping over the issue. As per media report, even
one time Minister assured to get the notification issued in time but
he has forgotten.

Partiality in posting/transfer of AAI employees-reg.
This is with regard to article of Ajith published few days back on your
website alleging partiality in posting/transfer of AAI employees at
junior level. This is absolutely true. There are many so-called personal
assistants of Airports Authority of India who have been posted in subordinate/attached
offices of Ministry of Civil Aviation since their joining. And by virtue
of their long reach, they are enjoying their honeymoon period peacefully
in these offices. They have never ever been posted out of Delhi in their
service career. Why this mercy on them? Will Chairman, AAI, who is known
for his honesty and fearless work, look into this aspet and put a circle
to this once and for all?

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
