'NBCC organizes it's first National Construction
Conclave'-2015 (UPDATED)
NBCC has organised its first National Construction Conclave'-2015 on
June 23, 2015 in New Delhi. On this occasion Dr. A.P. J. Abdul Kalam;

HAL completes hot weather flight trials of
LCH (UPDATED)
HAL's indigenously designed and developed Light Combat Helicopter (LCH)
attained a milestone by successfully completing the hot weather flight
trials for a nearly one week at Jodhpur recently. "Test flights
were carried out in the temperature range of 39 to 42 degree Celsius.
These were done with the involvement of customer pilots from Indian
Air Force and Army in presence of representatives from RCMA and DGAQA",
says T Suvarana Raju, CMD, HAL. LCH prototype, TD-3 was ferried from
Bengaluru to Jodhpur to achieve the successful trials. The flight testing
covered 'temperature survey of engine bay and hydraulic system', 'assessment
of performance', 'handling qualities and loads' at different 'all up
weights', 'low speed handling' and 'height-velocity diagram establishment'.
LCH had completed cold weather flight testing at Leh in February 2015.
Two LCH - one on static and another on flying display- enthralled people
at Aero India 2015 held in Bengaluru earlier this year. The LCH is expected
to receive Initial Operational Clearance and enter into series production
by the end of this year.

Bureaucracy in UPA regime and under NDA government
I remember a young boy, who had passed his Mains, had come to me for
guidance, around four years ago, as to which cadre he should choose.
I remember I asked him which cadre he wanted to choose. His answer was
Uttar Pradesh as he belonged to Varanasi, Uttar Pradesh because he felt
that many Cabinet Secretaries and Secretaries in the Government of India
were from UP cadre. I asked him if he had any other State in his mind,
to which he replied Gujarat because he had done his MBBS from there
and was also working in that State. Four years ago, Gujarat State was
on its prime with Narendra Modi in charge as its Chief Minister. I told
him that he should choose Gujarat as his cadre because it is peaceful
and you have lot of freedom to do good work. You have direct access
to the Chief Minister. You can put forward your ideas and suggestions
to the Government. The Government was prompt enough to accept good ideas.
The plus points I gave to him are the real advantage of working under
NDA Government. The only minus point under NDA regime is that officers
are required to come to office on time and are not allowed to waste
time in 'gup shups'.

Non-compliance of DOPT's order regarding utilisation of facilities of
CPSEs
On the findings of Committee of Secretaries [CoS], Government had decided
that there is no need to access any infrastructure facilities of the
Central Public Sector Enterprises (CPSEs) by the officials of the Central
Government. An OM No. 44011/4(s)/2007-Estt.(B) dated 22nd February,
2010 to this regard was issued by the Department of Personnel and Training
[DOPT] for compliance of all the Ministries/Departments and its respective
CPSEs. They were requested to issue appropriate instructions to all
concerned for not utilizing the infrastructure of any CPSEs by the officers/staff
in the Government Departments and that any such use shall attract suitable
action against them. Any manpower/other facilities from CPSEs already
being availed by the Ministries/Departments will be returned by the
concerned Ministries at the earliest possible. Despite this, there is
no change at all in attitude of Ministries/Departments. They are freely
utilizing the manpower and facilities of CPSEs. Will the Prime Minister
listen to this plight of the CPSEs?

