Change is inevitable
Change is inevitable and if it is surrounded by positive vibe of ideas
and values then it transforms into pride. Pride to do so.
There is huge difference between NDA & UPA working environment and
most noticeable transformation is in thinking British Raj style to Bharatiyata
i.e. don't expect respect instead earn it by working innovatively.
Above all, there is willingness to work hard. It's only due to one
person our Prime Minister. The crystal thought of our Prime Minister
to bring-out reflection from your hard work & feel proud about your

CBDT: New Data Mining tool
A very good step by CBDT about new data mining tool which can access
PAN based information but CBDT is still far far away to bring the people
who do not file returns and not indicate PAN for transactions like traders
or anybody who do cash transactions and do not show their credentials.
CBDT is not able to think out of box to bring such people in tax net.
It requires clear vision and innovative method to do the job. Any how
this move is good to start.

Small quantum appeals
While it is welcome that high value cases are given priority for disposal
of appeal by the IT departrment, it should not be forgotten that equity
mandate that even small quantum appeals should not be allowed to be
languished. Any appeal pending for over one year deserves priority irrespective
of quantum.

Know the basics
How can an officer of Railway Medical Health Services be considered
for posting as GMs. Do they, know the basics of wagon, engines, coaches,
bogies, couplers, railway track, planning and operations? They have
a post of Director, General Health Services equivalent to that of Secretary
and they should be satisfied with that.

The Appellant had a marital dispute with his wife, who worked
in the bank as an officer. He had been filing a number of RTI
applications, repeatedly seeking information on various issues
related to the said bank officer. The Appellant sought the copies
of educational certificates of the bank officer claiming that
the qualification of his wife has been mentioned as B.Sc, while
she did not study science beyond class 10. The PIO denied the
same under section 8 (1) (j) of the RTI Act claiming that it was
personal information. The CIC referred to the observation of the
Apex Court in the Central Board of Secondary Education & Anr.

request of the employer or official superior or the head of a
department, an employee furnishes his personal details and information,
to be retained in confidence, the employer, the official superior
or departmental head is expected to hold such personal information
in confidence as a fiduciary, to be made use of or disclosed only
if the employee's conduct or acts are found to be prejudicial
to the employer."The CIC upheld the rejection of request
for information.
Comments
Many government officials face applications seeking their details
of loans taken, marital status, PAN number, income tax details,
copies of form 16, details of movable and immovable assets and
details of gifts etc. Such harassment of honest officials is not
the objective of the RTI Act.
