MRPL's PPU commences commercial production
MRPL has successfully started commercial production of Polypropylene from its 4,40,000 MT/annum Polypropylene Unit (PPU) at Mangaluru. MRPL's Polypropylene Unit, the only one of its kind in South India, licensed by Novolen® and constructed by Engineers India Ltd (EIL) is integrated with its Phase III and gets its feedstock from its Petrochemical Fluidised Catalytic Cracking Unit (PFCCU). The Unit is backed by 4 Warehouses with capacity for 21 days cover and a fully Automated Pellet Bagging System. Why the Ministry of Statistics is in a mess?


This has reference to the comments of Ms Kalyani blaming the Additional Secretary for the present mess in MoS & PI. When the ministry is headed by the Chief Statistician of India who is also the Secretary of the ministry, how can the blame be levelled on AS? The real problem lies with inefficiency and inexperience of CSI on administrative and management issues. As a result, even an Under Secretary has audacity to disregard senior ISS officers. Secondly, CSI being an economist has a natural dislike for ISS.

Number of PS postings

I partially agree with Sharma questioning the rationality of number of posting of PS to PSO in the Office of Secretary. First of all, it is not a question of how many PSO to be posted with Secretary. It depends on the quantum of work Secretary has in his office. Moreover, if the officers are stagnating at the fag end of his career, his promotion should not be affected only because of the non-availability of post provided the officers fulfill all other requirements. It is the department that manipulates judiciously by posting the sufficient number of officers in the office of higher officers. As regards the temporary status of PSO, Sharma has himself given answer to this. Since the merger of CSSS with CSS has not taken place so far despite acceptance of recommendations of Sixth Pay Commission by the government, the temporary status has been continuing so far. Now, again it is in the ambit of Seventh Pay Commission and but it is the government who has to take a view on the issues involved in the merger of CSSS with CSS. It is the high time to consider the merger issues with parity in all respects so that no one should be badly affected with merger. In other words, officers of CSSS being merged with CSS should be given due weightage while giving effect to merger.

Probe posts held post retirement


Civil servants are manipulators. Most of them keep posts vacant or even create posts where they slot themselves post retirement. PMO should conduct an inquiry into IAS officers holding post retirement jobs and see the truth. All retired officers except those appointed in 2015 should be asked to resign and posts filled with serving Secretaries. There is no logic in manning government posts with retired officers when officers are waiting for postings in Government of India.

Attention high value cases

Income Tax department is going to take up high value cases pending in various appeals. This is good starting at least government has recognised some high value cases. Similarly government can also start tracking cases whose taxable income exceeds some high value say Rs 50 lakhs or Rs one crore not chasing people with income less than Rs 25 lakhs or Rs 40 lakhs realising government has limited resources and cannot track all cases. Any financial decision makes an impact on stock market. Nowadays it is moving southward. First track foreign money which has been accumulated without paying proper tax then move inside. Simplify tax rules and information gathering system. CBDT has no vision how to bring traders in tax net. Start targeting/surveying one market each week in big cities. Unless expenditure is tracked there is no way to find out real money which is without paying tax.

Why USs avoid speaking to media?


Can you shed light on whether the PPS's APAR is the same as of Steno or Grade II PA or Private Secretary? Sometimes Matriculate people are better than Grads! I have seen many USs avoid speaking to journalists whereas PAs do not mind to speak to journalists. Why? Can u share the reason why Grads US are running away from speaking to journalists. Moreover never think DP US are equivalent to officers who passed Civil Service exam.

Performance appraisal


Performance appraisal system in one of Maharatna PSU- the system is based corruption, regionalism, casteism-based. People who are well connected to politicians and babus and are kith and kin and belong to some backward and corrupt regions are benefitted. People who forged date of birth affidavits and degree certificates and joined as lateral entry are benefitted. It is astonishing that an honest, sincere and qualified person who got O rating in the previous years got B or C rating in the current year. Here price tag and money bags plays vital role for promotions, temporary transfers and lateral entry. Here, there is one scale for E6, E7 & E8 grades. People who never worked in plants and never seen plants and are TA's to top brass are getting faster promotions. Will the government abolish this system and investigate a CBI investigation? Will this government help to bring honest, sincere and qualified and based on date of joining? Will the government punish the corrupt, the frauds? Will the government revamp and restructure this core Maharatna PSU?

DATE WITH RTI

The Appellant had a marital dispute with his wife, who worked in the bank as an officer. He had been filing a number of RTI applications, repeatedly seeking information on various issues related to the said bank officer. The Appellant sought the copies of educational certificates of the bank officer claiming that the qualification of his wife has been mentioned as B.Sc, while she did not study science beyond class 10. The PIO denied the same under section 8 (1) (j) of the RTI Act claiming that it was personal information. The CIC referred to the observation of the Apex Court in the Central Board of Secondary Education & Anr. Vs. Aditya Bandopadhyay & Ors."…… if on the request of the employer or official superior or the head of a department, an employee furnishes his personal details and information, to be retained in confidence, the employer, the official superior or departmental head is expected to hold such personal information in confidence as a fiduciary, to be made use of or disclosed only if the employee's conduct or acts are found to be prejudicial to the employer."The CIC upheld the rejection of request for information.

Comments

Many government officials face applications seeking their details of loans taken, marital status, PAN number, income tax details, copies of form 16, details of movable and immovable assets and details of gifts etc. Such harassment of honest officials is not the objective of the RTI Act.
