Decision making


I beg to disagree with Prasad comparing decision making during UPA and NDA regime. The decision making in India is vested with the highest rung. Accountability and fixing of responsibility is missing from the Governance system of GoI and States too. If accountability and responsibility is fixed at each level, decision making will follow automatically. The governance system in India suffers from a lacunae called "divided responsibility and shared responsibility", with the result no responsibility at all.

Modi's tour an eye opener


Modiji's successful tour of Bangladesh is an eye opener. The leadership displayed by Modiji is of the highest possible order. Can anyone contemplate any other PM wannabe successfully executing the whole exercise? Can Rahul Gandhiji or Arvind Kejriwalji or Laluji or Nitishji or Mulayam Singhji or Manmohan Singhji ever be thought of as being able to do what Modiji has done? The answer is obvious. India is in good hands.

Newspaper allowances


I agree with the view that the 7th Pay Commission must do away with Newspaper Allowances being given to Central Government employees. Why should the government pay their employees for reading newspapers? What for salary is given? These are funny allowances still continuing for so many years. Similarly, the paper work being done for reimbursement of residential telephone expenses, LTC, tuition fees should also be done away with. Instead of reimbursement, allowances can be given to employees and it can be taxed at normal rates. This measure can prevent lot of paper work being done in cash sections of departments and can save so many man hours and wastage of time. Will the 7th Pay Commission look into all these things?

I joined as Assistant Director (Grade II) of Supplies in D G S & D in September, 1977 and I got my first promotion in September, 2006, three months before my retirement. HRA issues


7th CPC should try a different view of allowing HRA to the employees who are residing in their own home and drawing huge amount of money as HRA. The govt. employees should be allotted government accommodation as per seniority, if the concerned employee refuses to accept the accommodation, he should be debarred from drawing HRA. Simultaneously, all government accommodation should be rent free. This way the government can save huge amount of money which it is paying as HRA to non-eligible employees.

The sudden demise of MN Buch is a personal loss for me. When I was posted as CSP, Ujjain he was Collector . He groomed me and gave me strength and support in the drive against anti-social elements and their anti-social/criminal activities. He has left behind an unfathomable vacuum.

Heaven's New Citizen


Vishwakarma, Heaven's City-Planner, Chief Architect & Builder sought and was granted an urgent appointment with Lord Vishnu. When ushered into Lord's presence, Vishwakarma was visibly upset.
"What's the matter, Vishwakarma? Why are you so agitated?" asked the Lord. He, being Antaryami, of course already knew of Vishwakarma's troubles. But he also knew the therapeutic value for the aggrieved to just let out steam.
"Lord, it's this new citizen you have admitted to heaven. He's quite a character, to say the least."
"But, he's a very good man, did a lot of good on earth, and earned his place in heaven. Vishwakarma, it's not for you to question my decision to elevate him to heaven!"
"My Lord, I cannot even dream of questioning your wisdom and authority. Glory be to the Omnipotent and the Omniscient.. However, Lord, permit me to say that I'm much perturbed about the strange behaviour of this new citizen."
"Why don't you specify your grievances about our new citizen?"
"Firstly, he has refused to adhere to dress code prescribed for heaven's citizens. In place of the mandated resplendent silken liveries, he's going about in public places in his coarse cotton white baggy trousers and a half-sleeved shirt. That's inappropriate costume for heaven."
"Secondly, he has asked my office to give him a certified copy of Heaven's Master Plan along with all the voluminous annexes and drawings."
"Thirdly, he has sent me a lengthy questionnaire with demand for a quick reply, and in no case later than two weeks. He desires to know, among other things, if our Master Plan was put to Public Scrutiny and Debate (the capitals are his, My Lord!) before finalisation and approval. That ,my Lord, is asking for too much. I know all there is to know about city planning . My wisdom has never been questioned, not even by the deities. In any case, I've obtained your consent and approval for our latest Master Plan. We can't permit a new citizen to reopen the matter!"
"Fourthly, he has already covered the length and breadth of our city on foot. He's going about asking questions about sewerage lines, land-fill sites for garbage disposal, and public conveniences. Nandan Kanan, he says is accessible only to select deities and apsaras. Where are parks for heaven's common citizens, he's asking? Gods have chariots. What's the public transport system for the citizenry, he demands to know? He has even inspected the Sevak colony, and is making noises about inadequate facilities for its residents."
"Are you done?" asked the Lord.
"Lastly, My Lord, he's also talking about the need for an Ethical Code of Conduct for all your Administrators, deities big and small. He's asking all the deities to voluntarily abjure acceptance of nazrana and shukrana. You're aware, my Lord, that this is a well-established and time-honoured practice among deities and supplicants. He says that nazrana and shukrana are also corrupt practices. If one is disinclined to decline these offerings, he says, one is not far from soon demanding jabrana, too."
Vishwakarma was done, and expected the Lord to agree to restrain or at least admonish the new entrant for his insouciance and open challenge to Establishment.
Lord Vishnu smiled his inscrutable smile, and said, "Well, Vishwakarma, does it occur to you that I may have a certain purpose in bringing this new citizen here? Go, meditate upon it, and you'll yourself find the answer."
"Your Will be Done, My Lord. By the way, who is this person?"
"Oh, don't you already know? He's Mahesh Neelkanth Buch. Don't mess with him. He's already drawn up a list of some of your buildings which need to be pulled down to serve public good!"

DATE WITH RTI

Information regarding complaint of corruption

Appellant sought information with respect to his Complaint about the corruption against Sub Registrar which was denied under section 8 (1)(h) of the RTI Act. The CIC noted the submission of the PIO that enquiry is being conducted in DC's office is not supported by any document. The PIO was not in a position to say as to what is the charge sheet and the stage of enquiry. The CIC observed that the PIO has just made a claim that enquiry is going on and sought exemption u/s 8(1) (h) of the RTI Act without furnishing any supplementary information. The CIC drew an inference that in the absence of any information or record or file saying that enquiry is in existence when there is no enquiry going on, the PIO has simply dodged the response to the appellant. The CIC directed the PIO to furnish point wise information to the Appellant and issued show cause to the PIO why penalty u/s 20(1) should not be imposed upon him for rejecting the RTI application using section 8(1) (h) and not showing any record to say that enquiry is going on.

Comments

The case show the ignorance of the officials in dealing with the applications filed under the RTI Act. For rejecting any application u/s 8 (1)(h), the PIO should explain how the disclosure can impede the process of investigation.
