Large scale transfers in HRD ministry on the cards?

After the departure of two secretaries the HRD Ministry is set to rejig other officers. If sources are to be believed there is a proposal to shunt out about a dozen officers, mostly from S.O's. to Directors and one or two JS level officers. It is said that HRD Minister Smriti Irani wants new set of officers who can deliver in a fixed time frame.


Why both Secretaries HRD were transferred all of a sudden?

In the official circles, sudden departure of both Secretaries from HRD ministry is being seen as a surprise move by the government. The transfer of Satyanarayan Mohanty, a 1980 batch Telangana cadre officer to NHRC as DG, is being seen as demotion and humiliation to Mohanty. Ms Vrinda Sarup has been shifted as Secretary, Food. One thing is now very clear that Secretaries should toe the government line, if not they will be removed unceremoniously.

ITI reeling under severe financial crisis

Financial results of ITI Limited declared for the year 2014-15 has indicated a loss of Rs 297 crores in this financial year. ITI has been reducing its loss year after year in recent past and the present loss of Rs 297 crores (excluding grants) is the lowest in the last thirteen years ever since ITI came under losses during the year 2002-03 and was referred to BIFR in the year 2004. The major contribution to the loss is bank interest charges against borrowings.


33% reservation for women in CAPF & UT police

MHA has approved 33% reservation for women in direct recruitment in non-gazetted posts from Constable to Sub-Inspector in the CAPFs & police forces of all UTs including Delhi Police. Sashastra Seema Bal (SSB) has been asked for recruitment of 2,772 Mahila personnel in 21 companies of SSB.

Crisis of officers in CBEC

After promotion to higher level, there is crisis of officers at lower level in the Central Board of Excise & Customs (CBEC). At many places, officers have additional charges. Besides, some senior officers have also been given work at junior level.


Work on GST in full swing

The work on structuring Goods and Service Tax (GST) system is reported to be in full swing in the Government of India. This new system is all set to be introduced next year with effect from April 1, 2016. It may be noted that the GST will replace all indirect taxes, which are levied on goods and services by the Government of India and state governments. The GST will be implemented concurrently by both Central and State Governments.

Most corrupt organisation in India

While corruption is all prevalent, the most corrupt department in government is undoubtedly the police department. Recently, I had an occasion to deal with the police in a petty case. I was surprised that even renowned lawyers openly promised to fix deal with the IO, for bribe money running in lakhs, that too for a petty case. No wonder I hear that in police department, even inspectors have made crores of rupees. One of the reasons for high corruption in police is that the anti-corruption function of police is also looked after by Police. As a result, complainants are scared to lodge complaint against the police. Further the inquiry officers are sympathetic to their colleagues.


It is high time that the anti corruption function related to police officers is supervised by some police cadre officer, else, the common citizen of the country would continue to be harassed by the police.


I hope that the Chief Ministers of progressive states will do this to control corruption as police is a state subject.

OROP issue is simply be-fooling ex-soldiers

Ministry of Finance is not to be blamed for this delay. Fact is that there is zero number of ex-soldier in MoD, South Block against their 10% quota in class 'C' job positions. It means in office of Raksha Mantri itself there is such ignorance about ex-soldiers, what else can be expected from current government. Even PM office is South block where ex-soldiers are being treated so. It seems OROP is a only mirage.

A question to Power Minister


Our power minister says that there is record addition of capacity but there is no purchaser due to bad financial health of SEBs. But the record addition of capacity is mainly due to work done during the UPA government. In fact there is 30,000 MW more in the pipeline. But no new power generation project has been announced in last two years. Our plant load factor is lowest in 15 years with power capacities operating at 65% (ET 29.05.15). What it means for consumers like us is that the problems like transmission and administrative losses continue as usual or they have worsened due to grid inefficiency or theft of power or both. This is a critical issue and each of the successive governments led by the congress or other parties have been avoiding it due to perceived loss of vote bank. This has to be faced squarely. And quality education at school level can be one of the important tools to develop proper ethical values in the society.

Identifying eco-sensitive zones

Environment Minister Javdekar's efforts to dilute the recommendations of the Kasturirangan report by giving the onus on states to identify eco-sensitive zones will bring devastation in the Western Ghats. State governments swayed by vote bank politics will only echo the wishes of these villagers consisting mostly of encroachers who are living in the 7,000 villages mentioned in the report. In Kerala, a political party in the present UPA government is openly advocating the cause of these encroachers and damning the report. No wonder Kerala was the first to rush with their objections. Javdekar should understand that Western Ghats is not the personal fiefdom of some encroaching villagers whose opinion only is to be considered. It has relevance for ecology, environment and rainfall for the entire state. The problem is that Modi government especially its Environ Minister has no commitment to environmental and wildlife protection. Efforts to dilute 1972 Forest Act and powers of National Green Tribunal are examples for this.

Information regarding a VSAT tender

Appellant sought detailed work information, i.e., design, supply, installation, testing and commissioning of 25 remote quick deployable suitcase type portable VSATs along with Accident site communication system on ARTs for Disaster Management in respect of a particular Indian Railways Tender. The PIO informed that portable VSAT equipment along with accident site communication equipment comes in the category of critical/security equipment used for strategic purposes of Disaster Management in Indian Railway. Since the equipments are also interlinked with material related to Ministry of Defence, the information cannot be disclosed to third party u/s 8(1)(a). The CIC directed the respondent to enable the appellant to inspect the relevant file within 30 days of this order.

Comments

It is surprising to see that the PIO had not invoked section 8(1)(d) relating to commercial confidence either of the Railways or the supplier.
