Proposal of IAS officer, Swaroop for joining Tamil Nadu cadre rejected
The proposal of U Swaroop, 2011 batch IAS officer of West Bengal cadre,
for an inter-cadre transfer to Tamil Nadu cadre on the grounds of marriage,
has been rejected by Government of India citing the reason that Tamil
Nadu is the home State of the officer.

Rajendra Chaudhari, appointed Director (Commercial),

The Appointment Committee of Cabinet (ACC) of the Government of India,
has appointed Rajendra Chaudhari, as the new Director (Commercial) of
National Buildings Construction Corporation Ltd. (NBCC), a Schedule
'A' Navratna CPSE under the Ministry of Urban Development, Govt. of
India w.e.f. June 10, 2015. Shri Chaudhari is a Civil Engineering Graduate
and had so far been serving the Company in various capacities. Before
being appointed as Director (Commercial), he was Sr. Executive Director
(Commercial) in NBCC. Shri Chaudhari also had stint with Western Coal
Fields, another CPSE, before joining NBCC in the year 2005.

Abhishek Singh, CEO, Dewas Zilla Panchayat, has been appointed as Director,
Gas Tragedy and Relief in Madhya Pradesh. He is a 2009 batch IAS officer

PMO overlooking transfers
During UPA regime Ministers had a choice to bring their own people to
ministry and even places like Railway Board money to change hands. Now
PMO is overlooking all transfers and nothing like UPA regime is happening
now.

Can Modi government think out-of-the-box to listen to non-IAS officers?
Is this Government afraid of real statistics? Then why is Statistics
Ministry not in such a pitiable condition? DG CSO has no value, DG NSSO
has no value, CSI & Secretary has no value, only an Additional Secretary
belonging to IAS clan has all the commands. Even the Office of the DG
NSSO has been taken over by an only Joint Secretary in the Ministry.
The entire ISS community is a mute spectator to all this farce and drama.
Please wake up if real economic development is what the BJP government
wants.

Pay Commissions recommendations
I disagree with A Srivastava that Pay Commission's recommendations are
without going into the practicality of the situations. On the contrary,
Pay Commission is actually an expert body that studies the system of
GoI in great details and after due deliberations/consultations give
its recommendations. These recommendations are further scrutinized minutely
item by item by Committee of Secretaries [wherein, Secretary Expenditure
and DoPT Secretary etc. are also members] and then approved by Cabinet.
Cabinet in India is supreme and anything approved by Cabinet is binding
on all GoI Departments. Once a recommendation is approved by Cabinet
it is not open for DoPT to study the practicality but to implement the
Cabinet decisions. It is another matter that DoPT played with the system
and high-ups also ignored DoPT's hypocrisy and tax-payers money is wasted
by taking work of stenographer [UDC equivalent] from a PSO [director
equivalent]. 6th Pay Commission had recommended PSOs' post as a temporary
measure to give relief to stagnating officials until merger is effected.
Now even take the case of practicality why 3-4 officials ranging from
PS to PSO are required in a Secretary's office when there are only two
telephones in his office? How many persons are required for dictation
from one Secretary? How many persons are required for keeping engagements
of one Secretary???

Information regarding complaint of corruption
Appellant sought information with respect to his Complaint about
the corruption against Sub Registrar which was denied under section
8 (1)(h) of the RTI Act. The CIC noted the submission of the PIO
that enquiry is being conducted in DC's office is not supported
by any document. The PIO was not in a position to say as to what
is the charge sheet and the stage of enquiry. The CIC observed
that the PIO has just made a claim that enquiry is going on and
sought exemption u/s 8(1) (h) of the RTI Act without furnishing
any supplementary information. The CIC drew an inference that
in the absence of any information or record or file saying that
enquiry is in existence when there is no enquiry going on, the
PIO has simply dodged the response to the appellant. The CIC directed
the PIO to furnish point wise information to the Appellant and
issued show cause to the PIO why penalty u/s 20(1) should not
be imposed upon him for rejecting the RTI application using section
8(1) (h) and not showing any record to say that enquiry is going
on.
Comments
The case show the ignorance of the officials in dealing with the
applications filed under the RTI Act. For rejecting any application
u/s 8 (1)(h), the PIO should explain how the disclosure can impede
the process of investigation.
