Two Indian Forest Service officers of Gujarat cadre have got important
assignments in the Government of India. While N K Singh is joint secretary
to the Ministry of Mines, A K Verma is joint secretary, power.
Jitendra Kumar joins NITI Aayog
Jitendra Kumar has joined as Advisor at Joint Secretary level in NITI
Aayog. He is a 1987 batch IFS officer of AGMUT cadre.

A new body of IRS (C&CE) Association has been constituted with the
selection of Dr Johan Joseph (1984) as President and Yogendra Garg (1990)
as Vice President. Besides, Anwar Ali TP has been elected as General
Secretary and Gandhi Donthi as Treasurer. Ms Neha Garg, Dinesh Bisen,
Ravneet Singh Khurana and Saurabh Kumar will be Joint Secretaries.

PESB advises Textile Secretary to appoint DF, NJMC on deputation basis
The Public Enterprises Selection Board (PESB) has advised Secretary,
Textiles to re-assess the necessity for a full-time Director (Finance),
NJMC and if found so, appoint a person on deputation basis after it
failed to select the candidate for the post at the selection meeting
held on June 23, 2015. Only one person turned up for the interview.

Financial restructuring of ALIMCO, Kanpur
Conversion of interest of Rs.39.53 crore accrued on the loan of Rs.21.82
crore provided to Artificial Limbs Manufacturing Corporation of India
(ALIMCO), Kanpur during the years 1977-78 to 2001-02 has been approved
by the Government of India and penal interest of Rs. 12.61 crore on
this amount as on March 31,.2015 that is a total of Rs. 52.14 crore
(Rs.39.53 crore + 12.61 crore) into equity. Penal Interest after 31.03.2015
has been waived.

CBI arrests CSS officer for accepting bribe
(UPDATED)
A Central Secretariat Service (CSS) officer, who is on deputation to
Central Board of Film Certification, Hyderabad, as Regional Officer,
has been arrested by the Central Bureau of Investigation (CBI) for accepting
a bribe of Rs 10, 000 as first installment of total bribe of Rs 1,00,000
from the complainant.

There is a work culture in NDA Government and networking was there in

Why Armymen are called jawans
An Army Veteran commented in the Forum yesterday that Army Combatant
start retiring at 50. I really wonder what kind of veteran is he? More
than 90 percent of Soldiers recruited between the age of 18 to 20 years,
on completion of 18 - 20 years service retire between the age of 36
- 40 as barely 10 percent climb up the ladder where retiring ages are
higher. That is why they are still called "Jawan"..

Is it not possible for entire system to locate, bring back these elite
persons or system help them systematically.

Only cleared candidates be interviewed
PESB should shortlist candidates for interview and get their clearance
from CVC and only cleared candidates must be called for interviews.
This shall save lot of time and unnecessary complaints against selected
candidates.

Punctuality in offices
DoP&T's stress on punctuality (ToI, June 23) in government offices
fills one with a sense of déjà vu. Despite ritualistic
instructions issued by successive dispensations, year after year, the
situation has not improved during the past 67 years except during the
Emergency (1975-77). Digitalisation has not helped. With biometric attendance
system , no punitive action is taken by ministries to punish defaulters
and habitual late-comers. Worse, the seniors are not aware whether the
official time is actually spent on quality output. The common perception
is : the officials indulge in gossiping and tale-carrying in corridors
of powers , tea-spree at subsidized rates etc. Surprise checks at work
places are seldom conducted.It does not require suspension of Fundamental
/ Human rights of public servants in order to be punctual.

The Appellant had a marital dispute with his wife, who worked
in the bank as an officer. He had been filing a number of RTI
applications, repeatedly seeking information on various issues
related to the said bank officer. The Appellant sought the copies
of educational certificates of the bank officer claiming that
the qualification of his wife has been mentioned as B.Sc, while
she did not study science beyond class 10. The PIO denied the
same under section 8 (1) (j) of the RTI Act claiming that it was
personal information. The CIC referred to the observation of the
Apex Court in the Central Board of Secondary Education & Anr.

if on the
request of the employer or official superior or the head of a
department, an employee furnishes his personal details and information,
to be retained in confidence, the employer, the official superior
or departmental head is expected to hold such personal information
in confidence as a fiduciary, to be made use of or disclosed only
if the employee's conduct or acts are found to be prejudicial
to the employer."The CIC upheld the rejection of request
for information.
Comments
Many government officials face applications seeking their details
of loans taken, marital status, PAN number, income tax details,
copies of form 16, details of movable and immovable assets and
details of gifts etc. Such harassment of honest officials is not
the objective of the RTI Act.
