Madhya Pradesh Tourism sets a world record
International Standards Organization (ISO) through a certificate issued
May 18, 2015 confirmed that Madhya Pradesh State Tourism Development
Corporation Ltd. with 24 ISO certifications has attained maximum such
certifications in the global tourism industry. This certificate was
presented by the representative of ISO to Shivraj Singh Chouhan, Chief
Minister of the state on MP Tourism Day, May 25, 2015. It may be mentioned
that Ashwani Lohani is the Managing Director & Commissioner Tourism
in the Govt of Madhya Pradesh.

Name of former CBDT Chairman K V Chowdary
has been cleared for the post of Central Vigilance Commissioner (CVC).
He is 1978 batch IRS (IT) officer. Formal announcement is expected only
after the return of President Pranab Mukherjee from foreign visit on
Thursday . He is presently Advisor to the Special Investigation Team
(SIT) that is probing black money cases.
Vijai Sharma to be new CIC
Senior most Information Commissioner Vijai Sharma is all set to become
new Chief Information Commissioner (CIC). He is former 1974 batch IAS
officer of UP cadre. Formal announcement is expected only after the

Outgoing CMD of the Bank of India Ms V R Iyer is being tipped to be

Parliamentary Standing Committee on Defence
witnesses flying display at HAL (UPDATED)
The Parliamentary Standing Committee on Defence witnessed a spectacular
flying display that included formation of indigenised helicopters, LCA
-Tejas, IJT, HAL upgraded Jaugar (Darin III), LCH and ALH Weaponised
version (Rudra) at HAL airport here today. Major General B C Khanduri,
AVSM (Retd) is the Chairperson of the Committee consisting of members
from Lok Sabha and Rajya Sabha. He described the visit as extremely
educative and valuable briefing from HAL. The members also visited
HAL facilities at the engine division, aerospace division (PSLV/GSLV
shop floors), ALH design hangar, ALH flight hangar and LCA Tejas manufacturing
facility. T Suvarna Raju, CMD, HAL and other senior officials accompanied
the visitors. Later, a presentation on various on-going projects of
HAL was made to the Committee members at HALs Bangalore Complex.

DoPT agrees to transfer cadre of Ms Bafna
to MP (UPDATED)
An inter-cadre transfer proposal of Ms Riju Bafna from Chhattisgarh
cadre to Madhya Pradesh cadre has now been accepted by the Government
of India. Ms Bafna wanted to join Madhya Pradesh cadre on the basis
of marriage to Avi Prasad, a 2014 batch IAS officer of MP cadre, but
her proposal was rejected twice by the Department of Personnel and Training
(DoPT) as her parent cadre was not agree for change of cadre. She is

Post retirement jobs
I fully endorse the idea that no retiring govt officer should be given
post retirement jobs for 2-3 years. Those who got such jobs in the last
two years especially those who got it under the Ministry where they
have worked during the last 10 years of their career, should be removed
and the posts also abolished.

Rassi jal gayi per bal nahin gaye
On May 29, the newspapers carried a news alongwith photographs announcing
that Yaduvir Krishnadutt Vadyaar was anointed as the 27th King of Mysore.
It is a great tragedy and an afront to our sovereignty that even after
the princely states were abolished on the dawn of the independence in
1947 and the then rulers had signed the Instrument of Accession, the
progeny of the erstwhile kings have not accepted this fact of history
and refuse to be treated as just honourable citizens of the country
like others and equal like others. They still feel that they are the
Royal Blood and Heaven born and it is their birthright to be anointed
as kings and queens and to be addressed as Maharajas or Rani sahiba
or Rajmata. The innermost feelings, sense of superiority over all others
and the sense of pride in their ancestry makes them feel a class apart
from others. They expect obeisance from civil servants and all others
when they meet them. Alas! even after 67 years of having becomea democracy,
India is still divided into classes and sub-classes.
The other side of the coin is that certain communities continue to claim
reservations and when not granted do not hesitate to cause untold hardship
to the people in general by stopping train and road traffic. Rlyus.
have incurred huge losses because of Gujjar agitation and so also goods
traffic on road. Who will recoup the losses and who will restore sanity
in the misguided Indians. Will the politicians of all hues and parties
sit together and take a decision to do away with all reservations and
make India a really classless society now? Has any democracy progressed
on the basis of such stupid fallacies ?

Health care for pensioners
The Health Minister of India perhaps does not know what CGHS is. That
is why no facilities for pensioners who are senior citizens even when
they had deposited heavy amount for getting pensioners' CGHS card. MPs
and politicians are getting medicines delivered at their residence by
CGHS. Their servants are also drawing unlimited medicines from CGHS
dispensaries. All on account of CGHS beneficiaries.

Entry for stenos
I beg to differ with Kumar. Entry for stenos is still 10 +2 and for
other grades it is now minimum graduation, even for a clerk. Plus shorthand
has lost its significance due to technology of computers. There is no
parallel between the two. PA/PS/PPS/SPPS/Staff Officers do nothing except
yes sir and act as khabris (informers) and keep secrets of personal
life of the officer. We are in globalized world now executive authority,
accountability and performance principles be the guidelines for good
delivery in the GoI rather than having yes men.

Stenographers' issue
I fully agree with the views and analytical approach of VP Sharma and
Kumar on Stenographic Service. Stenographer to PSO no one is incompetent
to render any duty assigned by the senior bureaucrats... To maintain
or interact with a JS one steno can easily accommodate but several US
rank officers. If both the cadres will be merged it will be much convenient
to Stenographic Cadres to pursue their career progression.

Whosoever is appointed Secretary, Ministry of Power it should be ensured
that none of them 'mulch' the PSUs under its control. One of the persons
whose name has been suggested had been mulching the REC. This came out
through RTI reply.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
