Rajendra Chaudhari, appointed Director (Commercial), NBCC
The Appointment Committee of Cabinet (ACC) of the Government of India, has appointed Rajendra Chaudhari, as the new Director (Commercial) of National Buildings Construction Corporation Ltd. (NBCC), a Schedule 'A' Navratna CPSE under the Ministry of Urban Development, Govt. of India w.e.f. June 10, 2015. Shri Chaudhari is a Civil Engineering Graduate and had so far been serving the Company in various capacities. Before being appointed as Director (Commercial), he was Sr. Executive Director (Commercial) in NBCC. Shri Chaudhari also had stint with Western Coal Fields, another CPSE, before joining NBCC in the year 2005.

ITBP DG and other officers plant saplings on World Environment Day (UPDATED)
On the occasion of World environment day, Krishna Chaudhary, IPS, DG, ITBP along with senior officers and personnel of the the Force planted saplings at 22nd Battalion, ITBP Campus, Tigri, New Delhi to spread awareness towards environment. On this occasion, large number of force personnel and families were present. Saplings of Arjuna, Guava and Amla were planted on the occasion. In his address, Krishna Chaudhary emphasized on keeping the environment clean and proper utilization of natural resources. Regular plantations are important to leave behind an environment friendly legacy for our children, he said. ITBP, with the co-ordination of local people in its area of responsibility in high Himalayas protecting the environment by taking various steps. ITBP aware the locals towards preserving environment safe. ITBP has been regularly planting the saplings of evergreen plants, fruits trees etc in its campuses and surrounding areas. Plantation drive being taken every year by the units. ITBP is primarily a border guarding Central Armed Police Force of the Union which guards Indo-Tibetan Border since its inception in 1962.

IAS officers happier under UPA govt

IAS officers were much happier in UPA government than in NDA. Only revenue services and the PMO are happy. Reason is simple, Secretaries have been sidelined. Compared to IAS, IPS officers are not so unhappy.

Superannuation date of govt. employees

A Central government employee whose date of birth falls on first of a month, retires on the last day of the previous month on attaining the superannuation age of 60 years, whereas those whose date of birth is 2nd or later of the month, retire on the last day of the month of birth. Thus, the latter get one month more to serve the government (get the benefits of one more month). It is proposed that an employee should superannuate on the last day of the month in which he is born, irrespective of date of birth, or every employee should retire on attaining the age of 60 years. Why should one be discriminated against the other? This is an anomaly which should be rectified. Moreover, there is a minuscule number of employees whose date of birth falls on first of the month, and thus will not be a burden to the exchequer if they also retire on the last day of their birth-month. It is requested that JCM of Govt. employees should take up the natter with DoPT and the 7th CPC.

The Rule 12 of Transition of Business Rules states as under:-
"12. Departure from Rules.- The Prime Minister may, in any case or classes of
cases permit or condone a departure from these rules, to the extent he deems necessary".
Hence, the decision of JL Nehru to call Ford Foundation cannot be challenged. Further, we should not outrightly reject the foundation mainly on the study of some "Mr Dalpat". We should carry out a study as to what all benefits the country of India gained from the Ford Foundation vis-a-vis the damages. Initially, the Ford Foundation had helped this country a lot by extending financial assistance of researches.

Stagnation of employees


I fully agree with it that the stagnation at each and every level of employees should be removed altogether. The moment officers complete required service term due for promotion should be promoted immediately as in the case of other All India Service employees. There should not be any discrimination. One more example where the CSSS officers who joined as Stenographer Grade 'D' during 1980 onwards had to wait for their promotion for promotion. After 14 years of regular service, the officers had been promoted on ad-hoc basis and took another 11 years continued service to be promoted on regular basis in 2008. In other words, CSSS officers qualified in October, 1983 and appointed in January, 1984 had to wait for 28 years out of total 35 years of service rendered by the officials. In both the cases, remedial measures may kindly be taken by DP&T urgently so that they may retire with some kind of pride.

One rank one pay of civil servants

The Pay Commission is considering revision of pay of Central Government employees. Simultaneously, there is a demand in armed forces for One Rank One Pension (OROP). On the same analogy, the Central Pay Commission should consider giving same basic pay to same rank officers and the annual increment could be in the allowances they are receiving. For example, all Director level officers should have same basic pay and allowances except one additional allowance (for example, Increment Allowance) which should increase with the number of years service. Pension could be calculated on the maximum of the scale of the post irrespective of whether an individual officer has reached the maximum of the scale or not. This will resolve many anomalies.

Let Pay Commission consider this.

Lack of vision on Income Tax

This refers to comments by N Prakash.

1. In principle, IT Return is a return showing income related details. Therefore any information such as expenditure on foreign travel etc. cannot be asked.
2. For checking black money, asking foreign travel details has no relevance. More travel does not mean black money and vice versa.
3. Details of bank accounts are not required because the dept. already gets regular exhaustive returns from banks where all relevant details can be located and coordinated by proper software programs which they already have.
4. No point in fixing arbitrary limit of 50 lacs etc. when data is not required in the first place.
Main problem is that the present CBDT head is not having required vision and competence.

DATE WITH RTI

Information regarding complaint of corruption

Appellant sought information with respect to his Complaint about the corruption against Sub Registrar which was denied under section 8 (1)(h) of the RTI Act. The CIC noted the submission of the PIO that enquiry is being conducted in DC's office is not supported by any document. The PIO was not in a position to say as to what is the charge sheet and the stage of enquiry. The CIC observed that the PIO has just made a claim that enquiry is going on and sought exemption u/s 8(1) (h) of the RTI Act without furnishing any supplementary information. The CIC drew an inference that in the absence of any information or record or file saying that enquiry is in existence when there is no enquiry going on, the PIO has simply dodged the response to the appellant. The CIC directed the PIO to furnish point wise information to the Appellant and issued show cause to the PIO why penalty u/s 20(1) should not be imposed upon him for rejecting the RTI application using section 8(1) (h) and not showing any record to say that enquiry is going on.

Comments

The case show the ignorance of the officials in dealing with the applications filed under the RTI Act. For rejecting any application u/s 8 (1)(h), the PIO should explain how the disclosure can impede the process of investigation.
