Railways has huge chunk of land .They should use it at least for plantation
of teak, babul,eucalyptus trees so that it is environmental friendly
and costs less and encroachments can be avoided so that railway land
will be protected.

Number of PS postings - Food for thought for Pay Commission
I agree with VP Sharma that the number of Sr. PPS/PPS/PSs posted in
a Secretary's office should depend on the quantum of work of the Secretary.
This should be considered by the Pay Commission. Secretaries of smaller
departments should have one Sr. PPS/PPS/PS but bigger Ministries like
Home, Finance, Environment, Forests & Climate Change, Defence, HRD,
etc. should have additional hands in the Office of the Secretary either
as another Sr. PPS/PPS/PS or a Staff Officer, as they are practically
having more than one Department under them. The staff officer could
be from CSS or AIS. Job profile and level of Staff Officer could be
worked out by the Pay Commission. Ideally it should be co-terminus with
the tenure of Secretary and the Secretary should have a say in the posting
of the Staff Officer.
Regarding merger of CSSS and CSS, I think Personal Assistants (Stenographers
Grade C) are already entitled to write the Section Officers' Exam conducted
by the UPSC. If they are capable, they can get into CSS. But once a
stenographer reaches the position of Private Secretary (which is a gazetted
rank and equivalent to Section Officer), he becomes unfit for holding
the post of Section Officer because of his lack of proper experience.
However, as was the practice in the past, some selected PSs could be
posted as Section Officer or PPSs as Under Secretary for a couple of
years. This can also be considered by the Pay Commission.

Will veteran get OROP?
Thanks 'whispers' for covering veteran cause. It is believed that OROP
has been put in cold at the time of PM & Former PM meet. One can
assume the govt stand on OROP if one understands that "in South
Block, Ministry of Defence itself where Raksha Mantri and PM have their
offices; there is zero ex-serviceman on job in place of their 10% reserved
job quota in class 'C' positions, there should be 1000s of veterans
if PM or RM are sincere to soldiers". Therefore, NDA and UPA are
same. Neither soldiers nor government orders have any meaning to them.
It is like 'diya tale andhera'.

Petition to clear One Rank, One Pension Rule
Army veterans' pension should not depend on the year in which they retired.
The one rank, one pension rule means that retired soldiers of the same
rank and length of service will receive the same pension, regardless
of when they retire. As of now, the date of retirement determines the
amount of pension. With each Pay Commission coming up with its recommendations
every 10 years, the military veterans who retire early, receive less
pension as compared to those who retired later with the same rank and
length of service So far the forces have always been neglected because
they were never perceived as a constituency - even ESM, leave alone
serving personnel and their families. Now with the constant clamor from
various ex servicemen organisations, the political class under the BJP
government has taken notice. Very soon we'll be perceived as constituency
also provided we value our votes even while serving. The real stumbling
block is the bureaucracy, particularly the IAS types backed by the finance
guys. They pose real challenge to the political class, whom the IAS
consider as tenants of power-dom; the ownership of real power actually
vesting in them (IAS), as they gleefully though subtly acclaim. If OROP
is cleared with strings attached, it could be used for denying various
future benefits, scrupulously or unscrupulously. The greatest challenge
for the PM and his ministers will be to put the bureaucracy in its proper
place on this matter of national interest.

The Appellant had a marital dispute with his wife, who worked
in the bank as an officer. He had been filing a number of RTI
applications, repeatedly seeking information on various issues
related to the said bank officer. The Appellant sought the copies
of educational certificates of the bank officer claiming that
the qualification of his wife has been mentioned as B.Sc, while
she did not study science beyond class 10. The PIO denied the
same under section 8 (1) (j) of the RTI Act claiming that it was
personal information. The CIC referred to the observation of the
Apex Court in the Central Board of Secondary Education & Anr.

if on the
request of the employer or official superior or the head of a
department, an employee furnishes his personal details and information,
to be retained in confidence, the employer, the official superior
or departmental head is expected to hold such personal information
in confidence as a fiduciary, to be made use of or disclosed only
if the employee's conduct or acts are found to be prejudicial
to the employer."The CIC upheld the rejection of request
for information.
Comments
Many government officials face applications seeking their details
of loans taken, marital status, PAN number, income tax details,
copies of form 16, details of movable and immovable assets and
details of gifts etc. Such harassment of honest officials is not
the objective of the RTI Act.
