I'm a regular follower of whispers in the corridor. Its updates are very useful. If whispers in the corridors also includes various vacancies in central and various state governments on deputations on regular basis, the same will add on to it .

During a discussion about who is more powerful - an IAS or an IPS official, it was heard that while an IAS official can make or mar things through his pen, an IPS is more effective physically (IAS ka pen chaltaa hai, IPS ka dandaa).

Imaginary Interview with Arnab Goswami

The other day I was on a flight from Delhi to Mumbai .... reached my designated seat. ... and guess who was seated on the adjoining seat.... King of Noise (he pronounces it erroneously as News) Arnab Gowswami .

Me: Have a nice flight .... (hinting ...keep mum )!!

Arnab (A): <loudly ...bordering on shouting> 1 hour 50 minutes .... how will I pass my time (he got the hint ...after all he is Cambridge educated)

Me: Read the news... here take some of my magazines .... will help you in your Nois...sorry News Show tonight!!

A: Arnab and read News .... I create News ....

Me: Yes this one I have heard too... that you manufacture News!

A: Do not be sarcy with me .... I am Arnab ... you are on the News Hour and the Nation is watching you!

Me: Oye Mr Nutty ... this is a personal conversation ....

A: Sorry ... sorry ...its a habit now to say this .... you must be watching my News Show!!

Me: 9 PM and in my home we switch on to some Entertainment Channel ... though your show is entertaining ... but it's too loud. .. and when my dog Napoleon hears you he starts to howl!!

A: < Shouting> The Nation wants to know why you consider Times Super Prime Time as noisy entertainment ??

Me: There is no content...loud. .. jokers from India and Pakistan ... and makes some laugh and some cry ...

A: Let me put this simple and direct question .... why do you take me so lightly ????

Me: Well let me put it simply and directly ..... many like me consider you to be a Actor .... Bollywood type ....

Arnab: I am worried ... I am concerned ... I will not let you get away.... how can you take The Arnab Gowswami lightly ..... politicians tremble in front of me!!!

Me: Chall... chall... manjaa matt lappet.... have you forgotten how you behaved when you interviewed Raj Thackrey...many say you even wore a adult diaper .... you were so ..so scared!!

Arnab: Me and scared .... I will not let you politicise this!!

Me: Whaaaa. ... where am I doing this. .. yaar stop using your TV threats here .. this is a private conversation...

A: Watch it... this is Arnab you are talking to .... I will get to the bottom of this !!

Me: But tell me why are you shouting .... we are just arguing ....

A: Yaar am I that loud... in fact I was trying to keep my volume low!!

Me: Boy of this is low I am sure your regulars like ... Ketkar.. Jha... Gaurav... Hillali...Sabaa.. Bal. ... must be very hard of hearing .... and please tell what is it with the shiny suits ... striped ties .... thick glasses???

A: Well my image makers gave me the Corporate CA look .... they say makes me look formally analytical. How would you rate my News programme??

Me: When I used to view it ..... I found you too self centred .. bullying type ...

A: Enough ...not one more word ...

Me: And what will you do.... by the way they say you are scared of your wife (Reference ..12 things you do nut know about Arnab) !!!

A: Let the plane land... give me your mobile number and I will make a Conference call and you can check out who is scared of who!!

The Plane lands ... in the baggage reclaim area I get a call....

A: This is Arnab here .....

Lady Voice: Yes Sir... when are you coming ..waiting for you ... has the driver reached ???

Phone disconnects ... tap on my shoulder ..

A: See how respectful my wife is to me ... she addressed me as Sir ... you heard it on the conference call I made !!

Me: You trying to pull a fast one on me.... atleast you could have used a voice that is not recognised. ... that was Navika talking to you.

Arnab: I demand an apology!!

Me: Chal Arnab now vamoose .... at the rate you are going ..... Times News will become .... Arnab ' s Believe it or not show!!

Arnab: Never ever am I going to talk to you.

In bureaucratic circles it is widely believed that Secretary Financial Services Dr Hasmukh Adhia will succeed P K Sinha as Cabinet Secretary. He belongs to 1981 batch IAS of Gujarat cadre.

One dozen short-listed for CEO and MD of PSU banks

One dozen candidates have been shortlisted for the post of CEO and MD of five large public sector banks. The banks include PNB, BoB and Canara Bank. The ACC will clear five names by July.

Now PSU vacancies for Private Sector professionals

Now there is again a move to open vacancies in PSUs for private sector professionals. In UPA government this option had been discontinued in April 2013.

Except nine, all GoI departments have IAS secretaries
In the Government of India, all ministries and maximum departments have IAS as Secretary or HoD. But nine departments are related to science, research and agriculture like DRDO, Railways, ISRO, Science & Tech, Nuclear Energy, ICAR, UGC where experts are heading the department.

Extension rejected?

According to sources an IG level IPS officer's extension application has been rejected by the MHA. The said officer is going to complete his central deputation period shortly and had applied for extension for some more time. He is posted in a CPMF in Delhi.

Who will become NHRC head?

National Human Rights Commission (NHRC) is headless for more than one month. Government seems to be in no hurry to fill up the post of Chairman, NHRC.

IPS queue for central deputation

If sources are to be believed, about two dozen IPS officers from various cadre and batches are in the queue for central deputation. How many would be successful, depends on their luck.

