This is Monsoon whisper

A very disturbing situation is emerging in regard to the Monsoon projections for this year. While the private forecaster, Skymet has given 102% of normal rainfall, the official forecaster, IMD has estimated the monsoon to be 82% of normal. With the initial figures, perhaps, pointing to a big miss by IMD, the official forecaster is determined to defend itself by continuing to paint a bleak picture. Some analysts are wondering whether the bear operators who hammered the stock markets are leaning on someone(read my lips) to save their short positions. Wonder what SEBI has to say on IMD officers popping up on TV channels to reassert that monsoon will be deficient!!!!!!

1978 and 1979 batch IAS is now out
After the appointment of 1977 batch IAS officer, PK Sinha, one thing is certain that no IAS officer of 1978 and 1979 batch will become Cabinet Secretary. When Sinha retires on July 18, 2017, no officer of these two batches will be in service. Secretary DoPT, Sanjay Kothari who retires on June 30, 2016, will be the last serving officer in GoI from 1978 batch. Haryana cadre officer Ajit M Saran who will retire on April 1 will be the last serving officer in GoI from 1979 batch.

Who will be DG DGRI and DG CEI ?
The meeting of Placement Committee of CBEC was held on 16th June. Even though some eyebrows were raised at an outgoing Chairman attempting days before his retirement , yet sources indicate that the the present Chairman has left the decision making to the New Likely Chairman, Najib Shah. A very piquant situation has arisen, in that there are NO officers qualifying to be promoted as Chief Commissioners, on grounds of inadequacy of 1 year mandated by Service rules. To make the best of the prevailing situation, CBEC has decided, with the approval of FM, to allocate recently promoted Principal Commissioners, additional charges of Chief Commissioners.The senior most Pr Commissioners of 1983 batch shall be allocated such charges. This will enable, the Members of CBEC to divest their additional charges of Chief Commissioners/DGs. Among the postings, it is rumoured that Mahendra Singh, Chief Commissioner, NOIDA, shall be DG, CEI, S Ramesh, Chief Commissioner, Chennai, DG, DGRI. The rest of the Pr Commissioners shall be allocated jurisdictional charges. Of Course, there is always a slip between the cup and the lip or vice versa.

Deepak Kumar gets additional charge of DG, ESIC
Deepak Kumar, an IAS officer of 1984 batch of Bihar Cadre, took over the additional charge of the Director General of Employees' State Insurance Corporation (ESIC). Kumar, who is also serving as Additonal Secretary, Ministry of Labour & Employment, Govt. of India, has vast experience of governance and management in the Ministries of Finance & Company affairs, External affairs, Home affairs, Labour & Employment of Central Government and Revenue, Urban Development & Housing, Personnel & General Administration, Tourism, Health & Family Welfare of State Government.

On the functioning of bureaucracy, the lesser said about UPA regime, the better. Nothing much to write home about, except the plethora of CBI cases and concomitant policy paralysis.

Develop UP, Bihar and WB


If India has to develop, UP, Bihar and West Bengal have to develop. We must remember that rapid economic growth, once a mere phrase, is within reach in the rest of India. For far too long, the hapless people of these states have been stuck in the rut of caste and religion. This tunnel vision has given them extreme poverty, illiteracy, disease, abysmal infrastructure, the worst law and order situation in India and the development of only a couple of powerful caste and religious groups. There is one silver lining now, though. PM Modi has forced rapid development on the agenda of political parties. If Modi succeeds in UP, Bihar and Bengal, he will succeed in India.

