Bulk appointments of Secretaries in GoI change
the course of history
The bulk appointments of Indian Administrative Service (IAS) officers
as Secretaries in Government of India have changed the course of history
in the Indian bureaucracy. It is probably for the first time when Appointments
Committee of Cabinet (ACC) cleared the appointments of 17 IAS officers
altogether. Major postings of Additional Secretary and Joint Secretary
levels are considered as routine, but bulk appointments at Secretary
level come as surprise to the corridors of power.
Will there be Thomas case again?
There are murmers that there is going to be another Thomas case in the
appointment of CVC. One can only wait and watch.

been delayed by a few weeks because of change of guards. Now the empanelment
will be done by the new Cabinet Secretary PK Sinha.
Who will be new Member, CVC?
Outgoing CMD of Bank of India, Ms V R Iyer is being tipped as new CVC
Vigilance Commissioner.?Another source said that Ms Iyer has been selected
for Insurance Regulatory Authority also. Meanwhile, name of Indian Bank
MD and CEO TM Bhasin has also cropped up for the post of Member in CVC.
Final picture will be clear only after arrival of the President on Monday.

Name of Sudhir Bhargava is now doing the rounds for appointment to the
post of Information Commissioner in CIC. He is a former 1979 batch IAS

Meena is SP, Raipur. Besides, JS Vatti has been appointed SP, Kondagaon;

Kamal Nayan Choubey has been appointed as Inspector General in Border
Security Force (BSF). He is a 1986 batch IPS officer of Jharkhand cadre.
DoPT agrees to transfer cadre of Ms Bafna to
MP
An inter-cadre transfer proposal of Ms Riju Bafna from Chhattisgarh
cadre to Madhya Pradesh cadre has now been accepted by the Government
of India. Ms Bafna wanted to join Madhya Pradesh cadre on the basis
of marriage to Avi Prasad, a 2014 batch IAS officer of MP cadre, but
her proposal was rejected twice by the Department of Personnel and Training
(DoPT) as her parent cadre was not agree for change of cadre. She is
a 2014 batch IAS officer of Chhattisgarh cadre.
Applications invited for post of Member, PSEB
DoPT has invited applications for the vacancy of a Member in the Public
Enterprises Selection Board (PESB). Serving or former Civil Servants
who have held a post equivalent to the Secretary to the Government of
India at least for a year or those in the Central/State PSUs or Private
Sector holding or having held a post at the level of CMD or MD at least
for a period of two years on a regular basis are eligible to apply till

vacant next year on January 1, 2016. Interestingly, one Prakash Chand,

One of the biggest crises India is facing is the lack of truth and maniac
proportion of attitude for money. All our political leaders and government
officials are aware of underhand dealing and rampant corruption in government
expenditure which is affirmed time and again by CAG. Unless these government
servants and their political master are not punished severely, we shall
not expect any improvement in the country. Over the year official contractor
and political class in cohort manner looting this country, we have to
have legal system of exemplary punishment to all corrupt officials

Training of CSS and CSSS officers different
The training given and the work performed by the CSS and CSSS officers
are entirely different. The work of Stenographers are clearly defined
in the Manual of Office Procedure. By merging the services, total chaos
will be created like that CSS officers do not know how to take dictation
and type it. Even if it happens, then there will be pressures that I
will not work as PA/PS. Further, the CSSS officers do not get appropriate
training and experience is in noting and drafting. Something has to
be changed at the initial recruitment level. The existing state of thins
should continue till such time.

of GMs, CGMs. Chairmen of PSUs like OIL, NFL, BSNL, MTNL etc in the
government section.....please ask your editing section to meticulously
segregate the two..as it leads to confusion.

CSSS cadre be phased out
I beg to differ with Ravi. This is high time CSSS cadre is phased out
in slow manner of retirement, in view of technology development, stenography
is redundant now. The best would be to have two-tier recruitment in
GoI and States too i.e. one at Assistant level and the other at Class
I level with time scale promotion subject to performance, delivery and
accountability. Hope 7th Pay Commission will look into this.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