Jobs on PSU Boards not bed of roses


Rumour has it that the selection process at Board level in Public Sector Undertakings (PSUs) is going to be tougher with the Government of India mulling over psychometric tests of candidates. A high level committee comprising of six experts will decide the fate of candidates recommended by the PESB.

The Public Enterprises Selection Board (PESB) has invited applications for the post of Chairman-cum-Managing Director, Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) lying vacant since March 20, 2015. Those willing to apply can send their applications to the PESB before August 7, 2015.

Sandhu is oldest CPMF officer?
Shamsher Singh Sandhu is said to be the oldest working Central Para Military Forces (CMPF) officer in the country. He joined CRPF in 1976 and at present is posted as IG, CRPF. He is schedule to retire in January next year. He is hopeful that before retirement he should become ADG. which is due since January this year.

Will Ms Jamir be new PS to HRD Minister ?

Name of Ms M Imkongla Jamir is doing the rounds as successor to Ms Binita Thakur, PS to Union HRD Minister Smriti Irani. Ms Jamir is 2002 batch IAS officer of Karnataka cadre.

454 promotee IAS officers to undergo induction training

As many as 454 officers of various State Services or non-SCS, who have been inducted into Indian Administrative Service (IAS), are required to undergo an induction training to gain all India perspective to governance and public administration at LBSNAA, Mussoorie, ATI West Bengal, ATI Mysore and IMG Kerala from July 27 to December 11, 2015.

NTPC Limited organized its 13th Foreign Lenders Meet in Mumbai recently. UPA vis a vis NDA for Government Servants

Government servants have been enjoying the enhanced perks and salaries without doing any work in UPA government but NDA is not so magnanimous for them. Thus, UPA was good for those who did not to work and NDA is good for honest and hard working and also for public.

Jaitley's comparison

In defence services, 80% of the combatants retire around 50. It's a deception if Jaitley is comparing them with para-military forces just to delay finalisation of OROP. Some or other FM, Jaitley who has been defeated in the last elections has become a bad influence on Modi whether it is getting back Swiss black money, punishing UPA looters. He is ensuring that the present law that will take decades to complete any case. Will continue.

Don't undermine CSSS

It is a biased view from Harish Kumar. Especially CSS people are jealous of CSSS and we always have to depend on CSS even for a small official work. Don't try to undermine CSSS as we are the backbone for officers and a bridge for the office/s and officer. We are always, determined, focussed and determined in our work. Such a comment like liability can be avoided in future.

Reality about politicians

Develop UP, West Bengaland Bihar. Well said. But people of these states should understand the type of politicians who rule them.The other day, I just asked a Bihari labourer who has come thousands ofkilometers from Bangalore and is living in animal-likeconditions and working in a site near my residence.He looked filthier than a street dog. On asking about Laloo, he was all praise for him. He told me that in Laloo's time in Bihar, if a person like me asked for police help they will not come, but if a person like him calls they will come running. This is the criteria of assessing good governance. And Laloo in his decade of caste ridden and criminal rule has brought the state to the bottom in economic development. And this man convicted of corruption is now going around giving political sermons. The only way to save these states is to amend the constitution, declare political holiday for ten years and bring the administration under an able bureaucrat.

How can DOPT guidelines be violated?

This is really bizarre. How can the DOPT guidelines be violated? MHRD should at least follow the laid down procedure. The PMO should intervene in such matters.

There were few DGMs. In case they are selected it will be a history in banking that DGM becoming CMD, It happened once in Union Bank if i am correct. Raghu Raj Bhalla was elevated to the post of CMD from DGM.

Talking to journalists

According to me, neither PS nor Under Secretary is allowed to speak to journalists. Only an officer of the rank of Joint Secretary is permitted to speak to journalists and a gist of what he talked with journalist should be reported to Secretary. If at all some PS is speaking to journalists and caught red-handed, necessary action should be taken under Conduct Rules/Official Secrets Act. It is disturbing to watch in News Channels that the anchors very often flash photo copies of important decisions taken by the Cabinet on Security/FDI/Budget matters. Who is giving such copies to the Scribes?

This is with reference to Ashok Chadha`s query in 19.6.15. Today titled "Why USs avoid speaking to media". As per existing instructions in the Government of India, nobody below the rank of Joint Secretary can speak to journalists. Therefore, there is no question of either USs or PPSs speaking to journalists.

DATE WITH RTI

The Appellant had a marital dispute with his wife, who worked in the bank as an officer. He had been filing a number of RTI applications, repeatedly seeking information on various issues related to the said bank officer. The Appellant sought the copies of educational certificates of the bank officer claiming that the qualification of his wife has been mentioned as B.Sc, while she did not study science beyond class 10. The PIO denied the same under section 8 (1) (j) of the RTI Act claiming that it was personal information. The CIC referred to the observation of the Apex Court in the Central Board of Secondary Education & Anr. Vs. Aditya Bandopadhyay & Ors."…… if on the request of the employer or official superior or the head of a department, an employee furnishes his personal details and information, to be retained in confidence, the employer, the official superior or departmental head is expected to hold such personal information in confidence as a fiduciary, to be made use of or disclosed only if the employee's conduct or acts are found to be prejudicial to the employer."The CIC upheld the rejection of request for information.

Comments

Many government officials face applications seeking their details of loans taken, marital status, PAN number, income tax details, copies of form 16, details of movable and immovable assets and details of gifts etc. Such harassment of honest officials is not the objective of the RTI Act.