The much trumpeted "Short service span" of defense forces
is more than adequately compensated by the government with full pension
(even without completing minimum pensionable service of 20 years which
is mandatory for all
other govt employees including other armed forces like BSF ITBP CRPF
etc.), an elaborate rehabilitation plan preparatory to the exit with
full time vocational courses at premiere institutes of the country (for
durations that may extend up to 2-3 years while drawing full salary
and emoluments) and the Ex- servicemen quota in all government jobs!
These sops too cost the government exchequer dearly. Moreover, these
terms of service are well spelt out from the beginning and recruits
of all ranks join knowing it fully well and with adequate planning.
So please stop projecting short service span of defense forces as if
it occurs as some kind of sudden unannounced midway layoff from the
government!
Compensation package has to be seen in totality. Government fulfills
all its obligations commensurate with the period and type of service
rendered to it. Tomorrow they will start asking for OROP for short service
commissioned officers (who render mostly just 5 years service only)
by taking their same unfounded arguments to ridiculous levels!
Where as, nne of the above sops are available to the armed forces like
CRPF/BSF/ITBP who need minimum 20 years service for even VRS! Even they
are having short service span of age up to 57 years and not 60. Only
DIG and above get this extended tenure to 60 years of age which is not
even 1% of total strength. This shortened service of forces is not compensated
anywhere in anyway. And they are treated as any other government servants
despite doing the work of defense forces in addition to their own charter.
CRPF/BSF/ITBP etc are also not getting regular pension (old Pension
scheme) like the Indian Army since 2004. They have been put under more
risky and contributory new pension scheme just like any other civilian
government servant despite having service conditions as hazardous as
Army. So please stop spreading lies about OROP.
It is really amazing how defence forces are using their training in
propaganda for arm-twisting their own govErnment by to cuff up all the
benefits for themselves for all the work being done equally by CRPF/ITBP/BSF
too on ground. Government should not give in to this black mail without
bjective analysis and disregarding their actual workhorses i.e.the CRPF/ITBP/BSF.
Everybody likes getting freebees, but defense forces should not make
it look so blatant by grabbing onto what actually belongs to CRPF/ITBP/BSF
by unleashing a misplaced disinformation campaign!

Why Armymen are called jawans?
An Army veteran commented in the Forum yesterday that Army Combatant
start retiring at 50. I really wonder what kind of veteran is he? More
than 90 percent of Soldiers recruited between the age of 18 to 20 years,
on completion of 18 - 20 years service retire between the age of 36
- 40 as barely 10 percent climb up the ladder where retiring ages are
higher. That is why they are still called "Jawan".

To eradicate corruption, malpractices, frauds, forgery in age affidavits,
government should ask PESB to modify the eligibility criteria for selection
of CMD's & Directors in CPSE, Maharatna units. The maximum age limit
for outside candidates should be 58 years. This will be a clear cut
message to corrupt, frauds, lobbyists, politicians and babus connects
and their kith and kin.

Privatisation of Indian Railways
The Bibek Debroy Committee, appointed by the Narendra Modi government,
has prepared a blue print for the privatisation of the Indian Railways.
The Committee has recommended that private players should be allowed
to run passenger trains, and that the Separate Railway Budget should
be scrapped. It is also recommended that a Railway Regulatory Authority
should be set up. It is apalling to note that the Committee has recommended
that there is no necessity for running hospitals, schools, catering,
Railway Protection Force etc, by the railways. Private players should
be allowed in the manufacturing of coaches, wagons and locomotives,
the Committee has recommended. It is very important to note that the
Bibek Debroy Committee has made the recommendations in the back drop
of the government's decision to allow 100% FDI. Undoubtedly, if the
recommendations are implemented, it will result in the Indian Railways
being taken over by Indian and multi national corporates. Bibek Debroy,
a member of the NITI Ayog has said that this is not the privatization
of Indian Railways, but only private entry. So, what happened in the
telecom 15 years ago, is going to happen in the railways also. Railways
unions are observing 'Black Day' on 30.06.2015, against the Debroy committee
report.B.S.N.L,Sanchar Nigam Executives'Association fully supports the
demands of Railway employees unions. We denounces the Bibek Debroy Committee
report and demands that it should be scrapped.

The Appellant had a marital dispute with his wife, who worked
in the bank as an officer. He had been filing a number of RTI
applications, repeatedly seeking information on various issues
related to the said bank officer. The Appellant sought the copies
of educational certificates of the bank officer claiming that
the qualification of his wife has been mentioned as B.Sc, while
she did not study science beyond class 10. The PIO denied the
same under section 8 (1) (j) of the RTI Act claiming that it was
personal information. The CIC referred to the observation of the
Apex Court in the Central Board of Secondary Education & Anr.

department, an employee furnishes his personal details and information,
to be retained in confidence, the employer, the official superior
or departmental head is expected to hold such personal information
in confidence as a fiduciary, to be made use of or disclosed only

to the employer."The CIC upheld the rejection of request
for information.
Comments
Many government officials face applications seeking their details
of loans taken, marital status, PAN number, income tax details,
copies of form 16, details of movable and immovable assets and
details of gifts etc. Such harassment of honest officials is not
the objective of the RTI Act.
