Attitude for money

One of the biggest crises India is facing is the lack of truth and maniac proportion of attitude for money. All our political leaders and government officials are aware of underhand dealing and rampant corruption in government expenditure which is affirmed time and again by CAG. Unless these government servants and their political master are not punished severely, we shall not expect any improvement in the country. Over the year official contractor and political class in cohort manner looting this country, we have to have legal system of exemplary punishment to all corrupt officials

Training of CSS and CSSS officers different

The training given and the work performed by the CSS and CSSS officers are entirely different. The work of Stenographers are clearly defined in the Manual of Office Procedure. By merging the services, total chaos will be created like that CSS officers do not know how to take dictation and type it. Even if it happens, then there will be pressures that I will not work as PA/PS. Further, the CSSS officers do not get appropriate training and experience is in noting and drafting. Something has to be changed at the initial recruitment level. The existing state of thins should continue till such time.

Suggestion

As you have a separate section for corporate news, do not put in appointments/transfers of GMs, CGMs. Chairmen of PSUs like OIL, NFL, BSNL, MTNL etc in the government section.....please ask your editing section to meticulously segregate the two..as it leads to confusion.

CSSS cadre be phased out

I beg to differ with Ravi. This is high time CSSS cadre is phased out in slow manner of retirement, in view of technology development, stenography is redundant now. The best would be to have two-tier recruitment in GoI and States too i.e. one at Assistant level and the other at Class I level with time scale promotion subject to performance, delivery and accountability. Hope 7th Pay Commission will look into this.

Sinha unbiased

A bureaucrat par excellence, PK Sinha is best known for his unbiased and unprejudiced decisions, never-say-die spirit, compassion for the under-privileged and above all, sticking to his decisions. He is a man of high integrity and is a go-getter with total commitment to the tasks in hand. PM would have chosen him only after getting convinced about his abilities.

Information regarding a VSAT tender

Appellant sought detailed work information, i.e., design, supply, installation, testing and commissioning of 25 remote quick deployable suitcase type portable VSATs along with Accident site communication system on ARTs for Disaster Management in respect of a particular Indian Railways Tender. The PIO informed that portable VSAT equipment along with accident site communication equipment comes in the category of critical/security equipment used for strategic purposes of Disaster Management in Indian Railway. Since the equipments are also interlinked with material related to Ministry of Defence, the information cannot be disclosed to third party u/s 8(1)(a). The CIC directed the respondent to enable the appellant to inspect the relevant file within 30 days of this order.

Comments

It is surprising to see that the PIO had not invoked section 8(1)(d) relating to commercial confidence either of the Railways or the supplier.
