New policy of moderation wreaks havoc for empanelment on some cadres
!
The Centre's
new policy of "Moderation" has caused havoc upon some cadres
for Secretary empanelment in the Government of India. Atleast nine cadres
including Andhra Pradesh, Maharashtra, West Bengal, Himachal Pradesh,
Punjab, J & K, Chhattisgarh, Telangana and Madhya Pradesh have not
found place for Secretary empanelment. 28 IAS officers belonging to
1982 batch have been empanelled to the rank of Secretary in GoI.
1982 batch does not exist in four states
1982 batch IAS does not exist in Odisha, Sikkim, Nagaland and Uttarakhand.
Eight Additional Secretaries do not figure in empanelment list
Atleast eight Additional Secretaries of 1982 batch IAS in the Government
of India have not found their name in the empanelment list. They are
Messrs Amitabh Verma (Bihar), A K Dubey (Kerala), V K Thakral (Tripura),
Raghav Chandra, Pravesh Sharma and Snehlata Srivastava (Madhya Pradesh),
Susheel Kumar (UP) and C B Venkataramana (AP). Only 28 officers of 1982
batch IAS officers have been empanelled to the rank of Secretary in
the GoI.
10 Joint Secretaries do not figure in empanelment list
As many as 10 Joint Secretaries of 1985 batch IAS working in the Government
of India have not found place in the list of empanelment to the rank
of Additional Secretary. Will they return to parent cadre or work under
their batchmates?

Bureaucracy remains the same
Bureaucracy remains the same whatever be the regime. Essentially the
bureaucrats can be divided into several sets. One set is of those 'smart'
breaucrats who will change their colours and loyalties very fast. They
will always be ready to do whatever their bosses want.They will help
the political bosses in everyway and get enormous benefits themselves
enriching themselves in the bargain.This set will enjoy all the goodies
of service.Their children study in the best universities abroad.UPA
or NDA they flourish. Another set of bureaucrats is one who would not
take an initiative to do anything wrong to please the bosses but when
shouted or threatened will start crawling.They are the cowardly type.The
third set is simply file pushers.They will simply not take any risk.For
them it is a question of just not taking any independent line. It is
only the fourth set ,a very miniscule minority who are passionate about
doing what they think is right. Ashok Khemka, Sanjiv Chaturvedi types
fall into this category. As a result they suffer at the hands of every
Government. Multiple transfers,denial of basic rights under the services
and harassment by their seniors as well as political masters is their
fate. UPA or NDA the common man has not found much change except that
there is emphasis on punctuality or some of the bureaucrats at senior
level spend more time in office.Is it worth it ? It is enthusiasm more
than discipline which can make the bureaucracy more productive.

NDA vs UPA
It was never expected that just in a year's time NDA should land into
so much of controversies. NDA gave a crushing defeat to UPA as corruption
became an issue. Ministers were involved in various scams. Now that
Sushma Swaraj, Vasundhara Raje Scindia, Pankaj Munde all have come in
controversy, the PM should waste no time in defending them. A strong
message must go that the BJP is a party with a difference and Modi govt
would brook no Hera-pheri of any type. The political leaders must be
of above board. RK Singh , ex-Home Secretary clarified that the political
leadership should not help a figutive. Further, how disgusting it is
that an MP of the BJP writes to police to lodge FIR against Arun Jaitley.
NDA has long way to go. It is high time that the carpet is kept clean.
Otherwise message would go that all the political parties are the same
and Arvind Kejriwal type person would be chosen by the people.

What is the point in having an honest Prime Minister over his/her Ministers
and the citizens of the country will have to suffer.

OROP: Unfulfilled commitment
The commitment for OROP by Government is not fulfilled. It certainly
cannot be due to the fact that Defence forces have not fought any war
since 1971. But the fact is that Army is called everywhere in the country
when the Police cannot control the situation.
If OROP was demanded by IAS, it would have been approved long ago without
any questioning of war since 1971.

Withdrawal of entire AAI Manpower from AERA Office
Airports Economic Regulatory Authority of India [AERA] office has become
paradise for the employees of Airport Authority of India [AAI]. They
are working here on loan basis since inception of this office in the
year 2009. They don't want to return to their parent office. Reason
behind this is that they don't have much work to do and no restriction
in coming to office and going back to home. Leaves can be taken at will
whenever anybody wants. No leave record is being maintained for their
leaves. Why so? As interviews for deputation posts are being held very
shortly in AERA office, we request Chairman, AAI to withdraw entire
manpower from AERA office and depute them somewhere else where they
are needed very badly. Hope for some concrete, much needed and long
awaited action from AAI side.

Disclosure of the reasons for the decision taken by the Supreme
Court
The appellant sought for the copy of judicial record related to
the case decided by the Supreme Court of India and the reasons
for some of the conclusions reached in that order. The Public
Information Officer (PIO) advised the appellant to deposit a certain
amount of money for getting the copy of the order and informed
him that it is beyond the scope of the PIO's duty to offer any
justification/explanation for the orders passed by the Supreme
Court of India. The First Appellate Authority (FAA) endorsed the
views of the PIO. The Central Information Commission rejected
the appeal observing that if there are certain conclusions in
the order, the reasons for those conclusions have to be found
out in the order itself. The PIO cannot interpret the order and
come out with his own justifications.
Comments
Explanations cannot be sought under the RTI Act. There are many
cases where the judge has not given any reasons or justification
for coming to a conclusion. The only remedy available is to go
for an appeal. However, if a case is thrown out with a single
word "dismissed" by the apex court, there is very little
option for an individual.