Corportisation of Railways

Debroy Committee has suggested corportisation of Railways. But for corportisation, you need to have competition. With only one stretch of rail line possible in a country, is it practical to have criss -cross of rail lines? This never takes place anywhere in the world. Agreed that a number of services provided by the Railways could be privatized, like maintenance of platforms, supply of linen and food in the trains. But can one imagine what will happen, when an Ambani owned passenger train would like to seek precedence over the other company's train by bribing? The best doctors of the country appear in the exams conducted by the UPSC and the first preference is Railways. If we privatize the Railway hospitals, then we will be getting doctors who have studied in China or Russia by paying capitation fees. Instead the panel should have suggested that all the Railway Hospitals should have a Medical College attached to it. Hospitals are a social sector activity and as per preamble of the Constitution and the Directive Principles it is the Government's responsibility. The Railway officers are transferred on frequent basis. If there are no schools, then their children will be left in the lurch. Why can't it be suggested that it should be converted into Central Schools? What about cross subsidization in railways? We are cross subsidizing the citizens of the country, who make frequent journeys only to attend to various ceremonies of their family like Mundan, Roka, Sagai, Kanchedan etc. Proper reasons for travel should be mentioned and the price of tickets should be on actual basis. There should be total ban on small distance travel say up to 100 kms and less on important passenger trains. For daily passengers, there should be only EMU trains. Earlier all the wagon manufacturing companies were in the private sector (BWEL, BSCL, Jessop & Braithwate). They were running on losses and the Government had to nationalize them. Why a private company will manufacture wagon, when they are dependent on a sole client i.e. Railways. They can never reach a mark to compete internationally.
Railways have huge tract of wasteland. It should be sold for raising funds. The Railway Bungalows occupy huge spaces. Some of them could be got rid of by constructing multistoried flats on those lands. Alternatively, they should encourage their employees to take house rent allowance. Further, unlimited the free tickets given to the legislatures should be abolished. Further, what we need most in the Railways in punctuality and hard work by their employees. It may also be remembered that passenger transport world over is subsidy and we should not be over-ambitious. The Indian Railways carry over 2 crore of passengers every day and we do not have much of an accidents. If passenger train has a path of 48 hours on land and gets late by 2 hours, a lot of hue & cry is raised. The default is only 4.1%. An Aircraft which has to be in air for only two hours is delayed by two hours, there is no such hue & cry inspite of the fact that the default is 100%. Then there are poor and not learned people in the country. They have also to travel. We cannot discipline them for causing filth on the railway property. Then there are hawkers, who sell items on the railway station and cause dirt. It will be inhuman to stop them, as they will be lift with no employment. Whenever Railway officials go on training abroad, they are told that why are you coming for training. As it is you are performing a massive job of carrying two crore passengers & freight of huge quantity with the limited resources.

GMs in Railways

The General Managers in the Ministry of Railways are in a grade in between Additional Secretary and Secretary. Most of them have employee strength more than two lakh under them. It is only one ministry in the country i.e. Ministry of Railways wherein, because of technical reasons, there is any reporting to any IAS officer. The Chairman, Railway Board like Cabinet Secretary is ex-officio Principal Secretary to the Government of India. It is a pity that the Ministry of Personnel do not treat them as civil servants. The Northern Railway Headquarters is at Baroda House. There are twenty officers in the Additional Secretary Scale and one General Manager. They were not invited for the Civil Services Day celebrations on April 21, 2015. The celebrations have almost become IAS centric. Earlier there was an award scheme for the staff and citizens who come out with a good suggestion on governance. This no longer exists. Why?

The Appellant had a marital dispute with his wife, who worked in the bank as an officer. He had been filing a number of RTI applications, repeatedly seeking information on various issues related to the said bank officer. The Appellant sought the copies of educational certificates of the bank officer claiming that the qualification of his wife has been mentioned as B.Sc, while she did not study science beyond class 10. The PIO denied the same under section 8 (1) (j) of the RTI Act claiming that it was personal information. The CIC referred to the observation of the Apex Court in the Central Board of Secondary Education & Anr. Vs. Aditya Bandopadhyay & Ors."…… if on the request of the employer or official superior or the head of a department, an employee furnishes his personal details and information, to be retained in confidence, the employer, the official superior or departmental head is expected to hold such personal information in confidence as a fiduciary, to be made use of or disclosed only if the employee's conduct or acts are found to be prejudicial to the employer."The CIC upheld the rejection of request for information.

Comments

Many government officials face applications seeking their details of loans taken, marital status, PAN number, income tax details, copies of form 16, details of movable and immovable assets and details of gifts etc. Such harassment of honest officials is not the objective of the RTI Act.
