A meeting between Chief Minister Shivraj Singh and ex-servicemen Welfare
Secretary in GoI PD Meena has fuelled speculations about the latter's
return to parent cadre. He is 1980 batch IAS officer of MP cadre.

An inter-cadre deputation proposal of Ranjit Kumar Singh, from Gujarat
to Bihar has been rejected by Department of Personnel and Training (DoPT)

Appointment of three CMDs in PSUs in doldrums
Orders for appointment of three persons as Chairman-cum-Managing Director
(CMD) in various Public Sector Undertakings (PSUs) have been stuck in
the Government of India. While an IRAS officer, Diptiman Das is waiting
for orders to be appointed as CMD, EdCIL (India) Ltd. despite vacancy
since Oct 8, 2014, Subrata Chakravarty, Director (Technical), ECL, is
awaiting orders for appointment as Chairman and Managing Director, Eastern
Coalfields Limited (ECL) and TK Chand, Director (Commercial), RINL,
who was selected for the post of Chairman & Managing Director, NALCO
Limited, too is yet to be appointed even as vacancy for this post has
already arisen on May 1, 2015.
V K Thakral is also Additional Secretary, Petroleum & Natural Gas
V K Thakral has been assigned an additional charge of Additional Secretary,
Petroleum and Natural Gas. He is a 1982 batch IAS officer of Manipur
cadre.

HAL and BEL sign MoU for sharing expertise
in avionics (UPDATED)
Hindustan Aeronautics Limited (HAL) and Bharat Electronics Limited (BEL)
signed an MoU on June 4, 2015 in Bengaluru, to share their expertise
in design, development, engineering and manufacturing to develop and
produce advanced airborne communication equipment to meet the requirement
of the defence services. Quarterly review of the MoU will be held under
the Chairmanship of Director (R&D)-BEL and Director (Engg, R&D)-HAL.
HAL and BEL have agreed to share the business from the Indian defence
services. HAL has the expertise in design, development, engineering,
manufacture of airborne communications equipment, whereas BEL has the
expertise in design, development, engineering and manufacture of communications
and secrecy products and solutions. The MoU sets to define the roles
and responsibilities of both the DPSUs for development of specific airborne
communication equipment.

Mrs Sobhana Kamala Sudarsana Rao has been appointed as Development Commissioner

No clear vision of FM
Finance Minister has announced that revised ITR forms will be simpler
and of not more than three pages. But still he is looking data for domestic
all bank accounts. Why this information? One can understand about the
foreign travel and expenditure to look for black money but he does not
want to come out from his old views about domestic accounts. Enough
is enough. Whatever government wants can ask for it but it is not logical.
Define some threshold limit to furnish all this information may be Rs
50 lakhs or Rs one crore otherwise you do not have resources to deal
with issues. Only small tax payers will be penalised in the end.

No transfer policy in secretarial cadre
Sunil appears to be a foolish person. Can cite name of any PA/PS who
has been transferred ever? In fact there is no transfer policy in secretarial
cadre and why it should be when the job does not demand transfers. However
a new policy is being contemplated, which in my opinion is a waste of
public money (as the transfer allowance amounts to Rs. One lakh or more).
And for posting, all are not interested to stay here in such humiliating
conditions due to unnecessary controversy.

CSSS merger
I beg to differ with the views expressed in today's website regarding
CSSS merger with CSS. So far, as entry level of Stenographer Grade 'D'
is concerned, I am of the view that entry level could be raised to graduate
level easily. Alternatively, eligibility criteria for promotion as PA/Assistant
should be graduate whether it is promotees or direct recruitment. There
are so many officers at the level of Assistants/Section Officers/Under
Secretaries who act as the informers of the boss. If you have the opportunity
to see last year's results of Departmental Examinations for Section
Officers/Private Secretaries conducted by UPSC, your statement with
regard to intelligence of CSSS officers will prove to be wrong. There
were so many PAs who had opted for Section Officers who switched over
to the post of Section Officers proved themselves worthy of it whereas
there are several section officers who are promoted and appointed as
Section Officers do not have courage to face their seniors and want
to avoid seniors whenever they are asked to discuss or speak by their
officers. My humble submission is that we should not indulge in fighting
with each other but to be united and fight for CSSS merger with CSS
so that one would get their legitimate dues in terms of promotional
avenues well in time.

Delay in CVC appointment
CVC appointment ? Why did it take so long to fill up the position? Any
guesses.

I would like to mention here that all CSS knows most of SO/US/DS or
even Directors come CSSS cadre after passing out UPSC exam. All have
excellent jobs, making drafting/noting etc.
Secondly, please ask 7th PC officers, how CSSS officials are important
for them. I also make drafting / noting etc.

Maharatna promotions
Promotions in Maharatna PSU's are based on price tag, regionalism casteism
and kith and kin of politicians and babus. Honest, qualified from premier
institutions are not reaching top positions in Maharatna PSU's.

All IAS officers should work like Swatantra Kumar Singh, IAS as he has
all good qualities including outstanding behaviour and working style.
If all IAS officers work like his, obviously India will be in number
one position in all fields.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
